Main purpose of the role
To be responsible for effective whole school administration systems working with a large degree of independence and significant accountability. Responsible for all matters of finance, administration,budget preparation and human resource administration so that they these areas efficiently and effectively support the education of all pupils of Four Oaks Primary School.
Core responsibilities and tasks
Overview of the main aspects of the role of School Business Manager;
  1. Working as part of the School Leadership Team to assist the Headteacher to ensure the school meets its educational aims
  2. Lead all support staff, other than the premises staff, not primarily engaged in curriculum delivery and support.
  3. Mange all aspects of the Little Acorns Nursery, other than curriculum matters, including finance & billing users, HR, allocation of staff and child care places.
  4. Clerk to the Governing Body
Leadership and Strategy
  1. Attend senior leadership team meetings as requested by the Headteacher.
  2. Interpret legislation, government guidance and Ofsted requirements into structured and compliant policies, processes and procedures. Managing the dissemination and delivery of these across the school.
  3. Oversee the management of the Little Acorns Nursery
Financial Resource Management
  1. In conjunction with the Headteacher, manage all matters of school finance.
  2. Take overall responsibility for the effective use of the IT systems available to ensure compliance with financial regulations
  3. Develop and manage administrative systems to ensuring financial compliance and to minimise opportunities for fraud and misappropriation of school monies and resources.
  4. Maintain a strategic financial plan that will indicate the trends and requirements of the School Development Plan and assist in forecasting future year’s budgets.
  5. Maximise income through taking a lead role in developing and managing the administrative and financial systems required of the onsite EYFS provision: Little Acorns Nursery.
  6. Preparing bids and secure sponsorship for extra-curricular activities, lettings and other income generation activities
  7. Manage all aspects of procurement. Direct responsibility for specifying and obtainingfinancial quotes, ensuring best value.
  8. Prepare and submit timely financial reconciliation to the LA, governors and other agencies as necessary.
  9. Provide an overview of the school budget and advise the Headteacher of any potential deficit or other finance related issue, its implication and recommendation for possible solutions.
  10. With the Headteacher undertake an annual budget planning exercise in line with the school improvement plan, for the approval of the governors.
Administration Management
  1. Lead the development of the school’s Administration systems procedures and processes, identifying and proposing enhancements.
  2. Manage systems and link processes across the school to form complete procedures.
  3. Ensure the MI systems used to record pupil data are used efficiently and correctly by the administration team in relation to data processing.
  4. Take overall responsibility for the timely submission of statutory data returns, including but not restricted to termly Census, Baselining, Key Stage data and Schools Workforce Census data.
  5. Ensure compliancy of data protection legislation, developing policy and procedures to ensure the school operates within the requirements of the Data Protection Act.
Human Resource Management
  1. Line-manage all support staff, other than the premises staff and not primarily engaged in curriculum delivery.
  2. Manage and be responsible for the efficiency and accuracy of the whole school payroll function.
  3. Take responsibility to seek and make use of specialist HR expertise to ensure that the processes to recruit, induct, appraise, discipline andmake redundant, comply with legal and regulatory requirements
  4. Monitor the effective adoption of policies and procedures across the school providing support to ensure staff understanding and continuing adherence.
  5. Responsible for ensuring all administrative aspects of Human Resource Management are kept up to date. This will include but is not restricted to job descriptions, written statement of particulars, staff MI and manual staff records, ensuring accuracy and confidentiality.
  6. Develop and implement an induction, performance management and training process for all support staff, other than the premises staff, not primarily engaged in curriculum delivery and support
  7. Identify any human resource issues and appropriately raise them with the Headteacher.
  8. Manage the staffing timetabling, taking into account pupil to staff ratios within the onsite EYFS setting: Little Acorns Nursery.
Management Information Systems and ICT
  1. Manage the school’s administration network, identifyingand proposing enhancements.
  2. Implement all upgrades to the administration network and ensure backup for data.
  3. Ensure that all administrative staff are adequately trained in the financial and administrative ICT software.
  4. Keep abreast of data protection legislation and develop policy and procedures to ensure the school operates within the requirements of the Data Protection Act.
Other
  1. To act as Chief Fire Marshall.
  2. To take a lead role in developing after school provision delivered by our wraparound team.
  3. To ensure that the reception and administration areas are attractive and welcoming as well as functional and that the School Office provides a service in line with the school’s expected customer care standards.
  4. To ensure the school is promoted in the most positive way via print and online media.
  5. Prepare documentation for and service the Governing Body as required.
