1. / Call to Order:
Call to Order and Establish Quorum Announcement by the presiding officer that a quorum is present, the meeting has been duly called, and that notice of the meeting has been posted in accordance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.
Board Members Present for the meeting: Eddie Brewer, Melissa Halterman, Russ Slaughter, Kristyl Hotze, and Minerva Soltero. Board Members Absent: Larry Antley and Brad White were both at work. Others Present: Eddie Boggess, Craig Wallace, Stiles and Wallace, Scotty Carman, Linda Jolly, Pam Rogers, Dr. Dewitt Smith, and Grace Harrison.

SUBJECT:Consider/Discuss/Approve Appraisal Rolls For 2015-2016
BACKGROUND
In late July, WLISD received the Appraisal Rolls for 2015-2016 for both Winkler & Loving Counties (See attached)
ADMINISTRATIVE CONSIDERATION
I have considered state law in regards including four principles to truth-in-taxation as it relates to school districts:
  • Property owners have the right to know of increases in their properties’ appraised value and to be notified of the estimated taxes that could result from the new value.
  • A school district must publish its proposed tax rate, rollback tax rate and other specific information about its proposed taxes.
  • A school district must publish a budget and proposed tax rate hearing notice and hold a public hearing to provide an opportunity for citizen input concerning these issues.
  • A school district must hold an election to ratify a tax rate adopted above its rollback rate.
RECOMMENDATION
I recommend the Board Approve Appraisal Rolls For 2015-2016 as presented

BACKGROUND
A school district adopts its budget according to its fiscal year but first must publish a Notice of Public Meeting to Discuss Budget and Proposed Tax Rate 10 to 30 days before the public meeting date. (School districts with a July 1 fiscal year adopt budgets in June and comply with notice and hearing provisions during June). After adopting the budget, the school adopts a tax rate.
ADMINISTRATIVE CONSIDERATION
I have considered the District Vision, Mission, and Goals in the development of the 2015-2016 budget. Additionally, I have considered state law in regards including four principles to truth-in-taxation as it relates to school districts:
  • Property owners have the right to know of increases in their properties’ appraised value and to be notified of the estimated taxes that could result from the new value.
  • A school district must publish its proposed tax rate, rollback tax rate and other specific information about its proposed taxes.
  • A school district must publish a budget and proposed tax rate hearing notice and hold a public hearing to provide an opportunity for citizen input concerning these issues.
  • A school district must hold an election to ratify a tax rate adopted above its rollback rate.
Pam Rogers, Finance Director, told the board members there are three amounts added to the budget that include: $236,000 vehicles and bus, $300,000 Medical Fund, and $50,000 Worker’s Compensation.
RECOMMENDATION
I recommend the Board Adopt Budget for 2015-2016 as presented

BACKGROUND
A school district adopts its budget according to its fiscal year but first must publish a Notice of Public Meeting to Discuss Budget and Proposed Tax Rate 10 to 30 days before the public meeting date. (School districts with a July 1 fiscal year adopt budgets in June and comply with notice and hearing provisions during June). After adopting the budget, the school adopts a tax rate.

I have considered the tax rate needed to serve both our Maintenance and Operating costs as well as our Debt Service. Additionally, I have considered state law in regards including four principles to truth-in-taxation as it relates to school districts:

  • A school district must publish its proposed tax rate, rollback tax rate and other specific information about its proposed taxes.
  • A school district must publish a budget and proposed tax rate hearing notice and hold a public hearing to provide an opportunity for citizen input concerning these issues.
  • A school district must hold an election to ratify a tax rate adopted above its rollback rate.
RECOMMENDATION
