TWENTY-SECOND ANNUAL GENERAL MEETING

UNION OF MUNICIPALITIES OF NEW BRUNSWICK

The twenty second Annual General Meeting of the Union of Municipalities of New Brunswick, which is duly owned and operated by the member Municipalities of New Brunswick, was held on Saturday, October 1st, 2016 in Fredericton, New Brunswick with 54 municipalities (200 delegates) in attendance. The meeting began at 2:00pm.

1.OPENING ADDRESS

The opening address was made by the President of the Union of Municipalities of New Brunswick, Mayor Arthur Slipp of Woodstock. Following the opening address the Executive Director read out the list of those elected officials, past and present, who have passed away but are still remembered by their Councils. This was followed by a moment of silence.

2.AGENDA

It was moved by Deputy MayorCecile Cassista,Riverviewand second by Mayor Denis McIntyre, Charlo, that the agenda be adopted. Motion Carried

Constitution

Three committees of UMNB: Municipal Police Assistant Fund Advisory, Solicitor General (Police Act Review) and Solicitor General (Standards Implementation) – did not provide reports since nothing had occurred since the last AGM.

The President thanked those volunteers who represent UMNB on the various Committees.

It was moved by Mayor Terry Keating, Salisburyand second by Deputy Mayor Michael Likely, Grand Bay-Westfield to accept the committee reports as presented.

4.ZONE REPORTS

ZONE 1

Mayor Bev Gaston, Doakown, presented the zone report as follows:

  • A few issues were discussed at the zone meetings: Strategic Plan for UMNB is a work in progress
  • Designated Highway - what we are being paid compare to what contractors are being paid
  • Coverage and charges for RCMP services
  • Unsightly premises situation
  • Tourism infrastructure
  • ATV is an issue and affects tourism
  • Our Directors for zone 1 are: Mayor Bev Gaston, Doakown, Councillor Gérard Richard, Richibucto.

ZONE 2

Mayor Terry Keating,Salisbury presented the zone report as follows:

  • Three meetings were held this year.
  • Concerns of UMNB taking over the 5 year strategic plan.
  • Highways - remind government they can’t continue to download cost of government services to municipalities.
  • SEED Program did not work well this year
  • Unsightly premises – need stronger action

Mayor Gerald Gogan, Petitcodiacand Mayor Terry Keating, Salisbury are the Directors for Zone 2 and the Alternatesare Councillor Beverly Best, Salisbury and Councillor Ernest Thibodeau, Dieppe.

Zone 3

Mayor Ken Chorley, Hampton presented the zone report as follows:

  • Cost of Designated highways an issue.
  • Strategic Plan for UMNB
  • Appointed Debra Armitage councillor for Sussex as Alternate, move by Councillor Tim Wilson second by Mayor Marc Thorne.
  • Supporting the Town of Rothesay’s video contest, please vote.
  • Support for Town of Quispamsis’ emergency resolution requested.
  • Receivedagreement from Council to appoint a representative to attend Zone meetings on a regular basis.

Zone 4

Mayor Teresa James, Blacks Harbour, presented the zone report as follows:

  • Four meetings were held this year.
  • At out August 20th meeting we elected as Directors Mayor Teresa James, Blacks Harbour, Councillor Wayne Sturgeon, St. Stephen and the Alternates beingCouncillor Natalie Harris, Blacks Harbour and Deputy Mayor Jason Carr, St. Stephen.

Issues discussed -

  • Strategic Plan
  • Policing issues

Zone 5

Councillor Gisèle McCaie-Burke, New Maryland, presented the zone report as follows:

  • Three meetings were held
  • Pleased to have our ED Raymond Murphy attend two of our meetings
  • Main topics – Recommendation from UMNB to DTI regarding Government Municipal Designated Highway Program proposal
  • Update on Legislative Frame Work, update on UMNB Strategic Plan, update on process for 1994 Recreation and Sports policy renewal.
  • Infrastructure – Small municipalities have a difficult time to benefit from federal infrastructure money because they don’t have enough resources to write their proposal on time.
  • Approval of the Gagetown Resolution
  • June meeting – Election of Directors & Alternates – Mayor Gary Mersereau,Fredericton Junction Councillor Gisèle McCaie-Burke, New Maryland and alternates Mayor Michael Blaney, GagetownCouncillor Susan Jonah, Hanwell.

Zone 6

Mayor Elaine English Canterbury, presented the zone report as follows:

  • Three meetings were held
  • Thank you Mr. Murphy for attending our meetings and keeping us up to date.
  • Mayor Elaine English, Canterbury, Mayor Arthur Slipp, Woodstook are the Directors and Mayor Craig Melanson, Hartland, Mayor Alexis Fenner, Plaster Rocks are the Alternates

Zone 7

Councillor Tracy Culligan, Belledune, presented the zone report as follows:

  • Three meetings were held.
  • Major topics – Designated Highway, Regional Service Commissions, Unsightly Premises, Strategic Plan, Climate Change, Zone Structure
  • Marijuana Plant got the go ahead, which is good for our communities.
  • Directors of Zone 7 are Councillor Tracy Culligan, Belledune, MayorRandy Hunter, Tide Head

The Alternates are Councillor Denise Bushey, Charlo and CouncillorMelvin Ferguson, Dalhousie

Zone 9

MayorMarcel Deschenes, Grand Fallspresented the zone report as follows:

  • There are only two municipalities in our Zone and we work well together
  • Discussions on Strategic Plan
  • Things are going well
  • This year will be Grands Falls 120th Anniversary
  • Directors are Mayor Marcel Deschenes, Grand Falls, and Mayor France Roussel, Drummond.

It was moved by Mayor Ken Chorley, Hampton and second byDeputy Mayor Cecile Cassista, Riverviewto accept the zone reports as presented.

5. FCM REMARKS

Mayor Art Slipp’s FCM Report is in the handbook.

6. PRESENTATION

Opus International Consultants made a presentation for the Department of Environment & Local Government.

It was moved byCouncillor Jean-Claude Cormier, Dieppe and second by CouncillorDenise Bushey, Charlo, that the meeting be recessed until 8:15 am, Sunday, October 2nd, 2016.

Sunday, October 2nd, 2016

Mayor Arthur Slipp, Woodstock, President of UMNB, reconvened the meeting at 8:15am. President Slipp expressed our appreciation to TransCanada Pipeline for sponsoring the breakfast. He also announced that there would be presentations later this morning by Cynthia Lulham, on Railway Proximity Issues.

7. PRESENTATION

Cynthia Lulham addressed the delegates on issues dealing with communities along rail lines and other issues such as crossing lines, etc. and responded to questions from the delegates.Our appreciation was expressed and she was given a small gift.

8. UMNB STRATEGIC PLAN

It was moved by Mayor Jacques LeBlanc, Shediac and second by Mayor Jerome Bear, Dorchester that the UMNB Strategic Plan with the reference to resolutions and the zone minutes to members be added to the Strategic Plan andbe approved.

9. APPROVAL OF MINUTES

It was moved by Mayor Jerome Bear,Dorchester and second byCouncillor Jeff Bradbury, Woodstock that the minutes of the 2015 annual general meeting be approved. Motion carried

10.BUSINESS ARISING FROM THE MINUTES

RESPONSES TO RESOLUTIONS REPORT – Councillor Stephen Chase

It was moved by Councillor Stephen Chase, FrederictonANSON, second by Mayor Chris Melvin, Hanwell, that the following resolutions be voted on under a “Consent Agenda” and that UMNB continue to work on them. The resolutions are: U-12-05, U-13-02, U-15-03, and U-15-02.

It was moved by Councillor Stephen Chase, Fredericton and second byCouncillor Billy Fleiger, Miramichi that U-11-04 Unsightly Premises for Municipalitiesbe closed.

It was moved by Councillor Stephen Chase, Fredericton and second byMayor Normand Pelletier, Dalhousie that U-12-01Deadline to Establish, Manage, Contribute to Reserves be closed but re-submitted again if it is not part of the new legislation.

11. TREASURER’S REPORT

It was moved by Councillor Tracy Culligan, Belledune and second by Mayor Terry Keating, Salisbury to approve the 2015 Audit Report, from January 1, 2015 to December 31, 2015, that has been deliberated by the General Assembly, showing a surplus of $113,972.82. Motion carried

It was moved by Councillor Tracy Culligan, Belledune second by MayorRandy Hunter, Tide Head that

Jane Maillet & Associates be appointed the auditors of UMNB for the year 2016.

It was moved by Councillor Tracy Culligan, Belledune, second by Mayor Terry Keating, Salisburyto approve the 2017 proposed budget that has been deliberated by the General Assembly.

12. FCM President’s Report

President Clark Somerville provided remarks on FCM and was presented with a small gift at the end. Among points made were monitoring the commitments made during the campaign by the incoming government and to assist municipalities in applications for funding under new funding programs. The FCM is still working on a major issue that being the lack of capacity of existing rural broadband to meet the industrial requirements needed for business applications. This government appears ready and willing to work with FCM on Municipal issues.

13. NEW RESOLUTIONS – presented by Councillor Stephen Chase

It was moved by Mayor Alexis Fenner, Plaster Rock and second by Mayor Terry James Blacks Harbour that the new resolution U-16-01 Canada-New Brunswick Agreements be accepted by this AGM.

It was moved by Councillor Ronald Fowler, Upper Miramichi and second by Mayor Judy Wilson Shee, New Maryland that the new resolution U-16-02 Provincial Municipal Services be accepted by this AGM.

Unanimous consent was given from the floor for the the Resolution on Waste Packaging and Paper Stewardship Program-Extended Producer Responsibility Province of New Brunswick so it could be debated by this AGM. It was moved by Councillor Beth Thompson, Quispamsis and second by Councillor Wayne Sturgeon, Grand Manan that it be accepted.

It was moved by Mayor Gary Mersereau, Fredericton Junction and second by Mayor Gerald Gogan, Petitcodiac,that the proposed amendment to the Constitution (McAdam to move to Zone 4 from Zone 5) be approved.

16. EXECUTIVE COMMITTEE

According to our constitution only members of the Board are eligible to seek an executive position and this must be done by the August meeting. Thus there will be one election this year only and that is for President.

President

The Nominating Committee brought forward the name of Mayor Bev Gaston, Doaktown and Mayor Terry James, Blacks Harbour as candidates for the position of President.

Following remarks by each candidate and voting the ballots were collected and counted by the scrutineers, Raymond Murphy, Mayor Marcel Deschenes Grand Falls, Mayor Elaine English, Canterbury and Councillor Wayne Sturgeon; Mayor Bev Gaston was declared President.

1st VICE PRESIDENT

The Nominating Committee brought forward the name of Councillor Tracy Culligan,Belledunefor the position of 1st Vice President and there being no other candidates Councillor Culligan is 1st Vice President.

2nd VICE PRESIDENT

The Nominating Committee brought forward the name of Councillor Beth Thompson, Quispamsis for the position of 2nd Vice President; there being no other candidates, Councillor Beth Thompson will serve as 2nd Vice President.

SECRETARY TREASURER

The Nominating Committee brought forward the name of Councillor Wayne Sturgeon, Grand Manan as a candidate for the position of Secretary /Treasurer; there being no othercandidates, Councillor Sturgeonwill serve as Secretary/Treasurer.

It was moved by Councillor Gisèle McCaie Burke, New Maryland and second by Mayor Marcel Deschenes, Grand Falls that the ballots be destroyed. Motion carried

It was moved by Mayor Judy Wilson Shee, New Maryland and second by Mayor Marcel Deschenes, Grand Falls to accept the Nominating Committee Report as presented. Motion carried

17. PRESENTATIONS

Claude Gautreau-CMHC spoke on how Municipalities can help those less fortunate and how housing and transportation is important.

ScottMcAfee-Economic Social Inclusion Corporation spoke on what municipalities can do to help reduce poverty, what the Province can do to reduce poverty and what as individuals we can do to help reduce poverty. Our appreciation was expressed and each presenter was given a small gift.

The 2017Annual General Meeting will be held at the Crowne Plaza Lord Beaverbrook in Fredericton, NB on September 29th, September 30thand October 1st.

18. ADJOURNMENT

There being no further business, the 22nd Annual General Meeting of UMNB adjourned at 12:00pm on a motion fromMayor Jerome Bear, Dorchester and second by Mayor Alexis Fenner,Plaster Rock.
