DETAILED SPECIFICATIONS

Apparatus is to be a single-axle, National Fire Protection Association (NFPA) 1901 2016 edition compliant fire engine (pumper) with a minimum 750 gallon water tank equipped with a 1500 GPM, single-stage Hale QMAX Pump.

1. No part of the entire apparatus can exceed eleven feet (11’ 0”) in height.

2. Total overall length shall not exceed 34 feet. Length shall be specified and could be a consideration in final awarding of bid.

3. Maximum wall-to-wall turning radius must not exceed 45.0. The wall-to-wall turning radius will be used in final decision-making to award bid, with the intent to obtain the shortest measurement. Drawings depicting all turning radius measurements are required with bid. This item will be used in the final determination and award of bid.

4. All electrical connections/components shall have a Six (6) inch coil of excess wire to facilitate ease of maintenance and service. All connections that are exposed to the outside elements shall be corrosion protected and waterproofed.

5. All lighting shall meet or exceed current NFPA standard, Federal Department of Transportation (DOT), and Federal Motor Vehicle Safety (FMVS) Standard requirements. Extra lighting shall be added if necessary to assure firefighter safety around and on all areas of the apparatus, i.e. under truck, steps, etc. LED lighting is preferred when and where appropriate and applicable.

CAB AND CHASSIS

6. Cab shall be a custom cab; a commercial cab will not be acceptable.

7. In order to provide enough room for firefighters and equipment, cab must have a minimum of sixty-seven inches (67”) from the center of the front axle to the back interior wall of the cab. Height inside of cab should offer as much headroom as possible (minimum of 8” raised roof is required).

8. Entire cab shall have noise reducing insulation to keep noise levels within current NFPA 1901 Standard. Engine “dog house” shall have heat resistant properties to prevent heat transfer to passenger compartment. Doghouse shall be covered with durable, non-slip, maintenance free material that matches other interior colors.

9. All metal cab, body, and sub-structure components shall be constructed of aluminum or stainless steel.

10.Grab handles shall be installed at each door, both on the inside and outside, to assure safety when mounting and dismounting apparatus.

11.Walking and standing surfaces on apparatus shall offer the utmost in slip resistance when surfaces are wet, icy, and snow covered (aggressive gripping tread plate).

12.The driver seat shall be a Seats, Inc. 911 air suspension seat. This shall include 4” fore and aft adjustment, weight, height, and ride adjustment, built in back and lumbar adjustment, red NFPA compliant restraint system

13.The officer seat shall be a Seat, Inc. 911 seat equipped with SCBA mounting equipment.

14.The rear cab area shall contain Four (4) Seats, Inc. 911 SCBA seats, or equivalent. The seats shall be high back and shall be spaced to provide the maximum amount of shoulder room for all occupants.

15.All seat upholstery shall be made of a TurnoutTuff cloth material or equivalent material that coordinates the interior colors and is resistant to oil, grease, tears, and mildew.

16.One (1) Lifeguard Smart Dock hands-free, or equivalent, SCBA bracket shall be installed in each of the five (5) recessed seat backs. The brackets shall accommodate MSA 45 minute SCBA.

17.AC and DC power supplies shall be run inside the rear seat base/pedestal, doghouse, and both front seats for use to “wire-in” portable radios and lights. Specifics on this wiring to be determined during the pre-bid meeting.

18.One (1) EMS medical compartment, approximately 8.4 CU FT in capacity shall be installed in the rear cab area. The compartment shall be constructed of smooth aluminum material with louvers to provide adequate ventilation. This cabinet shall have a roll up door and two (2) or three (3) adjustable shelves. Rollup doors shall offer as much internal storage space as possible when open

19.The EMS compartment shall be equipped with LED strip lighting. The compartment shall be painted to match the interior of the cab with Line-x or equivalent coating. Exact size and layout of cabinets and shelf shall be determined at pre-construction meeting.

20.All seating positions shall be equipped with three point safety belts.

21.The cab tilt mechanism shall be an electric over hydraulic lift system with manual override. One (1) switched light shall be mounted under cab, to illuminate the motor area. A monitor light shall warn the driver in the event the cab is not latched.

22.Two (2) storage compartments shall be provided, installed behind the rear crew entry doors on the left and right sides of the cab exterior, accessing available space under the cab. Each compartment shall be fabricated of aluminum. Each cabinet shall be equipped with a light operated by a door switch. The door shall have a stainless steel piano hinge and a 4" D-ring single point latch. The doors shall be painted same color as apparatus body.

23.The cab shall have two (2) fixed side windows, one (1) each side between the front and rear doors, and two rear view windows if possible.

24.Windows on crew cab doors shall be operable,(electrically operated).

25.There shall be two (2) tow eyes mounted to the frame in the front of the truck. Front tow eyes shall protrude either through the front or the top of the front bumperthere shall also be two (2) tow eyes mounted to the bottom flange of the frame in the rear of the truck. *All tow eyes/hooks must have adequate clearance to allow ease of attaching towing device,must be approved prior to build.

26.Cab instruments, gauges, and controls shall be mounted in easily removable panels on cab instrument panel for ease of service. Controls shall be within easy reach and operation by person setting in each particular seat

27.Space for a minimum of four (4) spare switches shall be provided.

28.One (1) visor for the driver, and 1 for the officer. Other combinations are acceptable as long as entire windshield can be shielded from bright sun light.

29.A high-quality, 12-volt hand-held halogen spotlight shall be directly wired and mounted on the officer’s side of the cab.

As a minimum, the following shall be provided:

30.Automatic/switchable white/red (night vision) lights above all seating positions (Switched and automatic door-open controlled). Lights shall be above and forward of all seating positions. Lights shall be independently controlled.(Lights must be switched with the master disconnect switch, light shall turn off when batteries are switched off)

31.Electric windows with master controls at driver’s position and single controls on each door. Controls shall be within easy reach of each seating position.

32.Power Door locks shall be provided with key-less entry key pad on driver’s and officer’s door. Truck shall also be equipped with a wireless key fob. Manual keys shall be provided to override locks.

54.There shall be three (3) automotive type 12-volt auxiliary electrical outlets with covers mounted on the central dash panel for accessory items.

55.Where feasible automatic self-resetting circuit breakers shall also be provided.

56.Provisions shall be made for checking the transmission, power steering, radiator coolant, and engine oil without tilting the cab.

57.Power steering with tilt and telescope adjustment for the steering wheel shall be provided.

58.Cab shall have heater/defroster and air conditioning capable of keeping all windows clear of frost and maintaining a temperature of 70 degrees F. at ambient temperatures of –30 degrees F. to +100 degrees F. Separate zones preferred to separate front and rear of cab.Provisions must be made to provide heat to the floor area inside of cab.

59.Mirrors shall be heated, remote controlled with an arm extending out approximately 16” from the radius of the corner of the cab, with a flat mirror measuring approximately 10”x12”, and a convex portion above the main mirror. Finish of mirror body shall be chrome. Mirrors must be approved prior to construction by the Mandan Fire Department.

60.A ten (10) place “constantly hot” 12v breaker panel and a 10 place breaker panel switched with the ignition switch both with ground bars shall be provided for customer installed computers, cell phones, radios, etc. These panels shall be located as close to the instrument panel as possible. Placement must be discussed at pre-build conference.

61.Charging, air, and starting system shall be NFPA compliant.

62.Dual air horns shall be installed through front bumper controlled by an electric foot operated switch on driver and passenger sides. There shall also be a low air cut out device.

63.Tread plate kick plates shall be installed on inside of cab doors.

PAINT/FINISH

64.The apparatus shall be painted with a minimum of two (2) coats of high quality paint. The finish coats of paint shall be Diamond-T Red #FLNA-3225 or an exact matching equivalent. Two (2) coats of clear coat shall also be applied.

65.The apparatus cab top color shall be painted DuPont L0006 EG White or an exact matching equivalent using a same quality paint/finish as bottom half of cab

66.The apparatus cab bottom color shall be painted an exact match of Diamond-T Red #FLNA-3225

67.The apparatus body color shall be painted an exact match of Diamond-T Red #FLNA-3225

68.All compartment doors shall be painted to match cab and body.

69.The chassis frame and all frame mounted components, less the engine and transmission shall be painted with black high solids polyurethane paint.

70.Vendor is required to submit a color sample of paint specification with their proposal. Any changes in paint specifications must be submitted with proposal. Acceptance of color sample will occur during pre-construction meeting.

STRIPING AND LETTERING

71.Lettering shall be matched to Mandan Fire Departments current apparatus (To be approved pre-build meeting).

72.The apparatus shall be provided with a NFPA approved reflective striping. The stripe shall consist of a six inch (6”) and a two inch (2”) “step-up” pattern which must be approved by the Mandan Fire Department prior to application.

BODY

73.All metal cab, body, and sub-structure components shall be constructed of aluminum or stainless steel.

74.There shall be inner fender liners as well as mud flaps installed in both the front & rear wheel locations. The cab shall be equipped with polished stainless steel fender extensions that fit into the radius of the fender well, rear wheels shall have means to protect body, similar to front flares. The fenders shall provide protection against water and mud spray onto the cab and body from the tires.

75.Storage for a minimum of four (4) totalMSA cylinders shall be provided at wheel openings (both sides space permitting) and shall have latching lids. Compartments shall be lined.

76.The rear of the truck shall have an NFPA compliant bumper that allows safe standing during hose loading and unloading.

77.There shall be folding steps and grab bars placed on both sides of the rear of the truck and elsewhere as needed to provide safe access to the hose bed and the top of the truck from the tailboard.

78.A hydrant wrench and spanner wrenches shall be provided and mounted securely on the rear of apparatus as well as a complete set mounted in the compartment closest to the pump panel. (exact location to be determined at pre build)

COMPARTMENTS

79.There shall be a minimum of 200 cubic feet of usable compartment space equally spread around both sides of apparatus. The rear ladder compartment shall not be included in this total. Usable depth of compartments shall be a minimum of 24” and a maximum of 30”. Size and layout of compartments along with cubic footage may receive serious consideration in awarding of bid. In addition to the side compartments, 1 rear compartment shall be provided, this compartment shall be provided with a slide out tray to accommodate rescue tools.Mounting brackets shall be mounted in this rear compartment.(Exact mounting location will be determined at pre-bid meeting)

80.All compartments and cabinet bottoms, trays, and shelves shall have dri-decking installed on them.

81.The apparatus body shall be provided with roll up doors where practical. All doors shall seal tightly to prevent dirt and moisture from entering compartment. Doors must operate flawlessly in freezing conditions. All doors shall be painted to match apparatus colors.

ADJUSTABLE SHELF TRACKS

82.Wherever there is a requirement for adjustable shelves, trays, tool boards, etc. in any exterior compartment, Uni-Strut "C" channel tracks, or equivalent, shall be provided. They shall run the entire height of each compartment. The channels with spring nuts shall be installed two (2) vertically on each of the forward and rear bulkheads of each compartment specified to receive an adjustable shelf.

ADJUSTABLE COMPARTMENT SHELF

83.A fully adjustable shelf shall be installed in each enclosed compartment.

84.Each shelf shall be constructed of unpainted aluminum. The side panels of each shelf shall be bolted to the channels using stainless steel bolts, stainless steel lock washers, and flat washer for full adjust-ability.

SLIDE TRAYS

85.A slide tray shall be installed in each enclosed compartment forward of and rear of rear wheels on both sides of apparatus.

86. Locks shall be provided for both the extended and retracted position of the tray.

SLIDE TRAYS w/ TIP DOWN FEATURE

87.A slide tray w/ tip down feature shall be installed in each enclosed compartment above the rear wheels on both sides of apparatus.

88.The slide tray shall be bolted to the slider using stainless steel bolts, stainless steel lock washers, and flat washer.

89.The tray shall be provided with a Slide master "Tip Down" roller type slide assembly, or equivalent, and bolted to the "Uni-Strut" brackets, or equivalent, on each side wall of the compartments specified.

90.Locks shall be provided to lock the tray in the extended position and retracted position.

TRAY AND SHELF LOCATIONS

91.Final tray and shelf locations will be determined at pre construction meeting based on compartment layout. There will be:

1.Four (4) floor mounted slide trays.

2.Four (4) adjustable compartment shelves.

3.Four (4) slide tray w/ tip down feature.

LADDERS

A ladder compartment shall be accessible from the rear of the apparatus. The slides on the ladder storage trays shall be lined to prevent damage to ladders as they are removed and replaced in the compartment. Storage for the following size ladders shall be provided:

1.One (1) Duo Safety Series 900-A, 24' - 2 Section Aluminum Extension Ladder.

2.One (1) Duo-Safety Series 875-A, 16' Aluminum Roof Ladder.

3.One (1) Duo-Safety Series 585-A 10' Aluminum Folding Ladder.

4.One (1) Werner Model 7300, 6’ Fiberglass step ladder.

Ladders shall be supplied by bidder.

Storage areas shall be labelled for each respective ladder and tool.

Storage for Three (3) fiberglass handle pike poles/plaster hook shall be provided in apparatus. Sizes are as follows:

1.One (1) Six foot plaster hook

2.One (1) Six foot pike pole

3.One (1) Ten foot pike pole

Pike poles/Plaster hooks shall be provided by bidder. These tools shall be equipped with fiberglass handles.

A storage compartment shall be provided that will house one (1) long spine board.

GENERATOR

92.A NFPA compliant Onan 10KW (continuous) hydraulic generator, or equivalent, shall be installed on the apparatus.

93.A removable protective cover shall be installed over the generator to protect it from the elements. The cover shall be constructed to provide ventilation and a fresh air intake to the generator. Access panels shall be provided as required within the cover to enable ease of checking fluid levels.

94.A constant mesh PTO shall be provided and controlled by a switch for the AC field. The switch and indicator light shall be located in the drivers control panel, or in the dash.
