OVERVIEW

The County of Fresno Purchasing, on behalf of the Department of Social Services is soliciting proposals from non-profit providers to administer the Transitional Housing Program (THP) Plus. The County is seeking to maintain a minimum of 18 placements for former foster care/probation youth ages 18-24 years that provides safe, affordable housing and comprehensive supportive services for up to 24 months per youth. It is anticipated that a minimum of 30% of THP Plus slots will be filled by high-needs youth.

Emancipated foster/probation youth are faced with many challenges as they exit out-of-home care. The goal of THP Plus is to assist youth in making a successful transition from out-of-home placement to becoming self-supporting adults.

The Department anticipates contracting with one provider for a one year period beginning July 1, 2013 through June 30, 2014. The successful bidder is expected to provide the full scope of services specified herein.

On January 1, 2012, Assembly Bill 12 made available THP Plus Foster Care for non-minor dependent youth. This RFP is solely for THP Plus targeting emancipated youth that are not in care. It is anticipated that an RFP will be released for FY 2014-15 which will include both THP Plus and THP Plus Foster Care.
