Background:

Since 2002 three main donors of health sector, namely,TheEuropeanUnion(EU),theUnitedStatesAgencyforInternational Development(USAID)andthe WorldBank (WB)have played a pivotal role in financing health services and health system development in Afghanistan. Significant improvements have been made in the health sector of Afghanistan. Improvements are seen in the access to key maternal health services such as antenatal care (32% in 2006 to 54% in 2012) and institutional deliveries (15% in 2006 to 40% in 2012). Despite these major accomplishments, many challenges remain. For instance, full immunization coverage of children has not increased in the past half-decade regardless of the investments made in the Expanded Program on Immunization (EPI).

Afghanistan’s Health Economics and Financing Directorate (HEFD) strives to conduct quality health economics and health financing related analyses to provide data for key resource allocation and policy decisions throughout the Ministry of Public Health (MoPH). Key economic analyses such as cost-effectiveness and benefit-cost analyses, national health accounts, and health financing studies are essential to supporting policy decisions within the MoPH as it works to maximize the health of the population with its limited resources.

In 2013 MoPH has signed an agreement with its three main donors to streamline their budgets through one single on-budget mechanism and start the process of sector wide approach. This agreement for funding both service delivery and health system development was called System Enhancement for Health Actions in Transition (SEHAT) that would continue till end of June 2018. At the moment, SEHAT serves as a platform nation-wide project strengthening the nationalhealthsystem and building the capacity of MoPH both at central and provincial levels. The final outcome is that MoPH will be empowered to effectively perform its stewardship functions in the health sector.

Scope of Work

Head of Resource Tracking Unit is responsible for managing, oversee and guiding the activities related to production and institutionalization of National Health Accounts, implementation of Public Expenditure Tracking survey and Expenditure Management Information System. Head of Resource Tracking Unit will reporting to director of HEFD.

Duties and Responsibilities

  • Providing technical support in production of NHA, PETS and implementation of EMIS
  • Preparing policy briefs and advocacy documents related to resource tracking issues
  • Oversee the development of NHA manual and e-tutorial
  • Provision of training to MoPH and external stakeholders
  • Dissemination of NHA findings at local, national, and international forums
  • Oversee the work with the project's implementation partners and national staff to define the scope of EMIS deployment, including a roll-out project plan, hardware and software requirements, and other elements including connectivity, client systems, and servers.
  • Provide technical support and work with MoPH and other NGO health service providers to roll out EMIS nationally
  • Provide EMIS technical leadership and oversight in system requirements, analysis, design, specifications, enterprise architecture development, piloting/testing, implementation and evaluation.
  • Establishing coordination with other governmental agencies, ministries, donors, NGOs and academic institutes in relation to health resource tracking
  • Providing technical advices to MoPH on health financing policy making
  • Participate in health financing working group which is a technical support mechanism for MoPH policy making
  • Follow up of at least one thematic area under SEHAT project and provide technical support for relevant department of thematic area

Qualifications

  • Medical doctor and advanced university degree in Public Health or economics/Health Economics or related field
  • At least 3 years relevant experience in the field of health financing or economicswith in government organization orNon-Governmental Organization or and the donor community in Afghanistan
  • Understanding of Afghanistan’s health sector and key players
  • Good understanding of statistics
  • Having Strong oral and written communication skills in local languages and English

Expected Deliverables

  • Providing technical support in production of NHA, PETS and implementation of EMIS
  • Dissemination of NHA findings at local, national, and international forums
  • Related NHA policy briefs and whitepapers
  • NHA manual
  • Evaluation report on the EMIS process and rollout with recommendations for future improvements and activities
