The Town Council of Snowville Town held its regular monthly meeting at the Snowville Town Hall on Wednesday February 11, 2015.

Mayor Tim Heyder called the meeting to order at 7:00 p.m. He welcomed the council and all others present. Randy Branchled us in the pledge of allegiance and Mayor Tim Heyderoffered the opening prayer.

Mayor Tim Heydercalled for a motion to accept the agenda.

Jennifer Webb made a motion to accept the agenda as it is written with the addition of the Easter celebration.Randy Branch 2nd. All council members present voted yes.

The minutes were approved from last town council meeting with no changes.

Lyon Tire & Tech/Archibald & Son’s

Mike Lyon is not here.

CDBG Grant

Tammie will make a phone call to Amy Ivie to see what the status of the USDA grant. Eric stated he had talked to them down in the USDA office and everything looks good with the grant. Eric indicated that Ellis construction is putting a bid in to erect the building as well as ChesBurmester. The bid will bid out February at 3:00 p.m. Eric feels like that this project should begin around May. The project should be done within 150 days. Tammie will be the reporter when the job begins and will go on-sight so we can stay incompliant with the CDBG funding. Willie Heyder will be the full time inspector for the job.

Tammie reported that the Stone Road Improvement grant had been turned in. We should find out the end of February if we get the grant or not. Tammie will give Rocky Mountain to see if they have any incentives for the well that needs to be worked on.

Neighborhood Watch – Jennifer Webb

Jennifer said this is on hold still. Sherriff Potter is swamped. She will keep us posted when she gets in contact with him.

Economic Development-Jennifer Webb

Jennifer is putting a grant in for the corner across from Mollie’s. ShielaMcGary is going to help Keith Thompson out on getting a grant through Home Depot or Lowe’s for supplies to install the flag pole and drinking fountain. She is working with Walmart on getting a plaque for the veterans. She is working with David Lee to get sidewalk on the other side of the street. He is from UDOT.

Planning & Zoning

Randy indicated that Brian Carver is still reviewing our ordinances. When these are complete the council will need to go over these as well as our attorney. Then we will make an agreement with other small towns to enforce these ordinances. Mayor is working with the county attorney to get this process underway.

Tammie presented a building permit to the council to approve. OSI will be building a boat shed. Mayor Heyder asked Randy to look at it and sign off on it.

Roads

Marv was not in attendance to report. Mayor Heyder asked Tammie to have Marv go around and get the numbers off the poles that are not working to report to Rocky Mountain Power. Mayor Heyder has received several coplaints about JD Larkin’s semi-truck being parked in front of his house. He asked Tammie to have Marv to talk to JD Larkin about parking his semi on the road. He is damaging the sides of the road.

Cemetery

Mayor Heyder asked Tammie to contact Rocky Mountain Power for the $1000.00 grant money to repair the cemetery sprinklers.

Tammie reported that she has sold several plots up at the cemetery this month. The Dennis Poulsen family purchased six plots. They are in plat #37 plots 1,2,3,4,7,8. Kay Harris purchased four more plots they are in plat #33 plot 6,7,8 and plat #32 plot #5.

Eric Dursteler scanned in our cemetery maps to make them digital.

Tammie asked about prices about opening and closing the grave. There is a young child needing to be buried, do we charge them the full $400.00. Mayor Heyder said to charge them the same amount.

Landfill & Garbage

Randy indicated that he has been making a little bit of money at the dump. Mayor Heyder asked Tammie to talk to the lawyer about legally what we can do to enforce the ordinance about paying for garbage service in the town limits.

Water Updates

Lynn is sick right now. Marv helped him read the meters this month. Lynn & Alan will be attending the rural water conference in St. George the end of February. Mayor Heyder indicated that we may need to start looking for someone to help with the water operator position.

The council was presented with letters to sign for late water notices.

Fire Dept.

Willie said he has four guys going to the wild land training. Jennifer asked about structure training. The county will do some training in the fall. Mayor Heyder stated that we needed to reimburse the individuals that are going to take the training for their mileage.

Ambulance Report

January there were4 charges entered, totaling $8305.39. The revenues collected for the month were $0.00.

The ems trainers go to their training in March.

Old and Other New Business

Tammie asked if the council members had read through their training. All of them indicated that they have.

Dog Licensing

We will be doing it on March 28th from 10-12. Tammie will advertise this and send it out in the garbage bills. Tammie asked how to get out to those people who have dogs and have not licensed them. Mayor asked Tammie to put a formal letter together to send to the dog owners with a copy of the ordinance.

Lonnie has a dog he cannot catch. Sheriff Bennett suggested using a live trap. Randy will help get a live trap for Lonnie.

Jennifer Webb made a motion to purchase a live trap under $100.00 for the dog catcher. Keith Thompson 2nd. All council members present voted yes.

Citizen Concerns

Mayor Heyder asked Kristina Webecke, an employee of Flying J, to schedule an appointment with the manager at Flying J.

Easter

Jennifer asked if we could do Easter on March 28th because Jennifer will not be here on the Saturday before Easter. The council stated they thought this was a good idea. She will be doing the same as last year. The adult hunt on Friday and the kids hunt on Saturday. Jennifer and her committee will advertise this.

Deputy Bennett stated he doesn’t have any of the council’s phone numbers. He will get those after the meeting.

Mayor Heyder stressed that everyone needs to look at their budgets and be very careful with the budgets, the money is very tight.

Acceptance of Expenses

Keith Thompson made a motion to pay the expenses with the addition of Gale Neal. Jennifer Webb 2nd. All council members present voted yes.
