Notice is hereby given the Atlantic County Improvement Authority (the “Authority”) is requesting proposals from qualified person(s) and/or firm(s) to provide design and installation services of Three-Dimensional Imaging Systems at St. James Place and the Boardwalk and Boardwalk Hall and the Boardwalk. The RFP scope also includes the evaluation and upgrade of the existing 3D light show components and artistic content at Boardwalk Hall. This Request for Proposals (“RFP”) is being issued pursuant to the fair and open process in accordance with N.J.S.A. 19:44A-20.4 et. seq. Proposals must address the miscellaneous requirements and mandatory minimum criteria for the scope defined herein. Responses must be received by the Authority at 1333 Atlantic Avenue, Suite 700, Atlantic City, New Jersey 08401, ATTN: Executive Director, no later than 2:00 PM, Wednesday, December 16, 2015. Respondents must submit an original and three (3) copies, and one (1) electronic version copied to a CD or external drive, which shall be contained in a sealed envelope, clearly marked, “ATLANTIC COUNTY IMPROVEMENT AUTHORITY – PROPOSAL FOR CAPITAL IMPROVEMENT PROJECT TO THE ATLANTIC CITY BOARDWALK CORRIDOR – 3D IMAGING SYSTEMS”. All responses shall be opened and announced publicly, immediately thereafter, by the Executive Director or his designee. Responses will be reviewed by the governing body of the Authority and the successful proposal will be announced at a public meeting.

The Authority will be conducting a Pre-Proposal Conference and Site Walk-through beginning at 3:00 PM on Monday, November 23, 2015in Atlantic City Boardwalk Hall Conference Room 150. Questions concerning this RFP shall be submitted to the ACIA in writing not later than 4:00 PM of Monday, November 30, 2015.

Proposals shall be evaluated based on respondent’s experience, project understanding, design approach and project costs. The ACIA reserves the right to award all, some or none of the components identified in the RFP project scope.

Respondents to the RFP are required to comply with the laws and regulations of the State of New Jersey pertaining to construction projects, including, but not limited to the following: New Jersey Public Law 1975, c.127, "Law Against Discrimination"; New Jersey Public Law 1977. c.33, "An Act Requiring the Reporting of the Names and Addresses of Shareholders or Partners owning over Ten Percent (10%) of an Enterprise"; New Jersey Public Law 1963, c.150, "Prevailing Wage Act"; P.L. 2004, c. 57;N.J.S.A 19:44 A-20.4 et. seq., (New Jersey Local Unit “Pay to Play” Law); and all amendments thereof.

Respondents must submit with their bids the non-collusion affidavit contained in the contract documents.

The RFP contains requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation. Respondents must submit documentary evidence of minority and women business enterprises and of Section 3 businesses who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The provisions of the New Jersey Prevailing Wage Act are requirements of this project. The higher of the Federal or State Wage Rate and the higher of the Federal or State Fringe Benefit Rate shall prevail.

Copies of the RFP will be available for inspection and pickup for a cost of twenty five dollars ($25.00) at the Office of the Atlantic County Improvement Authority, located at 1333 Atlantic Avenue, Suite 700, Atlantic City, NJ 08401on or after12:00 p.m. onNovember 18,2015.
