Introduction

1.1Your organisation, along with others, is invited to submit a tender for the provision of 8 mobile boxing arenas to the Amateur Boxing Association of England.

1.2If you are intending to submit a proposal, please confirm your intention to do so, by email, to the tender co-ordinator, by close of business, Friday 24thJan. Please entitle your email Confirmation of Submission, in the subject line. The deadline for submission of actual tenders is 12 noon on Friday 31st Jan. All tenders must be sent as hard copies and be in the ABAE’s possession by the above final date and time. Tenders received after that final date and time will not be considered.

1.3The information and instructions provided in this invitation to tender are designed to ensure that all tenders are given equal and fair consideration. If you have any doubts as to the requirement or you have difficulty in understanding the information please contact the tender coordinator, fore the date of notification of intention to submit a proposal, Friday the 11th Oct.

1.4If you have any queries relating to the tender process or would like to request further information please submit your query to in writing (this can be by email). You must ensure that any queries are made by 24thJan.

1.5Following confirmation by bidders that they will be submitting a proposal, a non-disclosure agreement may be required.

1.6Shortlisting of bidders will take place week commencing Monday 3rd February and those bidders who have been shortlisted will be asked to attend a meeting at the ABAE Offices in order to discuss their submissions further, with the ABAE Tender Panel. At this meeting bidders will be able to present their approach to the requirements and to make any clarifications they require. You should note that any issues raised at the meeting which are not commercially confidential will be shared with other bidders. Any attending costs are to be paid by the bidders. A decision on the successful applicant will be made following the presentations.

The following instructions are designed to give you assistance with the completion of your tender.

Please ensure you submit your tender in accordance with these instructions. It is important that you provide all the information asked for in the format and order specified. If you do not, it could invalidate your tender.

5.1General information

How you prepare and present your tender proposal can be a crucial factor in securing a contract. The following points may help you to understand what can turn a tender into a winning tender:

5.1.1 Read all the instructions and information included within the invitation to

tender; preparation is key to understanding fully what is being asked of you.

5.1.2 Please provide as full a response to the requirements as possible. This is

your chance to give solutions rather than create more questions. Answer the questions but be concise and precise.

5.1.3Don’t use your tender as a vehicle to issue glossy brochures about your organisation – only include them if they are specifically relevant to this tender.

5.1.4Be upfront – we will be as honest about our requirements as possible and in return we look forward to honest tenders with no hidden costs or exclusions.

5.1.5Tenders submitted/received once the deadline has been passed will not be accepted.

5.1.6Make sure your tender is completed legibly in ink or typed in English with all prices in sterling GBP (inclusive of any applicable tax, such as VAT, at current rates) and is signed and dated.

5.1.7Please ensure that, where information involves/refers to third parties, eg. references, guarantees etc, such requests can be dealt with speedily and at no cost to the ABAE (other than general postage costs). You may wish to contact referees for their agreement to provide a reference prior to putting their details into your tender.

5.1.8You must notify the ABAE in writing of any change in the information submitted in response at any time during the tender process.

5.2Submission of tender

5.2.1You must include the points listed below in your tender submission.

  • Method statement
  • Pricing schedule
  • 2 referees that ABA can refer to in order to verify/obtain information relating to your organisation and itsprovision of services
  • Signed and dated letter/schedule of tender, on company headed paper

5.2.2You must submit three hard copies of your tender to the tender co-ordinator (as stated in Section 1). Verbal/electronic/faxed tenders will not be accepted.

5.2.3Late tenders will be rejected; it is your responsibility to ensure that your tender is received on time.

5.2.4Make sure that the information you put into your tender is correct andthat all the information you need to submit is included before you send it in. Information submitted, once the deadline has passed, including any amendments of your tender, may not be considered.

5.2.5The ABAE will keep all tenders received, securely, and open them only once the tender deadline has expired. All tenders submitted will be opened at the same time by two authorised officers.

5.3Consortium bids

5.3.1You may need, (and if you intend) to form a partnership or consortium in order to deliver the contract you must identify (a) the lead organisation or (b) a legal entity, to take responsibility for the tender and the eventual contractual arrangements.

5.3.2If applying on behalf of a partnership or consortium, you must list the names and addresses of all the member organisations of the partnership / consortium in your submission. You may be asked for additional information about the partnership consortium at a later stage in the tender process.

5.4The method statement

5.4.1The method statement is your response to the ABAE’s specification, and should set out how you will meet all of the requirements within the specification and any enhancements you feel could improve on the stated requirements. Your method statement is the formal offer to the ABAE and will form part of the contract between us if agreement is reached and offered.

5.4.2The purpose of the method statement is to allow us to evaluate your understanding of our requirements and the quality and price of your proposals for meeting them. To help us evaluate your method statement we ask you to present the information as requested in the specification.

5.4.3If more than one organisation will be involved in the delivery of the contract (e.g. through a consortium arrangement), full details should be provided on how the arrangements will operate to meet the ABAE’s requirements.

5.5Contract price and payment

All costs must be broken down and inclusive of any and all applicable tax (at current rates), with a payment proposal added.

5.5.2You must calculate the full cost of providing the service, work or goods for which you are tendering, including both the direct and non-direct costs. Guidance on how to price your tender is available at

5.5.3Payment for services is normally made within 30 days of the ABAE registering a valid invoice. For larger purchases such as this, the ABAE may wish to take advantage of extended terms, under discussion/ agreement with you. The ABAE’s preferred payment is via BACS

5.6Contract award and conditions

5.6.2You will be notified in writing if you are the successful tenderer. We will ask you to sign a written document which will include our standard conditions of contract (including a contract schedule/s) together with the pricing schedule and method statement. Without a contract signed by both parties and a service level agreement being in place, there will be no binding agreement between us.

5.6.3The contract will be awarded on ABAE terms and conditions. These will form the basis of any written signed contract between us, and will take precedent over any other conditions that you may propose.This tender is a single purchase contractand is not renewable or recurring.

5.7Incurred expenses

The ABAE shall not be responsible for any expenses that you may incur in any aspect of this tender process.

Section 6

Evaluation of tender and post-tender negotiation

6.1Evaluation of tender

6.1.1The ABAE will evaluate the tenders it receives on the basis of:

  • Most economically advantaged tender (a balance of quality and price)
  • Ease of erecting and dismantling the arena with training supplied
  • Ease of transporting and portability/storage of arena.
  • Versatility to use different aspects of the arena for different events
  • Innovation in storage of boxing equipment within the arena.
  • Durability and guarantees of materials used including weather proofing

An evaluation panel made up of ABAE officers and external support will carry out the evaluation of tenders in accordance with the following;-

6.1.2 The tender evaluation process will cover:

  • Valuation of tender (including pricing schedule) for services rendered.
  • Ability to resource, manage and deliver theproject as scoped
  • Evidenced understanding of the ABAE’s requirements
  • Innovation of design

6.1.3An example of an evaluation scoring matrix is included below for information only. Note that failure to achieve 50% of the available points i.e. 2.5 for any one quality criterion will bar a tender for further consideration. Additionally, tenders must achieve an aggregate quality points score of 66% to /3 ie. 3.33 (to be considered).

SCORE / DESCRIPTION OF RESPONSE
0 – 1.4 / Completely unsatisfactory response suggesting the tenderer would have serious difficulties delivering the required contract standards or has provided no relevant information at all.
1.5 – 2.4 / Unacceptable response, indicating that the tenderer would meet only some of the requirements of the contract some of the time. Considerable work would be needed with the tenderer to expand on information provided in order for the information to indicate that contractual standards are likely to be met.
2.5 – 3.4 / Acceptable response indicating that the tenderer would be likely to meet the basic contract standards but further work needed to ensure that the contract standards would be met consistently.
3.5 – 4.4 / Good response, clearly indicating that the tenderer has fully understood and can apply and deliver all the required contract standards. A small amount of further work may be needed in some areas.
4.5 – 5.0 / Response indicating the tenderer has a wholly comprehensive understanding of the contract standards and that the proposed approach will result in the contract standard being exceeded.

6.1.4The ABAE reserves the right to reject any tender that fails to comply fully with the requirements of the selection process outlined above, or that is guilty of a serious misrepresentation in supplying any information requested in this document.

6.2Post-tender negotiation

We may enter into a post-tender negotiation, but not on price alone. We will not allow any post-negotiation to distort competition. It is important that you submit your best and final offer at the tender stage and do not rely on post-tender negotiation to revise your tender.

BACKGROUND

The Amateur Boxing Association of England Ltd (ABAE) is the only national governing body, for (Olympic-style) amateur boxing, recognised by Sport England.

It is responsible for the governance, development and administration of boxing in schools, clubs and competition across England, Channel Islands, Isle of Man and Isle of Wight. It represents England as a member of the Amateur International Boxing Association (AIBA) and European Boxing Council (EUBC).

ABAE currently receives a 4 year funding award from Sport England in order to develop boxing and bring the sport to an increasing audience of participants. To do this we have embarked on a series of boxing related initiatives with a four year plan in place to provide increased club capacity and educational involvement.

This, coupled with boxing’s fantastic 5 medal success at the London Olympics, is expected to consistently increase our membership year on year.

In addition boxing related activities take place each and every day within the 900+ local clubs across the country, some of whom compete in tournaments abroad, attended by the club teams.

Amateur boxing has also developed a series of links with schools and is the provider of choice of the current government, for boxing related activities across all education sectors, including further and higher education and the recent Schools Gamesinitiative.

Boxing provides an outlet for those living in areas of social disenfranchisement and in low socio-economic /poorer areas, where clubs often operate on shoe-string budgets to allow cheap/free access for those who cannot afford social activities and might otherwise be involved in gangs/drugs and other anti-social behaviour. Clubsin these areas need the ABAE’s support in many ways and this is a key part of ABAE’s work in the communities.

A key aspect of the 4 year plan is to provide each region of England with a mobile arena that will attract new participants to the sport. Amateur Boxing almost exclusively takes place within a boxing club, so in order to attract new participants initially you have to take them to the club. The mobile arena takes the iconic vision of a boxing ring into communities such as housing estates, city parks, youth club premises, University fresher’s fairs and even shopping plazas.

Section 2. MOBILE BOXING ARENA.

OUR SPECIFICATION REQUIREMENTS

Below is the minimum requirement.

Design

•Dimensions: 12ft square ring (internal) with mats,14ft square external

•Security: Need for a “gate” principle that allows participants to enter the wider structure, be registered, before entering the ring itself

•Marketing: Ability to display prominently ABAE and/or potential sponsors around the ring. Produce 4 banners that should be removable.

•All weather: Protect ring from adverse weather allowing sessions to continue in the rain

•Storage: Design facility within the ring for storage of gloves, pads etc

  • Build

•Weight: Two men to manually assemble full rig in less than one hour

•Versatility: Ability to hang bags as well as the ring itself. Opportunity for ring and bag structure to be assembled independently. Design of adjustable uprights so that arena can be flat on an uneven surface

•Training: Build in an element of training in erection and dismantling of ring that can be cascaded regionally

  • Transport

•Portability: design to make storage and movement of ring as easy as possible

•Transport: Size of van to safely transport to be no more than a long wheel based Transit van

  • Durability

•Durability:Length of guarantee (3 year) against wear and tear, vandalism

  • Delivery

•Timing: Start delivery of the rings to 8 locations within England in week commencing Monday 7thApril 2014and impart training to the host

  • Equipment

•8 punch bags

•10 pairs of boxing gloves

•2 pairs of pads

•12 skipping ropes

•Holdall for equipment

•Bag to carry assembly tools

Other Information re submission of tender

The bidder should confirm, within a covering letter or tender introductory statement, that they understand the requirements and scope of the tender and have included all requirements within the proposal.

Please provide, within the tender application, the following;-

  • A detailed explanation of your approach to delivering our requirements
  • Confirmation, if you are the successful bidder, that the you/your representative will attend adhoc business review meetingsif required, at mutually convenient times and locations, throughout the term of the build and contract
  • Any other information that may be relevant to the proposal or our future requirements which you feel we should know about but have not mentioned above

ABAE is able to provide a variety of advertising opportunities at reduced rates for preferred suppliers and would like you to provide your proposals on the opportunities for commercial sponsorships or income you would expect to be able to procure, should you be the successful bidder for this contract.

Section 8

Indicative costing

Tenders must include all indicative costings inclusive of applicable tax.

The last mobile arena purchased by the ABAE with equipment (listed in the specification) cost in the region of £12,000 including VAT. With the economy of scale in producing 8 rings, the ABAE expect the successful bidder to add value to that price.

Section 9

Tenderer’s licence to expand on the specifications

Tenderers are welcomed to include any suggestions they feel would enhance the ABAE’s scope/requirements, but in doing so should provide indicative costs where relevant.
