2. Venue, date, schedule

The Championship will be held from June 10 (day of arrival) until June 25 (day of departure) 2005 at Republic Palace, Maria Ciobotaru Str. (tournament hall).

After consultations with European Chess Union (ECU) the Chief Arbiter and the Organisers may make changes to the above tournament schedule. Such changes will be announced in due time.

3. System and Rate of play

The championship will be played in 12 rounds of the Swiss system in accordance with the ECU Tournament Rules and the FIDE Laws of Chess.

The playing session shall be 40 moves in 1:30 hours and additional 15 minutes to finish the game, with an incremental time of 30 seconds per move from the first move. Chess clocks SchachTimer Silver and for electronic boards DGT clocks will be used.

4. Tie-break System

The order of players that finish with the same number of points shall be determined by application of the following tie-breaking procedures in sequence, proceeding from (a) to (b) to (c) to (d) the extent required:

(a)the Buchholz Score reduced by the highest and the lowest score of the opponents (Median-Buchholz 1), the highest number wins;

(b)the sum of the score of each of the opponents of a player (Buchholz), the highest number wins;

(c)Number of wins, the highest number wins;

(d)after each round a player has a certain tournament score. These scores are added. (Progressive Score), the highest number wins.

In the case of unplayed games for the calculation of (a) and (b) the current FIDE tournament rules shall be applied:

“Independently of the result of an unplayed game (win by Bye, win or loss by forfeit, no game because the player has withdrawn or was absent for some round(s) for reasons of tiebreak) the result shall be counted as a draw against the player himself.” (Annex to FIDE tournament Rules, pt.1)

5. Tie-break Matches

Tie-Break matches are limited to the following cases:

a)to establish the Champion

b)to establish the medal winners

c)to establish the players, qualifying for the World Championship.

In the case a) and b) the relevant tie-break matches will decide the final ranking and the money prizes connected with these places.

In the case c) the relevant tie-break matches will not influence the final ranking and the money prizes will be shared equally.

System of tie-break matches:

Additional matches of two games will be played with 15 minutes on the clock and addition of 10 seconds before each move. If this match is drawn again, then two games will be played with five minutes plus two seconds per move. If this match is drawn again, then the sudden-death game will be played with white having 5 minutes on the clock and black having 4 minutes, without any addition. White has to win the sudden-death game in order to win the match.

6. Participants

The European Women’s Championship is open to all female players representing ECU Chess Federation (FIDE zones 1.1-1.9) regardless of their title or rating. Applications have to be sent by the national federations only.

7. Players qualifying for the next World Women’s Chess Championship

The European Women’s Championship 2005 is a preliminary qualification event for the next World Women’s Chess Championship. According to the decision passed by the ECU General Assembly 12 players will qualify for the WWCC.

All in all 44,000 US$ prizes. The prizes are awarded and not shared according to the placing. No double prize award is carried out. All prizes are tax-free.

All players are to take part in the opening and closing ceremony. If one of the prize winners is absent during the closing ceremony, and then her money prize will be reduced by 20%, with a minimum of 125 $.

9. Applications, registration

The national federations are kindly requested to fill and return the enclosed Application Form to the organisers as soon as possible but not later than April 10th, 2005.

10. Fees

The entry fee for the European Individual Women’s Championship is 65 Euro per player. Every national federation will receive an invoice after the championship sent by ECU Treasurer Egon Ditt.

There is no additional fee for all participants, coaches and accompanying persons registered to the tournament in Chisinau.

11. Visas

If you need entry visa, contact in time the respective Moldavian Embassy in your country. You can get enter visa in Airport of Chisinau on arrival day, but you have to inform us: your full Name, First Name, Passport number, date of issue and duration. The organisers will not be responsible for the participant’s visas if necessary information will be sent after 20th April 2005.

The indicated prices are per person per day, including full board and accommodation/VAT, insurance, service tax included.

All the participants can select any hotel they like. If you have in Chisinau Friends you can stay in there apartments, but you have to inform us in time.

Penalty for late entries: After April 10th, 2005 all applications will be subject to a 100 Euro penalty to be paid to organisers.

The hosts will bear the expenses of all holder of European Championship Titles 1. Natalia Zhukova (Ukraine), 2.Almira Skripchenko (France), 3.Antoaneta Stefanova (Bulgaria), 4.Pia Cramling (Sweden), 5.Alexandra Kosteniuk (Russia), 5-times Women’s World Champion Maia Chuiburdanidze (Georgia), Judit Polgar (Hungary) on a basis of full board accommodation in a single room.

The host will also bear the expenses of all foreign arbiters, members of Appeals Committee, Technical Commission and honorary guests of FIDE and ECU on the basis of full board, travel expenses and individual arrangements.

13. Transport

The best way to travel to Chisinau is by airplane of Company “Air Moldova”. There are daily flights from Bucharest, Budapest, Istanbul, Moscow, Vienna, and there are also flight connections to Amsterdam, Paris, Prague, Kiev, Athens, Tel Aviv, Roma, Lisbon, Madrid, Timisoara (ROM) and Larnaca (Cyprus).

On arrival day (10 June) the organisers offer a free shuttle bus from airport to hotels “Jolly Alon”, “Codru”, “Dacia” and “Dedeman”. The same on departure day (25 June) gratis from all official hotels to the airport.

14. Payment for accommodation

All payments for accommodation: participants, coaches and accompanying persons have to pay cash on arrival day in Chisinau.

15. Weather conditions

In June the temperatures in Chisinau usually are between 20° and 25° Celsius.

16. Currency & Exchange

The local currency is the Lei. 1US $ = 12 -13 Lei, 1 Euro = 14 -15 Lei.

To exchange your money you can do it in your home country or in an special Exchange Office in Chisinau on arrival day.
