Overview

The purpose is to meet union and non-union contractors safety needs by providing information, assistance, and training that will enable employers, employees and trainees to successfully eliminate and reduce hazards associated with working in the construction industry.

  1. Committee Team Meetings

Three steering committee meetings were held this year. The annual meeting held Tuesday, July 10, 2012 at G. Greene Construction, in Boston, MA , Quarterly meeting of OSHA and the CSR-EM Steering Committee to discuss the direction of the group for 2013 was held on November 13, 2012. It was agreed that the CSR-EM will sign a partnership letter with NIOSH to participate in the fall protection study in 2014.

Training and Education

The Construction Safety Roundtable of Eastern Massachusetts Alliance was re-signed on January 26, 2012 and currently has 117signatory members. A total of 12 New Members signed the Alliance in 2012/2013.

Outreach and Communication

August 16, 2012 – Tim Irving - BSAO CAS attended and answered questions after the Fall Campaign webinar held at the Carpenters Training Center in Millbury.

September 11, 2012 - CSR-EM held their monthly meeting at the Wayne J. Griffin Training Center in Holliston BSAO CAS discussed the OSHA news events of the summer and NFPA 70 E

October 09, 2012 - Tim Irving -The BSAO CAS presented an "Aerial Lift" training as part of the monthly Construction Safety Roundtable of Eastern MA Monthly meeting. Mr. Bob Kunz Corporate Safety Director , Dimeo Construction Company also presented the general contractors view of bringing this equipment onto projects. 80 safety professionals attended the meeting held in Weston , MA at the Liberty Mutual Insurance Training Center.

November 13, 2012 Attendance – Tim Irving - The BSAO CAS presented an "Managing Underground Safety Training" training as part of the monthly Construction Safety Roundtable of Eastern MA Monthly meeting. Several members of the MUST Group including Spectra Energy, National Grid, Tennessee Gas Pipeline and Verizon presented the underground line strike avoidance training to 75 safety professionals at the meeting held in Weston , MA at the Liberty Mutual Insurance Training Center.

November 13, 2012 – Quarterly meeting of OSHA and the CSR-EM Steering Committee to discuss the direction of the group for 2013. It was agreed that the CSR-EM will sign a partnership letter with NIOSH to participate in the fall protection study in 2014.

December 11, 2012 Attendance - The BSAO CAS presented an "2012 OSHA year in review" training as part of the monthly Construction Safety Roundtable of Eastern MA Monthly meeting. 90 safety professionals attended the meeting held in Weston , MA at the Liberty Mutual Insurance Training Center.

December 17, 2012 - BSAO CAS coordinated a webcast viewing through the CSR-EM Alliance for "Excavation & Trench Safety Regulations" hosted by Rob Anderson of MA DPS and Hilary Hackbart of MA DLS. Five specialty contractors attended this special viewing held at the J Derenzo training facitlity in Bridgewater Ma.

January 10, 2013: Attendance –Jean Manoli, Health & Safety Consultant/Training Specialist, Division of Occupational Safety (DOS), and Commonwealth of Massachusetts will be providing two presentations at this meeting, to include: Review the OSHA 300 Log and 300A annual summary form in detail. With year-end totals being summarized, Jean will provide clarification on what’s a recordable injury or illness and what’s not, a better understanding how exactly to report it, and answers to your questions. In October, the Massachusetts Department of Public Safety issued proposed regulations that could exempt hundreds of manufacturing and warehouse companies from burdensome licensing rules for people who operate forklifts, overhead cranes and other hoisting equipment on company property. Jean will also discuss how this impacts employers and the requirements to have MA Hoisting Engineer Licenses.

February 12, 2013:Attendance 75 - BSAO CAS CSR-EM.org monthly meeting held at the Liberty Mutual Training Center in Weston Ma discussed CFR 1926.1400 and the current status of the rule. Over 75 safety professionals attended this meeting.

March 12, 2013:Attendance - 70 - BSAO CAS CSR-EM.org monthly meeting held at the Local 369 Emerald Hall Training Center in Braintree Ma discussed underground line strikes and emergency response Over 70 safety professionals attended this meeting.

April 09, 2013:Attendance -65 - BSAO CAS CSR-EM.org monthly meeting held at the National Lumber Training Center in Mansfield Ma discussed Right of Way Training from the MBTA. Over 65 safety professionals attended this meeting.

April 20, 2013 - The Construction Safety Roundtable of Eastern Ma (CSR-EM) sponsored a 30-hour construction safety course held at the IBEW Local 103 Hall in Boston for 20 students.

May 8, 2013:Attendance -R3-G -The BSAO CAS worked with several CSR-EM members to present a fall protection training/stand down at a Shawmut Construction Co Site in Boston MA to about 120 workers

May 14, 2013: Attendance - 75 - The BSAO CAS attended the CSR-EM May meeting attended by 80 safety professionals in Chelsea, MA and provided an OSHA update before Dr. Jack Dennerlein discussed the importance of Prevention Through Design. Jamie Evans of Turner Construction and Pat McDermott of Local 7 IW presented a case study of a local fatal accident involving a "Live Double Connection" and a Twitter #NoLiveDoubles was started to raise awareness of this hazard

June 11, 2013:Attendance – 75 - Tim Irving, Compliance Assistance Specialist for the Boston South/Braintree OSHA officewill provide his ever popular monthly OSHA update In addition, Tim will talk about inspection procedures and what employees/employers rights and responsibilities are under the OSHA Act. The session will incorporate an “Accident Case Study” type presentation and review the reasons why “Willful” violations are issued when organizations choose not to follow the law. Jean Manoli, Health & Safety Consultant/Training Specialist, Division of Occupational Safety (DOS), Commonwealth of Massachusetts will provide an overview of OSHA’s stance on 1926.51 Sanitation and adequate washing facilities on construction sites. These facilities are necessary where contaminants may be harmful to the employees.Jean will discuss what constitutes this statement and OSHA’s enforcement of this standard.

Promoting the National Dialogue on Workplace Safety and Health

Products

The creation CSR-EM.org website was a goal of 2010 alliance year and continues through the 2012/2013 season although the site has experienced access issues just recently it is a valuable resource for the members. The other CSR-EM sources of Social Media rely on the website as a repository for documents and files.

MBTA – Interagency Right of Way training was conducted for the members due to the large volume of contracts in the Boston Area being issued on or around the track system.

NIOSH – In November 2012 a letter of commitment was signed between NIOSH and CSR-EM to work together on the “Barriers to Fall Protection Activities in Small Construction” and the Alliance would provide access to its members.

Mirror Check Day –March 19th “Mirror Check Day” -The material was sent to hundreds of individual email addresses from various list serves such as CSR-EM, Western Mass Roundtable, SAFER, State of Vermont DOL, several private sector company list and many more not captured. The material and announcements were also posted on at least the following websites: Associated Subcontractors of Massachusetts, Construction Safety Roundtable of Eastern Mass, American Society of Safety Engineers Boston Chapter, and Cape Cod Landscapers Association with the following Course Evaluation information collected: Motor Vehicles Inspected – 205 , Powered Industrial Trucks Inspected – 59, Heavy Equipment Inspected – 113, Employees Trained - 1,140

Twitter - @SafetyTrainInNE has posted or re-tweeted 248 safety messages and has 51 followers and counting. Twitter was used to follow the Northeast Building and Facilities Show, NIOSH NailGun postings, Rony Jabour and Brazilian Safety Training, #NoLiveDouble was created after a case study presentation by Local 7 Ironworkers Union and Turner Construction.

Facebook – The Safety Training and Inspection Days In New England page has 77 “Likes” and has posted updated information such as MA DLS Training announcements, Heart Attack information, Heat related Illness Links, hearing loss links and updates on OSHA’s alliance partners.

Linked In – The CSR-EM group on Linked-In has 188 members that are kept up to date on the latest OSHA postings, news and information. Unlike the formal alliance outside members are allowed the benefit of joining the on-line group.

The individuals that have participated in this training have become more involved with Safety and Health Programs at their employers.

  1. Upcoming Milestones

Work with other alliance, partnership and cooperative program groups in Region I to continue to provide focused training topics to a larger audience similar to the Safety Training Days already held.
