Summary Record of 3rd meeting held on May 6, 2004 under the Chairmanship of Dr. Ashok Chandra, Joint Wireless Adviser

The 3rd meeting of working group II constituted for the frequency band 806-2700 MHz was held on 6.5.2004 under the Chairmanship of Dr. Ashok Chandra Joint wireless Adviser to the Govt. of India to discuss and resolve the conflicting spectrum requirement of Government department, Public and Private Industries. The list of the participants is annexed.

  1. The Chairman welcomed the participants and appreciated their valuable suggestions/cooperation in resolving the various conflicting issues of the Working Group-II. He informed the participants that this meeting is being taken in pursuant to decisions taken in the meeting held on 11 March 2004 undder the chairmanship of the Wireless Adviser to Govt. of India to resolve the remaining issues.
  1. The Chairman invited the attention of the participants on the agenda and took up the IND Remarks 35 for discussion. After giving a patient hearing to all the concerned members and satisfied with their arguments, it was agreed not to modify IND 35,36 and 37.
  1. After that the IND 38 was taken for discussion. The representative of MTROA requested that the frequency bands 814-819 MHz paired with 859-864 MHz may also be earmarked for mobile data systems and IND 38 may be modified accordingly. Since a decision had already been taken in the meeting held on March 11, 2004, it was agreed to modify IND 38.
  1. The Chairman also agreed to delete IND Remark 42 that caters the need of train control and mobile train radio system for specific locations in the frequency band 889-890 MHZ / 934-935 MHz.
  1. In the absence of representative of DOS, the discussion on IND Remark 51 remained inconclusive.
  1. The Chairman invited the attention of participants on IND Remark 52. The representative from TEC stated that the frequency band 2.4-2.4835 GHZ is unlicensed and it may be made available for cordless telephone It was agreed that a formal proposal may be submitted by TEC in this regard for incorporating necessary modifications, if any, in IND 52.
  1. In the absence of representation from Ministry of Railways, their proposal for certain frequency spots in the bands 1880-1900 MHz, 889-890 MHz paired with 934-935 MHz and 2.3-2.4 GHz for disaster management / restoration could not be taken up for discussions.
  1. In the absence of the representation from M./s. INFOSYS, their proposal for requirement of spectrum for UHF RFID could not be taken up.
  1. The members present took a strong note of absence of representations from Ministry of Railways, Department of Space and M/s. INFOSYS. It was agreed that if they do not participate in the next meeting of Working Group II, their proposals may not be considered by this group any more.
  1. The meeting came to an end with vote of thanks to the Chair.
