1.INTRODUCTION

In the past, EU Quota application forms were completed and posted or faxed to the Department of Agriculture (Pretoria) along with a signed affidavit and a list of DA550’s/Export certificates. This process have now been automated.

The applicant can now log onto Wine Online and complete their application electronically. The Wine Online export data will be used to verify the values given for the amount of wine the exporter exported to the EU in the past. The data will then be interfaced directly from Wine Online into the Department of Agriculture’s EU permit system. This will eliminate errors in capturing the application data.

The applicant will still have to post or fax a copy of the application with the affidavit to the Department of Agriculture (Pretoria), however they will print the document from Wine Online.

Once the final volumes for the EU Quota are issued, these will be extracted from the Department of Agriculture’s system and inmported to Wine Online. The exporter will then be able to print a copy of their EU Quota certificate from Wine Online and immediately start using their EU Quota on Wine Online. However the original EU Quota certificate will still be printed from the Department of Agriculture’s system and posted to the exporter.

2.EU EXPORT APPLICATION PROCESS

2.1EU EXPORT APPLICATION PERIOD OPENED

The first step in this process would be when the application period begins. This period is maintained by the Department of Agriculture (Pretoria). Once the application period has been closed on Wine Online, no other applications for an EU Export Permit will be allowed on the Wine Online System. Applicants who have already completed their applications for EU Export Permits will also be given a cut-off period within which their original application documents have to be submitted to the Department of Agriculture (Pretoria).

2.2EU EXPORT PERMIT APPLICATION

Once the EU Permit Application process has been opened, the user will be able to submit their application to the Department of Agriculture (Pretoria). The screen path to apply for an EU Export Permit is as follows:

The user will now see a list of previous applications . If this is your first application there will be no records available (refer to Figure 1).

To continue, click “NEW”.

2.2.1 APPLICANT

The user needs to complete the form, taking into account that all fields marked with an asterix (*) are mandatory (refer to Figure 2).

Please note the following:

  • the form clearly states which period is being applied for (01 August 2008 – 31 December 2008)
  • at the Product Group field the user could apply for Wine, Non-Wine or Sparkling Wine. By holding down the “control key”, you can select multiple product groups
  • The Category Classification drop-down box allows the user 3 options, namely:

1)Historical,

2)BEE and

3)SMME & New Exporters.

The user is required to choose accordingly

  • If the user chose BEE, they are then required to complete the BEE Criteria field. The user can now select one or more options (hold “CTRL” key and select options) This field is only required if the user chose BEE in category classification field.

Once the user has completed the form, they can click “NEXT” to proceed.

2.2.2 APPLICATION DETAILS

The details featured refer to the exporter. These details are extracted from the Wine Online System (refer to Figure 3).

The user can amend the document in certain fields. All fields marked with an asterix (*) are mandatory (refer to Figure 3).

The user is able to enter the volume of litres they are applying for as well as view the litres exported to the EU over the past three years.

It is very important to correctly complete the fields for Company Custom Code number and Company name that is registered with SARS, Wine Online and Department of Agriculture.

Once the form has been completed, the user can click “NEXT” to proceed .

2.2.3 SUMMARY

The user is now able to view the application form, which will be electronically submitted to the Department of Agriculture (Pretoria)

If the user needs to amend any details they can select “BACK” to amend the data. Once the user has double-checked the application, they can click on “APPLY” to proceed (refer to Figure 4).

To complete the application process the user still needs to print the application form and affidavit from the Wine Online System. Once the affidavit has been completed and signed the “original documents” can be faxed or posted to the Department of Agriculture (Pretoria). This can be done in the EU Quota Application Report.

3.EU QUOTA APPLICATION REPORT

The screen path to the EU Quota Application Report is as follows:

  • The user needs to select the EU Quota period they applied for (refer to Figure 5).
  • If the user is an applicant, they do not need to enter the applicant name. Freight Forwarders/Other Parties who would have multiple applicants to choose from would use this field (refer to Figure 5).

To proceed, click “GENERATE”.

The user is now able to view the following (refer to Figure 6):

  • Application Opening Date – the commencement date of the applications for EU Quota Permits
  • Application Electronic Closing Date – the last date EU Quota Permit applications will be accepted. No applications still to be done on Wine Online will be accepted after this date.
  • Application Closing Date – all original documentation have to reach the Department of Agriculture (Pretoria) by this date.

To print/view the application form and affidavit (refer to Figure 6):

  • Click on “PRINT” (encircled).
  • A window will pop up. The user can view the application and if they are satisfied with the application, they can scroll to the bottom and click on “PRINT”.
  • The user can now complete the affidavit and post/fax it along with the application form to the Department of Agriculture (Pretoria)
