PROPOSED REVISION TO THE COSTA-MACHADO WATER ACT OF 2000 (PROPOSITION 13) PHASE III PROJECT PRIORITY LISTS (PIN #471)

DISCUSSION

On June 17, 2004, the State Water Resources Control Board (SWRCB) adopted Resolution No. 2004-0035 approving the Phase III Proposition 13 Project Priority Lists. Since the approval of these lists, a change has been made to the awarded agency for PIN #471 under the CALFED Drinking Water Quality Program. An agency that was originally awarded funds has transferred the project to another agency to complete. A grant agreement is currently being negotiated with the new agency and approval of the change is necessary to process the grant agreement.

The San Joaquin Valley Drainage Authority (Authority) has transferred the “Agricultural Discharge Management Program Monitoring and Evaluation – West Stanislaus County” project to the San Luis & Delta – Mendota Water Authority (SLDMWA). The Authority has no paid employees and therefore cannot provide a Project Director. The SLDMWA has accepted the project, is eligible for funding, and qualified to manage the project.

RESOLUTION NO. 2004-

APPROVING THE COSTA-MACHADO WATER ACT OF 2000

(PROPOSITION 13) PHASE III REVISED PROJECT PRIORITY LISTS

WHEREAS:

1.  On June 17, 2004, the State Water Resources Control Board (SWRCB) adopted Resolution No.2004-0035 that approved the Phase III Priority Lists and authorized the issuance of agreements and amendments to implement the projects;

2.  Since adoption of this resolution, a change has been made to the agency awarded funds for PIN #471 (Agricultural Discharge Management Program Monitoring and Evaluation – West Stanislaus County) as shown on the CALFED Drinking Water Quality Program Priority List, funded through the Proposition 13 Nonpoint Source account;

3.  The San Joaquin Valley Drainage Authority (Authority) has transferred this project to the San Luis & Delta – Mendota Water Authority (SLDMWA). The Authority has no paid employees and therefore cannot provide a Project Director. The SLDMWA has accepted the project, is eligible for funding, and qualified to manage the project; and

4. A new resolution is required approving the new agency to allow an agreement to be processed.

THEREFORE BE IT RESOLVED THAT:

The State Water Resource Control Board approves the change in agency from the San Joaquin Valley Drainage Authority to the San Luis & Delta – Mendota Water Authority.
