DRAFT TERMS OF REFERENCE

DESIGN, DEVELOPMENT, IMPLEMENTATION, OPERATION AND MAINTENANCE OF: TRANSACTIONAL MANAGEMENT INFORMATION SYSTEM FOR THE SOCIAL SECURITY PENSION (SSPMIS)

  1. Background

The Bihar Integrated Social Protection Strengthening Project will be implemented in Bihar with support from the World Bank with the objective of strengthening institutional capacity of the Department of Social Welfare and the Rural Development Department to deliver social protection programs and services and expand outreach of social care services for poor and vulnerable households, persons with disabilities, older persons and widows in the state. The State Society for Ultra Poor & Social Welfare under the Department of Social Welfare, Government of Bihar is one of the implementing agencies of this Project.

The Department of Social Welfare (DoSW) is the nodal department for implementation of the Social Security Pension (SSP) in Bihar. SSP Schemes in India provide critical social assistance to most vulnerable sections of the population by providing a monthly payment for their subsistence. The Government of India provides pensions for the old age, widows and handicapped people under the National Social Assistance Programme (NSAP) which came into effect from 15th August, 1995. NSAP, at present, comprises of Indira Gandhi National Old Age Pension Scheme (IGNOAPS), Indira Gandhi National Widow Pension Scheme (IGNWPS), Indira Gandhi National Disability Pension Scheme (IGNDPS). The Government of Bihar provides the NSAP schemes and has its own set of complementary pension schemes (the Laxmi Bai Widow Pension Scheme and the Bihar State Disability Pension Scheme) for those who do not meet the criteria for inclusion into the GoI schemes.

The implementation of pension schemes involve accurate identification and enrollment of beneficiaries; quick setup and integration of their beneficiary accounts, regular validation (living proof) and timely transfer of pension payments.

The Department of Social Welfare (DoSW) is headed by a Minister of Social Welfare with all operational and implementation responsibility residing with the Secretary, DoSW. The DoSW is functionally dividend into various Directorates and the Directorate of Social Security and Disability (DSS&D) is responsible for the implementation & monitoring of the social security schemes across the state. SSP is managed at the districts by an Additional Director Social Security Pensions (ADSSP) who heads the District Social Security Cell and is also the head of the District unit of DoSW. At the block level and below, SSP schemes are monitored and implemented by the Block Development Officer (BDO) where applications are accepted.

Though the DoSW has made significant progress towards inclusion of beneficiaries and delivery of pensions as evidenced by the increasing coverage of eligible pensioners, major hurdles remain toward streamlining the pension processes and delivery systems. For the effective management of pensions, a centralized, current and up-to-date beneficiary database is required along with a consolidated transactional database to record all transactions for SSP. Further the beneficiary database would need to be linked to various external systems/ DBs such as the Socio-economic information such as the Below-Poverty-Line (BPL)[1] list and the Socio-economic Caste Census (SECC)[2] and to bio-metric enabled identification mechanisms such as Aadhar[3] and e-Shakti[4] (a project of GoB). The databases would then need to be augmented through various business rules and processes for management and generation of MIS reports.

To address the above challenges, the DoSW proposes to procure the services of a System Integrator (SI) to design and develop a transaction based MIS system including the creation of a Centralized Beneficiary database, Transaction Database and a Reporting system integrated with other external systems for implementing and monitoring Social Security Pensions (SSP) in Bihar. The proposed Management Information System (SSPMIS) for Department of Social Welfare is required to be designed as a complete end-to-end system that will provide all functionality to manage internal administrative processes for pensions. SSPMIS would thus need to interface and exchange data from various front-end delivery systems, record all pension payment transaction including cash based payments, provide interface for enabling payments through fund management system and develop processes and procedures to continuously improve the quality of beneficiary database.

The basic data collection of existing beneficiaries is being undertaken by DoSW across the state and creation of the ‘Baseline Database’ is in progress. The data is however not complete and would need to augmented through SSPMIS processes.

  1. Key Components of SSPMIS

SSPMIS would be a web based platform for identification and management of beneficiaries and recording of transactions. The main components of SSPMIS are as follows:

  1. CBDB (Central Beneficiary Database) – The CBDB would be a centralized, digital repository of all data about pensioners. The CBDB would also store records of potential pensioners and it would need to be designed to improve its accuracy, currency and validity through various methods.
  2. Transactional Records Database – The transactional records database would store all transactions with respect to all the beneficiaries including enrolments, deletions, additions, modifications with respect to the beneficiary data (CBDB) in addition to payments data. The transactional database would thus need to interact with CBDB and ensure coherency with CBDB. The transactional records database should also provide a comprehensive view of the status of funds and disbursements. Therefore the transaction database would need to interface with electronic fund management system (e.g. CPSMS) and banks (outside the CPSMS interface, where required) for processing of payment and record of receipts.
  3. Comprehensive MIS and Reporting Engine – The comprehensive MIS and reporting engine would provide comprehensive reports from the database at various administrative levels, beneficiary list, generate wait lists and enable analytics over the data repositories.
  4. External System Interface – External interfaces would be data exchange/ validation/ correction mechanisms which would be part of various front and back-office processes for improving the data quality and data exchange.
  5. Business Process Re-engineered Workflow (with DMS) – The SSPMIS would re-engineer the current processes of updation of application / applicant records and delivery of pensions payments.
  1. Summary Scope of Work for the Consultant (System Integrator)

The scope of the “bundled services” to be offered by the SI to SSUPSW and to rollout SSPMIS across the State of Bihar includes the following:

  4. Design & Development of Functional Requirement Specifications (FRS) and System Requirement Specifications (SRS)

  8. Note - Continuous Improvement of SSPMIS Application
  9. Installation and Commissioning of SSPMIS
  10. Implementing Non-Functional and Technical Enhancements
  11. Data Migration
  12. End-to-end testing of the SSPMIS application including functional and integration testing
  13. Capacity building and Change Management - Pilot
  14. Pilot Run in 2 Districts
  15. Final Acceptance Test (FAT)
  16. Centralized Help Desk – Setup
  17. Capacity building and Change Management – Statewide Rollout

  19. Handholding Support
  20. Support to 3rd party acceptance testing, audit, and certification
  21. Post Implementation (Operational and Maintenance) Services covering the following:
  1. Software maintenance and support services (including Maintenance of SSPMIS Application Software and Release Management of subsequent versions) for SSPMIS to meet the desired Service Levels
  2. Application functional support services
  3. Hardware monitoring, co-ordination and maintenance support services – The hardware, warranty support, AMC support would be procured by DoSW.
  4. Annual Technical Support (ATS) for all the licensed software
  1. Exit Management and Transition at the end of Contract Period

The project will be managed out of SSUPSW office in Patna. At all points in the execution of the project, key senior resources including the project manager must be based out of SSUPSW office in State HQ. In implementing the above, the SI shall strictly adhere to the guidelines set by DoSW.

  1. Key professional staff qualifications and experience:

-Position – Project Manager - BE or BTECH or a Master’s degree/diploma (in Computer Applications or Computer Science or IT)/ MBA; 10 years working in projects related to implementation of IT solutions, at least 2 e-governance projects in India from design till implementation and operations phase

-Position – Architect / Technical Lead- BE/ B.Tech/ ME/ M.Tech. in Computer Science / Engineering; at least 10 years working in projects related to implementation of IT solutions with atleast 4 years as a lead / senior architect; experience in XML, Web Services, large databases and architecture of at least 2 large IT systems which are implemented and currently in operational phase; additionally should have worked on 1 e-governance project

-Position – Database Designer-BE / BTECH / MCA or equivalent along with a certification from OEM; 7 years of Database Design, implementation and Coding; 2-3 of Experience in VLDB from design to implementation and operations; exposure to the latest innovations around databases engineered for Intelligent storage, high performance, OLTP etc.; at least 1 data migration / data correction / validation project

-Position – Lead Application Engineer-BE or BTECH or a Master’s degree/diploma (in Computer Applications or Computer Science or IT)/ MBA ;7 years of Application Design, implementation and Coding involving N-Tier architecture, stand alone and on the web; 2 years of experience with application involving VLDB, distributed and standalone databases and in building and providing services using SOA/XML/ Web Services

-Position: Process Expert / Domain Expert -Post Graduation degree in MBA/ PGD in any stream; 6 years of experience in business process design/ re-engineering / automation; at least 2 years in implementation of large IT/ e-Governance projects with emphasis on business process re-engineering/ process improvement

  1. Period of Consultancy: Three yearseffective from the contract signing date. Any change in the period of assignment will only be made after mutual review by both the parties.

  1. Terms and Conditions

During the tenure of contract, the Consultant:

  • Shall keep all the official information that is obtained strictly confidential. No information shall be divulged without prior written consent of the project authority.
  • Shall address cultural, linguistic and religious sensitivities as well as concerns related to social inclusion in the design and deployment plan.
  • The IPR of the software and systems shall be owned by DoSW.
  1. Reporting Arrangements

The Consultant will report to the Project Director BISPS and will work closely with the Deputy CEO of the SSUPSW & his / her team. The Project Director will establish and implement procedures for reviewing the Consultant's progress and approving outputs. In addition, the Project Director would assign a focal point for the Consultant from the PIU who will communicate the progress to the involved parties and ensure all necessary support to the consultant for the timely completion of this assignment. The Project will also ensure that all relevant information for the completion of this task is made available the Consultant in timely manner.
