Operator Safety Training Requirements

Preface

Staff are not permitted to participate in safety-related activities without the appropriate level of training except under the immediate supervision of a person certified for those activities. [SLAC Guidelines for Operations, 01-01-11.] In the NLCTA project, safety-related activities, which include operating the accelerator safety systems, are carried out by appropriately trained accelerator operators. At any time when operations are being conducted, one of these operators is designated the “Operator in Charge” (OIC). [NLCTA Operations Directives, 02-02-02.]

This document specifies the safety training required of NLCTA operators. The training requirements are determined by the NLCTA Operations Manager, in consultation with the NLCTA Operations Engineer and the Accelerator Department Safety Officer, as specified in the NLCTA Operations Directives. NLCTA operator training requirements are to be reviewed, and updated if necessary every two years.

NLCTA operator safety training includes several general safety classes that are provided by the ES&H Division, as well as specialized training, specific to operating the NLCTA, that is provided by the NLCTA Operations Engineer. The specialized NLCTA safety training is discussed below.

An auditable set of records must be maintained to show the level of training achieved by each staff member (including visiting staff) who may participate in operations activities which are safety related. [SLAC Guidelines for Operations, 01-01-11].

Certification Workbooks, such as the “NLCTA Operator Workbook” [02-04-03], is used to guide progress toward completion of the specialized safety training.

A person is qualified to be Operator in Charge (OIC) after s/he has completed all of the training required by this document and has been judged to be able to accept the responsibility of being an OIC. The “NLCTA Operator Safety Training and Qualification Record” [02-04-02] is used to document the training and qualifications of all people participating in operations activities.

1. SLAC General Safety Training

This section specifies the safety training requirements for NLCTA Operators in Charge (OIC) that is provided by other divisions or departments at SLAC. Competency can be achieved by completing the following formal training programs, by completion of other programs which provide competency, or through informal training as appropriate.

2. NLCTA Operator Safety Training

This section specifies the safety training required for NLCTA Operators that is provided by the NLCTA Operations Engineer.

The broad objectives of operator safety training are to teach operators of the NLCTA:

•Responsibilities associated with being an accelerator operator, and with executing safety procedures.

•Familiarity with the safety systems and their uses, including the execution and applicability of the safety procedures.

The responsibilities of an NLCTA operator include:

•Conducting scheduled operations safely and effectively.

•Implementing the Laboratory’s operating safety policies.

•Familiarity with the SLAC Guidelines for Operations [Volume 01-01], the NLCTA Operations Directives [Document 02-02-02], and the NLCTA Safety Procedures [Volume 02-03].

•Terminating unsafe operations and ordering the correction of safety violations.

•Supervising and being aware of operations that involve production of particle beams or energizing of beamline devices.

•Communicating any special features of the safety environment during the NLCTA Operations Meeting.

•Recording information pertinent to operations, and reporting incidents.

•Supervising maintenance activities during operations, and ensuring that they are conducted safely.

Training shall include certification in the proper use of personnel safety systems. Certification is accomplished by working through a certification checklist that includes relevant tasks, and documenting progress by signing off the steps of the checklist. Sign-off of a specific task on the trainee's Certification Checklist by the trainer and the trainee means that both agree that the trainee is able to perform that task safely and effectively. If the trainee has significant past experience in accelerator operations at SLAC the Operations Engineer and Operations Manager may agree to forgo formal training for a familiarization with the local hazards. In order to facilitate training and completion of certification workbooks, the trainer shall:

•Assist the trainee, as necessary, in understanding the accelerator systems and reference material.

•Training the trainees in various operating procedures. This training may be scheduled concurrently with the actual accelerator program.

•Evaluate trainees’ levels of achievement. Practical evaluation techniques, when possible, are preferable to simulations.

In order to make the training process effective and efficient, trainees shall:

•Study the reference materials.

•Practice the relevant procedures under qualified supervision.

•Learn from and be evaluated by the trainer.
