An apology for absence was tendered by Mr G Currie, JP
There were 42 members of the Public and 1 member of the Press in attendance.
The Town Clerk declared the Meeting open at 7.32 pm.
ELECTION OF MAYOR
The Town Clerk invited nominations for the position of Mayor.
Cr EwenChappell nominated Cr Cooper for the position of Mayor. Cr Cooper declined the nomination.
Cr Wood nominated Cr Waters for the position of Mayor.
Cr Curtis nominated Cr Major for the position of Mayor.
Cr O'Grady nominated Cr Dammers for the position of Mayor.
A secret ballot was therefore conducted and the Town Clerk, Deputy Town Clerk, and Mr Trandos JP, left the Chamber at this point in order to count the votes.
On their return, the Town Clerk declared Cr Dammers duly elected Mayor for the term of two years.
Cr Dammers then made a Declaration of Office before Mr Trandos JP, and assumed the Chair, the time being 7.48 pm.
ELECTION OF DEPUTY MAYOR
The Mayor invited nominations for the position of Deputy Mayor.
Cr Lynn nominated Cr Freame for the position of Deputy Mayor.
There being no other nominations, the Mayor declared Cr Freame duly elected Deputy Mayor for the term of two years.
Cr Freame then made a Declaration of Office before Mr Bryant JP.
STANDING COMMITTEES
The Mayor advised he would be an "ex officio" member of each of the Standing Committees. Each Committee would therefore be required to appoint its own Chairman.
ESTABLISHMENT OF STANDING COMMITTEE AND ADOPTION OF TERMS OF REFERENCE

Membership of the Policy Committee comprises one Councillor from each Ward with the Mayor as an "ex officio" member. Its Terms of Reference are outlined on Appendix I.

MOVED Cr Cooper, SECONDED Cr Wood that Council delegates authority, in accordance with Item (10) of the Town Planning Committee Terms of Reference, for the City Planner to convey to the Ministry of Planning, the comments of the Committee in respect of applications for subdivision; such comments to be conveyed the day immediately following meetings of the Committee.

ADDRESS BY THE MAYOR
Cr Dammers stated he was privileged to be elected as Mayor and thanked his fellow Councillors for their support.
He advised that Council had a very busy year ahead of it and that he would be working very hard in this direction and sought the support and cooperation of other Councillors.
Cr Dammers requested the Town Clerk to arrange a meeting of all Councillors and officers to discuss major issues facing the City.
ADDRESS BY DEPUTY MAYOR
Cr Freame congratulated Cr Dammers on his election as Mayor and thanked Councillors for their support of Cr Dammers and herself.
She stated that Council had had a very successful year and hoped that this would continue in the future.
She suggested the setting up of working parties or occasional committees to progress the workings of Council and to advance the City to the betterment of ratepayers.
There being no further business, the Mayor declared the Meeting closed at 8.29 pm, the following Councillors being present at that time:
