ANNEX 1:

As stipulated by the Terms of Reference[1] provided by the Northern Dimension Partnership in Public Health and Social Wellbeing (NDPHS) governing bodies and as indicated in the Annual Action Plan for 2009[2] the Expert Group on “Social Inclusion, Healthy Lifestyles & Work Ability” (“EG on SIHLWA”) will organize its 7th meeting 4 (Monday) – 5 May (Tuesday) 2009 in Östersund/, sponsored by the Ministry of Health and Social Welfare/ Sweden and hosted by the Swedish National Public Health Institute.

The EG SIHLWA consists of 3 sub-groups:

Subgroup on Alcohol (ALC) (Chair Mr Kari Paaso[3]/ Senior Expert, Ministry of Social Welfare & Health/ Finland, Co-chair-1 Dr. Evgeny Krupitsky[4]/ Chief of Department of Addictions Research Laboratory, Leningrad Regional Center of Addictions), and Co-chair-2 Ms.Magdalena Pietruszka[5] Head of Public Education and Research Department, State Agency for Prevention of Alcohol-Related Problems (PARPA), Poland.
Subgroup on Adolescent Health and Socially-Rewarding Lifestyles (ADO) (Chair Mikko Vienonen[6]/ SIHLWA Coordinator, Co-chair Dr Aldona Jociute[7]/, Head of Bureau for the Health Promoting Schools, State Environment Health Centre, Lithuania.

Subgroup on Occupational Safety and Health (OSH)(Chair Wiking Husberg[8]/ ILO-Russia, Co-chair Remigijus Jankauskas[9]/ Institute of Hygien/MoH/ Lithuania)

WHO-EURO Division of Health Programmes provides overall oversight from WHO side.

In the previous 6th SIHLWA meeting in September 2008, the Expert Group discussed the overall Action Plan for the EG SIHLWA and its sub-groups for 2009 and the final document was adopted by the Partnership Annual conference in Ottawa/ Canada in November 2008, after e-mail consultation with the sub-groups’ chairs, co-chairs and SIHLWA members. The SIHLWA Action Plan for 2009 is available on

As usual, this 7th SIHLWA meeting will have all three sub-groups (see above) coming together, and the program will consist of joint sessions and individual sub-group sessions as indicated in attached proposed provisional program.

Common SIHLWA topics to be discussed with all three sub-groups together will include:

• Reviewing the SIHLWA report from 2008 and discussing the lessons learned from our past experience, strengths and weaknesses.
• Reviewing together the 2009 SIHLWA Action Plan and discussing the implementation in practice. The NDPHS data-base project gives the expert group a challenge to elaborate thematic papers and situation analyses on the Northern Dimension Region, which OSH sub-group already has started.
• Reporting on the PAC (Partnership Annual conference) -5 meeting (19 November 2008/ Ottawa) conclusions.
• Reporting on the PAC-5 side-event meeting on “Health of Indigenous and Remote Northern Communities” 20-21 November and the adopted recommendations. See further tentative agenda of the new section on Indigenous Mental Health, Addiction and Parenting (IMHAP)
• Updating issues related to the NDPHS Database project:

Reviewing together the SIHLWA Info-Sheet content and providing the secretariat suggestions for improving its content.

Discussing the situation of sub-group based Info-Sheets (for OSH already available) and missing thematic papers (ADO and ALC) for the web-side and data-base. Steps forward.

• Continuing work on strengthening links with main partners (especially WHO-EURO, ILO/Russia, and national actors on NCDs and healthy lifestyles).
• Strengthening collaboration with NDPHS Secretariat in Stockholm.
• Providing an update on the NDPHS project pipe-line and how it can better relate with and support SIHLWA activities.

Following the recommendations of previous meetings, sufficient working time will be allocated to three sub-groups, namely 1) adolescent health and social well-being, 2) alcohol and 3 occupational health & safety to elaborate on their own ongoing projects and country specific work:

The subgroup on adolescent health and socially-rewarding lifestyles (ADO)[10] will:

• Report from all SIHLWA ADO sub-group participants on action taken in 2008 and plans for 2009 in their respective countries/ organizations
• Discuss the content of thematic report on ADO for NDPHS Data-Base project to compile a profile on youth’s health behaviour and on existing policies targeted at youth’s health at north-west Russia and Northern Europe. This “Northern dimension youths health profile” would comprise information on youths (10-25 year olds) substance misuse and other risk behaviour, such as sexual behaviour and nutrition.
• Discuss the elaboration of ADO-Fact sheet (2 pp.) for the NDPHS web-site
• Discuss and plan for the 15 – 17 June Health Promoting Schools Conference to be held in Vilnius, Lithuania. SIHLWA-ADO component.
• Innovate on new project opportunities and ideas. Particular emphasis should be on strengthening our impact on social wellbeing as indicated in the NDPHS evaluation report 2008.
• Discuss issues and collaborative possibilities between ADO and the section on Indigenous Mental Health, Addiction and Parenting (IMHAP).
• Other issues as considered relevant.

The subgroup on alcohol (ALC)[11] will:

• Report from all SIHLWA ALC sub-group participants on action taken in 2008 and plans for 2009 in their respective countries/ organizations
• Discuss the content of thematic report on ALC for NDPHS Data-Base project and focus on brief intervention-related questions. In Finland, Norway and Sweden, for instance, the report could give an overall view of past and present efforts to disseminate brief intervention, of the results of such efforts and, depending on the availability of data, on the size of the population that could benefit from brief intervention and support for controlled drinking. In countries where brief intervention is still a novelty, the report could focus for instance on potential partners for co-operation, existing materials and resources, and on the data available to estimate the size and nature of the target population. The Country Profile Questionnaire developed in the PHEPA project could be used where applicable.
• Feed-back from the seminar on EU law on alcohol control and assessment of its impact on national alcohol policy consideration, Riga 26-27 February, 2009.
• Innovate on new project opportunities and ideas. Particular emphasis should be on strengthening our impact on social wellbeing as indicated in the NDPHS evaluation report 2008.
• Discuss issues and collaborative possibilities between ALC and the section on Indigenous Mental Health, Addiction and Parenting (IMHAP)
• Other issues as considered relevant.

The subgroup on occupational safety and health (OSH)[12] will:

• Report from all SIHLWA ADO sub-group participants on action taken in 2008 and plans for 2009 in their respective countries/ organizations
• Review the progress of the ILO NW Russia OSH project and the plans to start a occupational health study in the transport sector in selected countries.
• Reviewing the progress of “Occupational Safety and Health (OSH) in North-Western Russia”with funding from Finland and ILO (2008).
• Review the progress on Healthy Life – Healthy Work, Partnership for health and safety/ NDPHS Strategy on Health at Work
• Innovate on new project opportunities and ideas. Particular emphasis should be on strengthening our impact on social wellbeing as indicated in the NDPHS evaluation report 2008.
• Discuss issues and collaborative possibilities between OSH and the section on Indigenous Mental Health, Addiction and Parenting (IMHAP)
• Other issues as considered relevant.

The section on Indigenous Mental Health, Addiction and Parenting (IMHAP)[13]will:

• Provide an overview of the November 2008 Meeting on the Health of Northern and Remote Indigenous Communities. Engage members in the IMHAP through discussion on common goals and objectives.
• Canada will provide an overview of its current experience and evidence with respect to Indigenous mental wellness. Other IMHAP member countries will have a chance to respond by outlining opportunities and challenges in their own jurisdictions. Alll members will be encouraged to share information and evidence about their respective target populations, past and present initiatives, their partners for co-operation and existing materials and resources.
• Discuss synergies and potential for information sharing between the section on Indigenous Mental Health, Addiction and Parenting (IMHAP) and ADO, ALC and OSH sub-groups.

• Discuss the development of IMHAP Terms of Reference and Short-Term Workplan. Examples of potential ideas for the Workplan include:
• apossible thematic report on IMHAP for NDPHS Data-Base project to compile a profile on indigenous and northern communities health & social wellbeing situation
• the possible elaboration of IMHAP-Fact sheet (2 pp.) for the NDPHS web-site

• Other issues as considered relevant.

Practical meeting support will be provided by the Swedish National Institute of Public Health / Östersund (details available in the SIHLWA-7 Invitation Letter ANNEX 1).

This SIHLWA meeting will be a challenging opportunity to move further towards practical implementation of important lifestyle related activities in the Northern Dimension Partnership area. Therefore, it would be important to have representation from as many partnership countries and organizations as possible. The attached SIHLWA membership list indicates clearly that all sub-groups have not been sufficiently represented by partnership countries and organizations, yet.

The participants of this EG SIHLWA meeting would consist of public health experts nominated by the different member countries of the partnership. Affiliated international public health agencies like WHO, ILO, etc. are also invited to send their experts. Additionally, public health institutes and relevant NGOs in respective countries are welcome to participate. We expect that approximately 40-50 people would be present.

A special challenge for this Expert Group will be how we can best benefit from the synergy that the three subgroups will pose. To have three parallel meetings taking place at the same time would not serve the purpose. However, in a heterogeneous group it is also important that the three theme groups can have time for their own deliberations. The program has been designed so that these competing needs could be properly balanced and addressed.

There will be simultaneous English – Russian interpretation for all plenary session. Thematic meetings may not all be able to provide simultaneous interpretation, except for one sub-group with most Russian speakers participating. However, through ad hoc arrangements participation in both languages will be facilitated as much as possible.
