Clúid Housing (Clúid) is a not-for-profit organisation with a vision of a society where everyone has a great place to live. Clúid achieves this through its mission of providing quality housing and services which enable residents to create homes and thriving communities. Clúid has 122 staff to ensure that it has the capacity to meet this mission. To date Clúid has provided 4,924 properties to low income families and single people in housing need all over Ireland.

Working as part of the Housing Management Team the Housing Officer will deliver a high quality housing management service to residents on our estates. You will be responsible for the full range of housing management activities to both tenants and owner occupiers.

Role: Housing Officer
Role Overview: To provide a professional and best practice service in estate management, maintenance of properties and tenancies, whilst achieving agreed targets in Voids, Rent Arrears and Repairs.
Reporting to: Housing Manager
Responsible for: Scheme Managers, Caretakers, CE/Tus Workers
Key responsibilities
Lettings/Allocations
Letting and allocating properties as per the Associations Lettings Policy
Developing and maintaining effective relationships with the local housing authority and other agencies
Interviewing and assessing prospective residents and making allocation decisions
Co-ordinating the viewings of properties with prospective residents at hand over and casual re-lets stage
Managing void properties per the Associations Lettings Policy.
Advising prospective residents with regard to housing options/ tenancy agreements
Forwarding information on new tenancies to Finance Department
Rent
Operating the rental system as per the Association’s Rent Policy Procedures
Ensuring income returns and changes of circumstances are filed with the Finance Department
Advising tenants with regard to assessments
Responsible for identifying debt and managing cases of bad debt
Arrears control and maximise income
Preparing cases/ Advising solicitors for court and representing the Association
Advise Regional Director regarding implementing and reviewing service charge
Estate Management
Managing estates per the Associations Estate Management Policy
Regularly visit schemes and complete necessary paperwork
Recording any nuisance and take appropriate action
Reducing Anti-Social Behaviour and other breaches of tenancy as per the Associations Policy
Recording and identifying causes of damage to property and ensuring it is remedied
Preparing cases/ Advising solicitors for court and representing the Association
To maintain accurate current records of all properties, residents and incidents
Repairs
Implementing the repair service efficiently per the Associations Repairs & Maintenance Policy
Responsible for sourcing, appointing, managing contractors and ensuring value for money where appropriate
Maintaining & regularly reviewing the approved list of contractors and service and maintenance contracts
Responsible for seeking quotations/tenders and making recommendations when appropriate
With Housing Manager organise a programme of planned/cyclical maintenance
Organise the repair of properties prior to re-letting
Responsible for inspecting repair work and ensuring quality of workmanship
Inspecting void properties
Responsible for counter charging tenants where appropriate and informing Finance Department for collection
Estate Development / Tenant Participation
Working with residents to maximise tenant participation to ensure community integration and development
Assisting residents to set up appropriate structures to optimise the involvement of residents in their scheme
Helping to form contacts with neighbouring groups to ensure that Clúid Housing Association schemes assimilate into the wider community
Providing information on external agencies, whose services may be of benefit to tenants
Preparing, planning and delivering the pre-tenancy programmes
Carry out post tenancy work, including providing advice and information on good practice in setting up a Residents Associations
Represent the Association at established Residents Associations meetings
Provide information and literature on estate development
Access bodies for funding
Produce quarterly tenant newsletters
Produce estate development plans
Organisation
Work in conjunction with our Contact Centre to ensure the above keys responsibilities are delivered in an effective and efficient manner
Utilise the housing management computer system for the up-to-date administration and maintenance of all relevant housing management files
To contribute to policy formation and ensure that management are aware of your observations and that they are informed of important issues as they arise
Develop and maintain relationships with local housing authorities and other agencies who have a key role in effecting housing management
To keep abreast of key legislative and procedural matters which affect your work as Housing Officer
Produce reports as required on housing management for all schemes in your allocated patch
To be fully self-sufficient in administration and maintain all housing management and tenant files
Project Development
Helping to initiate new projects and helping to maintain contacts which are beneficial to the development of projects in the region
Furthering the work of the Association in the region, meeting with community groups, setting up and attending meetings to inform and promote developments
Participate in the appraisal of new development opportunities from a housing management perspective
Support the Development Managers during the defects period
Staff Management
Liaise with HR and Line Manager on the recruitment and induction of new staff
Line manage staff you would be responsible for, monitoring their work and providing support and leadership
To assist in mentoring of new staff when required
Carry out performance management meetings and report to Housing Manager

Education/ Qualifications:
