Purpose of Services / The Department is looking for a talented Software and Middleware Developers to:
  • Work within a team of Developers, Business Analysts and Testers and will encompass the software development lifecycle in an agile environment.
  • Demonstrate experience in Automated UI Testing technologies such as Selenium
  • Possess strong UI analysis skills and strong understanding of SDLC
  • Demonstrate experience using C#, MVC, .Net framework 3.0/3.5/4.0, Restfull APIs, WCF & XML based Web Services, Microsoft Visual Studio 2008/2010, Microsoft SQL Server, XML, XSLT, UML using Enterprise Architect
  • Demonstrate experience in Web Applications design and programming (ASP.NET, HTML, CSS, Javascript), and
Demonstrate experience in SQL

Performance / Services to be performed in accordance with department’s standards.
Documentation / The Department may provide to the Vendor Department Material and the Vendor must ensure that the Departmental Material is used strictly in accordance with any conditions or restrictions specified in item 9 of the Deed Details and any direction by the Department.
Skills knowledge transfer / Clause 35 of the deed applies (The contractor will be expected to transfer skills and knowledge to departmental officers and/or other contractor as requested)

Demonstrated experience as a Microsoft .Net Developer within an enterprise application development environment, with preference to those with no less than 5 years in developing complex client/server or mobile applications within an agile framework such as Scaled Agile Framework (SAFe) or equivalent.
  2. Well-developed skills in any of the following, noting the level of experience and complexity of work previously undertaken:
  • MS C# 3.5/4.0/5.0/6.0
  • ASP .NET MVC 4/5/6
  • REST architecture
  • Native Android App development experience using Java/C#
  • Experience with theming Android app UI
  • Experience with cross platform (Android and iOS) app development
  • MS MS Visual Studio 2008/2010/2012/2015
  • MS ASP .NET
  • MS TFS
  • WCF and MS XML Web Services, XSL/XSLT, and DOM
  • Entity Framework 6.0
  • Ajax, JavaScript and Cascading Style Sheets
  • HTML5 and WCAG 2 Accessibility, and

Intellectual Property Rights – ownership of Contract Material / The Department owns the Intellectual Property Rights in Contract Material
Limitation of liability – cap / For SMEs, the Department will consider a liability cap at either:
$ 5 millionper occurrence, or
$ 10 million in the aggregate
For non-SMEs, the Department will consider a liability cap at either:
$ 10 millionper occurrence, or
$ 20 million in the aggregate
Insurance / As per Item 10 of Schedule 1 of the deed details
Fee structure / Hourly rates including both GST inclusive and exclusive rates, and quoted in either half or full dollars.

Security Clearance Requirements
Police Check with the department sponsoring for a Baseline clearance. The successful candidates will need to receive the clearance prior to commencing.
All positions are “Trusted” and the successful candidate is required to undertake police check to be conducted by the department. Unfavourable outcome may result to early termination of the contract.This check will be arranged by the Department on commencement of the contractor. The Australian Government will meet the cost of police check.
