This position provides high-level research expertise for Health Care Administration (HCA). Duties include developing and executing studies of health care performance and outcomes, needs, utilization, service delivery, costs, health disparities and other epidemiological or demographic studies as needed by the department. The incumbent in this position provides expertise in statistical analysis and research methodologies to divisions throughout the Department of Human Services.

Responsibilities Include:

  • Conceptualizing, designing and carrying out research and evaluation studies to fulfill health care information needs
  • Preparation of research reports for various technical and non-technical audiences
  • Responding to internal and external requests for data and information, including highly technical analyses
  • Ensuring that research conforms to Federal and State laws pertaining to human subjects research and privacy protection
  • Advising research methodologies, such as survey design, evaluation and statistical methods
  • Interpretation of research studies and data to assist in translating empirical findings into policy and program decisions

Minimum Qualifications:

  • Master's degree in the health or social sciences or related discipline
  • 3years of research experience in the health or social sciences that demonstrates:
  • Extensive knowledge and experience with:
  • SAS and/or SQL programming
  • Scientific research methodology, statistical analyses, evaluation techniques and current approaches to health care performance metrics, or risk adjustment methodologies
  • Data analysis, data manipulation, data transformation and interpretation, and modelling, including multiple regression techniques
  • Experience with project management, technical and non-technical and report writing and oral presentation of analysis and research results
  • Ability to work effectively with staff at all levels within and outside of the organization, and have excellent verbal and written communication skills
  • Proficiencyin Microsoft Office Suite (Word, Excel, Access and PowerPoint)

Preferred Qualifications:

  • Doctoral degree in the health or social sciences
  • Experience with:
  • Health services research or health care policy
  • Large health care claims data stored in complex data warehouse systems
  • Risk adjustment or stratification of health care performance measures (cost, quality, patient safety etc.)
  • Program evaluation
  • Knowledge of Minnesota public health care programs, including coverage policy and purchasing strategies
