REQUEST FOR QUALIFICATIONS/REQUEST FOR PROPOSAL

For

Energy Performance Engineering/Consulting Services

For The

CREC Magnet Schools

The following changes, revisions, and/or additions are hereby made a part of the above mentioned Contract Documents and shall supersede previously issued documents and shall become a part of the contract documents.

  1. You state the Engineering Firm must guarantee “that the identified project energy savings will be realized throughout the guaranteed period.” This guarantee is usually made by the ESCO, not an oversight consultant. Is it acceptable that the Engineering firm guarantees that this language is part of the negotiated Energy Services Agreement, as is usually the case?

A.Yes

  1. You state that the Engineering firm will not receive any payments for services rendered until CREC signs a contract with an ESCO. Are you referring to the first ESCO contract to conduct the CEA, or the second contract for the Energy Services Agreement? There may be a substantial amount of time between the two.

  1. You state that the Engineering firm’s payments will be funded by the ESCO. Do you mean the ESCO will pay us directly, or that they will include our fee as a line item under third-party funding as is usually the case? It might be viewed as a conflict of interest if the EPCE firm is paid directly by the ESCO.

  1. Will CREC hire just one Engineering Consultant, or award work to multiple consultants?

  1. The cover sheet shows a RFQ/RFP due date of October 20, 2017 at 2:00 PM EDT, and on the 1st page in “Instructions to Bidders” indicates that it is due on October 20, 2017 at 12:00 PM EDT – please clarify which time the RFQ/RFP is due.

  1. The “Instructions to Bidders” references a “Fee Schedule” as Attachment A that is supposed to be attached to the RFQ/P, there is not an Attachment A attached to the RFQ/P – please provide Attachment A “Fee Schedule”.

  1. Can CREC provide a list of all eligible schools with square footage, age, and annual utility spend per school? That would be very helpful to develop general pricing.
  1. Please refer to the Attachment A. Only the schools and square footage will be provided. Utility details will be provided to the consultant awardee.

Q.   1. This will replace Paragraph 1 of the RFP.

CREC Construction Services (“CREC” or “Owner’s Project Manager” (OPM)) will be administering this RFQ/P process for the CREC Operations Division (“Owner”). Written proposals are due by OCT 20, 2017 at 12:00pm EDT. Firms are required to submit (i) a copy of a completed fee percentage proposal a copy of which is attached here to as Exhibit A and made a part hereof in a sealed envelope; and (ii) separately from the Fee percentage Proposal, five (5) copies of the firm’s qualification response to this RFQ/P to the Owner’s Operations Office located at 147 Charter Oak Ave, Hartford, CT 06106 Attention: Douglas Rogers, OPM, CREC Construction Services

  1. Is there a specific format CREC wants for the 5 copies? Separate binders? No binders? Staples? Font type, size, spacing, etc.?
  1. Separate bound copies, Times New Roman, size 12, single space.
  1. Top of what would be called page 4 states “Provide an approximate time period necessary for each aspect of the above scope of services.” This is in reference to the SOW section. I’m wondering if these approximate time periods are to be part of our response. It seems that it should be, but I am wondering why it was not included in the section on page 4 under “Proposals shall:…..and if it is part of our response does it go in the qualifications part or in the price quote (which will be in a separate envelop)”
  1. Provide a project schedule as part of your qualifications proposal.
