Council Member Appointments to Civic Agencies

1. That Members of Council be appointed to Civic Agencies and bodies as outlined in Attachment 1 of the October 4, 2004, Office of the City Manager report 2004CACA05, for the term October 26, 2004 to December 31, 2005.
2. That Members of Council be appointed to Civic Agencies, as outlined in Attachment 2 of the October 4, 2004, Office of the City Manager report 2004CACA05, for various terms.

Report Summary

• Council Members are appointed to various Civic Agencies. Those appointments where terms expire October 25, 2004, are outlined in Attachment 1, and Council is asked to make these appointments for the term October 26, 2004, to December 31, 2005.
• Council is asked to make appointments to Civic Agencies, as outlined in Attachment 2, where terms expire other than October 25, 2004.

Report

• Normal practice is for Council Member appointments to be made for a calendar year unless otherwise required. During election years, appointments end at the first Council meeting after the election. New appointments are then made to the end of the next full calendar year or as required.
• Unless otherwise authorized, Council Members normally serve no more than six consecutive years on any one board.
• Attachment 1 outlines Council Member appointments where terms expire October 25, 2004. All Members of Council that are currently serving on these agencies are eligible for re-appointment.
• Attachment 2 outlines Council Member appointments that do not expire on October 25, 2004, and require appointments as outlined. All members of Council that are currently serving on these agencies are eligible for re-appointment.
• Attachment 3 outlines automatic Council Member appointments to Civic Agencies and bodies.
• Of the four Councillor appointments to the Edmonton Northlands Board, two are also appointed to the Edmonton Northlands Executive Committee

Justification of Recommendation

• Terms for Council Members on Civic Agencies will expire on October 25, 2004, or at various Annual General Meetings. This report recommends the appointment of Council Members to various Civic Agencies and bodies.

Where Terms End at the AGM’s, Councillors were appointed as City of Edmonton Representatives, provided that the Councillor remains a member of Council throughout the term.

Will require appointments to:

• AlbertaCapital Region Wastewater Commission Master Agreement Coordinating Committee [S. Mandel’s] vacancy
• Alberta Urban Municipalities Association as CouncillorD.Thiele’s appointment expires at the AGM in November 2004.
