Mayor Buckley openedthemeeting andKathyMarlock,City Clerk,commenced with the roll call. The Board
was entirely present.
Minutes
The Mayor requested a motion for approval of the minutes. Alderman Travaglini made the first motion, Alderman Kauffmann seconded. The minutes were unanimously approved.
Ratification of Two New Members on the Board of Adjustment
The Mayor reminded the Board of Aldermen that each board and committee occasionally has openings. New members are an asset to the community bringing fresh eyes and perspectives. The Mayor requested a motion for the ratification of Mark Riti and Michael Schmelzle as two new members for the Board of Adjustment. Alderman Scherer made the first motion followed by Alderwoman Gorman. The motion carried unanimously.
Bills
TheMayor reviewed each of the billssubmittedforthe month of October and which totaled$363,658.93.AldermanTravaglini madeamotiontoapprovethebillssubmittedforpayment.AldermanScherer secondedthemotionandtheywereunanimouslyapprovedforpayment.
HearCitizens
Kate Ryan, who lives at 5120 Lenox, approached the board requesting signage for “local traffic only” near the intersection of Kenridge and Laclede Station Road. The issue is that the current signage indicates no turns onto Kenridge (from Laclede Station Road) between the hours of 7 a.m. to 9 a.m. Ms. Ryan commented that since she lives very near the intersection she needs the route to get home most expediently. The Mayor and Board agreed to look further into the matter to determine the several options for addressing the concern. The Mayor closed this discussion with appreciations expressed to Ms. Ryan for raising the topic.
Massage Therapist Business Application –Rachael Marie Gokenbach Permit #2342-17.
The Mayor noted, by Ordinance, that the Board had to review the application for this and any Massage Therapy Establishment following staff review and approval whenever there is a individual corporation going into the business of Massage Therapy. The Mayor further commented that the Police Department, the Administration Department and Building and Housinghad signed off on the application. She called for a motion. Alderman Kauffmann made the motion to approve the business. This was seconded by Alderman Scherer. The motion passed unanimously.
Ordinance
Mayor Buckley introduced Bill No. 2909 addressing a Street Lighting Agreement with Amerenw. She called on Director Greever to comment. Jonathan Greever noted that the Street Lighting Ordinance only arises every 20 years. Therefore, this was not something that the Board of Aldermen would encounter regularly and it pertains to all streets within the City of Shrewsbury. Given no further comment, the Mayor called for a motion for the conduct of the first reading. Alderman Kauffman made the motion for the first reading. Alderman Travaglini seconded the motion and with the motion unanimously passed, the City Attorney conducted the first reading of Bill No. 2909 for Street Lighting.

AN ORDINANCE PROVIDING FOR THE LIGHTING BY ELECTRICITY OF THE STREETS, AVENUES, ALLEYS, AND OTHER PUBLIC PLACES IN THE CITY OF SHREWSBURY, IN THE STATE OF MISSOURI, AND OTHER ELECTRIC SERVICE REQUIREMENTS OF THE CITY, BY CONTRACT, SETTING FORTH THE TERMS OF THE PROPOSED CONTRACT BETWEEN THE CITY AND UNION ELECTRIC COMPANY D/B/A AMEREN MISSOURI, ITS SUCCESSORS AND ASSIGNS, AND PERMITTING SAID COMPANY TO ERECT, OPERATE AND MAINTAIN POLES, LINES, WIRES, CABLES, TRANSFORMERSAND OTHER APPLIANCES IN THE STREETS AND ALL OTHER PUBLIC PLACES NECESSARY FOR AND APPURTENANT TO THE PERFORMANCE OF SAID CONTRACT AS DESCRIBED HEREIN.
Department Head Reports
The Mayor invited each Department Head to discuss their departmental operations for the month inclusive of topics reflected on their submitted reports for Board of Aldermen review.
Mayor’s Report
Mayor Buckley commented on the prior resolution pertaining to City opposition to the City/County merger.
She cited UMSL Professor Mark Tranel who raised red flags over the proposed merger of St. Louis City and
County. Professor Tranel believes the pro-merger group “Better Together” has over-simplified some aspects of
its research and the Mayor cautioned the Board about the media attention to strongly held positions. The
Mayor further reminded the Board of the upcoming Open House, October 11, 2017. She also noted that the
City Comprehensive Plan would continue to be developed.

Closed Session
The Mayor then called for a motion to move into Closed Session. Alderman Mike Travaglini made the motion, seconded by Alderman Kauffmann and the Board moved into Closed Session. Adjournment of both the Regular Session and the ClosedSession immediately followed the Closed Session.
