Subject:Submission of Forwarding Note for ICD Containers

This refers to your above referred circular through email, and the discussion our sub-committee members had with you today in the JNPT Berthing meeting. As discussed in the meeting, we would like to clarify certain points below:

  1. Whilst our members will take all possible efforts to submit the Forwarding Note prior loading of containers on trains, this will not always be possible for following reasons.

a)Most of the time as soon as the SMTP is received by the
Terminals, the containers are automatically released and loaded on train depending on pendency, before submission of Forwarding Notes.

b)Since, the Forwarding Notes require SMTP Document No., our members have to wait for the receipt of the SMTP, and then prepare and submit the forwarding note. This obviously will take some time, particularly for vessels/containers on weekends and holidays.

c)Also there were times in the past when special permission was obtained by CONCOR from Customs to rail out containers, pending receipt of SMTP documents, in view of severe congestion etc.

  1. The forwarding notes are reflected with a) the weight as per SMTP, b) the Tare weight of the containers and c) the Gross weight, as required.
  1. There is no need for CONCOR to add the Tare weight to the container, unless it is not mentioned in the Forwarding Note.

On the basis of above facts, we would request you to kindly revise your above said circular suitably.

We have in the meanwhile advised all our members, to ensure that the Forwarding Notes are submitted immediately upon receipt of the SMTP from ICEGATE, and also to ensure that the Forwarding notes are correctly mentioned with the cargo gross weight, Tare weight of the container, and the total weight of the container.

Dear Sir,

Sub:- Submission of Forwarding Note for ICD Containers

In continuation to our circular dated 15.05.2014l in respect to above subject matter , it is clarified as below :

“In case where tare weight is declared by shipping lines, the same will be taken in our system otherwise tare weight of 2.3 MT for 20’ container and 4.6 MT for 40’ will be taken by the system. For Tank containers shipping lines will have to give weight of cargo and tare weight in case volume is mentioned in SMTP”

Now the above process will be effective from 19.05.2014 i.e. Monday.

Dear Sir,

Sub:- Submission of Forwarding Note for ICD Containers

Based on the SMTP updations in the port systems loading of ICD containers are planned and loaded on the wagons by the respective terminals. On process of SMTP, the shipping line are also required to file / submit the forwarding note to CONCOR prior to loading of containers on trains.

All the Shipping lines are hereby requested toensure that the cargo weight as mentioned in SMTP should be declare on the forwarding note.

The weight mentioned in forwarding note will be considered as cargo gross weight as per SMTP and CONCOR will further add standard tare weight of container i.e. 2.3 MT for 20’ container and 4.6 MT for 40’ container to arrive gross chargeable weight for the purpose of issuance of Inland Way Bills (IWB).

The above process will be effective from 16.05.2014.

You are hereby requested to kindly co-operate and compliance the issue accordingly.
