MINUTES

OF THE SECOND ROMANIAN-TURKISH JOINT COMMITTEE

ON SCIENTIFIC & TECHNOLOGICAL COOPERATION

Bucharest, November 10th, 2009

The Second Meeting of the Romanian-Turkish Joint Committee on Scientific and Technological Cooperation (hereinafter referred to as the "Joint Committee") was held on November 10th, 2009 in Bucharest, Romania, pursuant to the Agreement on Scientific and Technical Cooperation between ANSTI and TÜBİTAK signed in Ankara on July 1999, and the Executive Programme between ANCS and TUBITAK signed in Ankara, in March 2007.

The Romanian delegation was lead by Mr. Marian ENĂCHESCU, Vice President of the National Authority for Scientific Research of Romania and the Turkish delegation was led by Mr. Ömer ANLAĞAN,Vice President of the Scientific and Technological Research Council of Turkey

(hereinafter collectively referred to as the "Parties").

A list of the members of the Parties is set out in Annex 1.

The Parties discussed various ways of promoting and strengthening bilateral cooperation in the field of science and technology and adopted the following agenda for the 2nd Joint Committee:

I. Introduction of Both Countries' S&T Policy

II. Review of the Current S&T Cooperation Activities between the Two Countries

III. Selection of Proposed Bilateral Research Projects to be funded in 2010 - 2011

IV. Date and Venue of the 3rd Joint Committee Meeting

V. Signing of the Minutes

I. Introduction of Both Countries' S&T Policy

The Parties introduced the science and technology policies of their respective countries. The Parties further exchanged views on feasible ways of expanding cooperation in the field of science and technology between the two countries.

II. Review of the Current S&T Cooperation Activities between the Two Countries

The Parties expressed satisfaction with the efforts hitherto made by the two countries, including research institutions, universities and private companies, to strengthen bilateral collaboration in the field of science and technology based on the Agreement of 1999 and the Executive Programme of 2007.

The Parties reviewed current bilateral cooperative activities between the two countries, including ministerial meetings, joint research projects, exchange of information and researchers in mutually beneficial areas and concluded that these activities have made a significant contribution to promoting mutual understanding between the two countries and the development of S&T capabilities.

Both Parties agreed to strengthen the cooperation between ROST and TUR&BO.

In this regard, the Parties agreed on the continuation of the above-mentioned Executive Programme.

The Parties also agreed that they will encourage the development and funding of those cooperative projects that in the end may lead to participation in EU Framework Programmes and other multilateral S&T Programmes such as COST, EUREKA etc.

III. Selection of Proposed Bilateral Research Projects

TheCall for Proposals for the Turkish-Romanian S&T Cooperation Projects for the years 2010-2011 has been launched by the Parties.

The Joint Committee reviewed and discussed the 35 project proposals jointly submitted to TÜBİTAK and ANCS within the Call for Proposals.

The Parties decided to support the16 bilateral research projects with the number and duration of the scientific visits listed in Annex 2.

Projects will be jointly financed for a period of 2 years, between January 1st, 2010 and December 15th, 2011.

Detailed provisions and procedures agreed by the Parties are presented in the Call for Proposals in Annex 3and are as follows:

-The sending Party shall cover the international travel costs and medical insurance incurred by its own researchers.

-The receiving Party shall cover the costs of accommodation and separately daily allowance for visitors.

-According to the internal legislation and provisions in effect, the Parties may provide additional research funds to their respective project teams, besides the financial support towards the exchange of project scientists mentioned above.

-At the end of the research project, a final report on the results achieved and signed by both project leaders, will be submitted to the Parties.

IV. Date and Venue of the 3rd Joint Committee Meeting

The Parties confirmed that the 3rd meeting of the Joint Committee will be held inAnkara by the end of 2011, in consideration of the term of the joint research projects. The Parties agreed that the date, venue and agenda items of the 3rd Joint Committee meeting will be set through correspondence between Parties and a working-level meeting may be held, if necessary.

Signed in Bucharest on November 10th, 2009, in two original copies in English, each of them being equally valid.
