Job Overview

This position is located at the Regional Emergency Dispatch Authority (REDA). The Chief Information Officer (CIO) serves as a principle advisor to the Chief of Operations and the Director, with respect to the astute use of information technology to exceed the expectations of the Department's customers. The CIO provides the day-to-day lead for coordinating and managing the various functions within Office of the Chief Information Officer (OCIO); coordinates with and provides advice to the Department's senior leadership regarding Information Technology (IT), Information Management (IM), and Information Assurance (IA), and website (activities) management and operations.
The CIO is responsible for management guidance, direction, and implementation over assigned responsibilities of IT resources that consist of several branches composed of databases management, operations, enterprise architecture, IT Security, IT investments, systems engineering, computer resources management, telecommunications, web activities and office automation. Develops policies and plans, integrates and coordinates execution of all functions, operations and activities involved in the management and control of the OCIO mission.
The CIO integrates, coordinates and develops program plans which provide realistic and meaningful short and long-range objectives for the Department's total IT equipment/systems, planning and programming requirements, and for the development of technical systems plans which coincide with and support the operational requirements of REDA, program plans and objectives. Establishes or alters such program elements as definition, scope, feasibility, effectiveness, usefulness, and emphasis and makes organizations and personnel decisions associated with the operations of IT projects. The CIO has full responsibility for the management, operational planning and direction of the Information Resources Management Program, to include Information Technology initiatives throughout the Department.

Distinguishing Characteristics

An excellent CIO must be self-initiated and have time management skills. The qualified candidate must have a solid IT background and consistently keep up-to-date with advancements of the field. The goal is to ensure that IT adds the maximum value to REDA so as to facilitate the success of our organization.

Travel Required

  • Position may require some travel (25% or less)

Minimum Requirements

  • Must be familiar with PSAP Information Technologies and Interfaces
  • One year probationary period
  • U.S. Citizenship is required.
  • Criminal Justice Information System (CJIS) Awareness
  • Must be able to obtain and maintain a security clearance required by the Federal Law Enforcement Training Center (FLETC)
  • Subject to random drug test.

Primary Duties:

The CIO, is responsible for managing, planning and implementing the following specific tasks:

  • Monitor the performance of the agency's IT, IM, and IA programs and investments, evaluating them against performance and other applicable measures, and advising the Director and Chief of Operations regarding their continuation, modification or termination;
  • Define and manage IT, IM, and IA capital planning and investment management processes to ensure that they are successfully implemented and integrated with the Department's budget, acquisition and planning processes;
  • Develop, maintain, and facilitate the implementation of a sound and integrated information technology enterprise architecture;
  • Develop and submit recommendations to the Executive Board, Operations Committee, Chief of Operations, and Director regarding IT, IM, IA capital investments to assure that investment decisions are mission aligned, cost justified and approved only after careful and systematic review;
  • Assess IT, IM, and IA competencies defined for agency personnel to ensure that Departmental employees are technologically prepared to achieve the organization’s strategic goals, as well as the business needs of REDA and its supporting agencies and customers;
  • Administer the organization’s information resource management program, including records management, automated data processing activities, the Paperwork Reduction Act, Government Paperwork Elimination Act, Freedom of Information Act, and Privacy Act;
  • Manage the organization’s IT Security Program, Network Operations, Systems Administration, and telecommunications for automated information systems, developing agency-wide policy for the protection and control of information resources directly or indirectly related to the activities of REDA.
  • Maintain a working knowledge of federal, state, and local IT requirements that REDA must adhere too; Implement policies set forth by these requirements and industry best practices to ensure REDA meets all IT requirements.
  • Provide High level view of systems and security level to executive board. Document and report all security incidents to the Chief of Operations and Director. Insure that any security issue that effects another agency is reported to the proper IT staff in a timely manner.

Qualifications Required:

Management

  • Proven experience as CIO or similar managerial role.
  • Excellent knowledge of IT systems and infrastructure.
  • Background in designing/developing IT systems and planning IT implementation.
  • Solid understanding of data analysis, budgeting and business operations (ITIL system lifecycle).
  • Superior analytical and problem-solving capabilities.
  • A strong strategic and business mindset.
  • Excellent organizational and leadership skills.
  • Outstanding communication and interpersonal abilities.
  • BSc/BA in computer science, engineering or relevant field; MSc/MA will be preferred. Years of experience on same field may be used in lieu of college degree.
  • Liaise with vendors and other IT personnel for problem resolution
  • Operate an IT board to share information with agency IT staff and approve major change request that effects all parties involved.
  • Prepare and maintain disaster recovery methods and rapid recovery methods.

Telco

  • Proven working experience as a telecommunications specialist
  • Hands on experience with all telecommunications systems including peripheral equipment (e.g. computer networks, optical fiber, on site controllers, data modems, terminals, etc.)

Database

  • Familiarity with SQL databases and detailed technical knowledge of database and operating system security.

Security

  • Proven working experience in building and maintaining security systems
  • Implement Security practices based on governing requirements and industry standards.
  • Respond to security incidents in a timely manner.

Networking

  • Knowledge and implementation ability of routers (Cisco), switches (Cisco), firewalls (Cisco, Dell, and Fortigate), load balancers, VPN, VoIP, and Layer 2 and layer 3 technologies.
  • Solid networking knowledge (OSI network layers, TCP/IP)
  • Deep understanding of networking protocols (e.g., IPSEC, HSRP, BGP, OSPF, 802.11, QoS, IPSEC Tunnels)

Systems

  • Experience with network technologies and with system, security, and network monitoring tools.
  • Experience with virtualization (Hypervisor and VMWare)
  • Maintain backups of all systems
  • Manage Enterprise Email system

General

  • Respond to call outs for tech related issues.
  • Support a 24 on call status
  • Ensure all software is kept up to date under a proper licensing
  • Perform network maintenance and system upgrades including service packs, patches, hot fixes and security configurations

Certifications Required:

  • PMP / PRINCE II certification is a plus.
  • Certification as IT Technician (e.g. CompTIA A+, Microsoft Certified IT Professional)
  • CCNP or higher (CCIE and/or CISSP highly valued)
  • Security+ or higher security certification.
