This report provides a snapshot of how each neighbourhood management area is performing in relation to a number of key economic, social and environmental indicators within the City. This allows an “at a glance” comparison of the neighbourhood management areas.

Crime

Story Behind the Curve (including ward analysis)

• It is clear from the above chart, that City & Cardiff Southhadthe highest number of Violence against the Person (VAP) incidents (33.7%) for February 2012. Thishigh volume of VAP occurrences reported within City and Cardiff South can be attributed to night time economy activity and issues involving licensed premises.
• Further analysis into VAP incidents within the City and Cardiff Southneighbourhood, reveals that Sunday has the highest number of occurrences in February (30.8%) in comparison to Saturday (20.2%).
• The above chart shows that Theft of Motor Vehicle has a low percentage across the whole of Cardiff.However the highest number of reported incidents was within the Cardiff South East neighbourhood.
• Cardiff South Eastalso received the highest volume of Theft from Motor Vehicle (40%) and Burglary of Dwelling (37%).
• Cardiff South East had the highest number of incidents involving Burglary of a Dwelling. Further analysis of this area reveals that Cathays and Plasnewydd were the wards that had the largest percentage of recorded crime withboth showing 36%.
• Cardiff North received the highest percentage(31%) of Burglary Other (burglaries in a building other than a dwelling) occurrences.
• Further analysis into Burglary Other (burglary in a building other than a dwelling) offences within Cardiff North reveals that the Heath ward received the highest number of reported incidents (24.1%).

Anti Social Behaviour

Reported incidents to Cardiff Council can only be in relation to Council tenants (victims that are Council tenants, or the perpetrator is a known Council tenant). Reported incidents to South Wales Police can be relation to criminal behaviour and can be made from private residents as well as Council tenants. Therefore there is a distinct difference in comparison to South Wales Police and Cardiff Council Anti Social Behaviour figures.

• The following information has been extracted from data supplied by the Council’s Anti Social Behaviour Team for the period 1st to 29th February 2012. Calls can originate via the tenant’s helpline, but can also be referred from other agencies such as Victim Support, local Councillors, self referral and the South Wales Police should the perpetrator be a private as well as a Council tenant.
• It can be seen from the above chart that the numbers are comparatively lower than the Police figures, with Cardiff East having the highest proportion of ASB complaints (23.2%).

• Llanrumney has the highest number of complaints within Cardiff East (54.3%).
• 40% of the complaints within the Llanrumney area were recorded as noise complaints.
• Cardiff South West received a comparatively high percentage of complaints (22.7%).
• Ely has the highest number of complaints within Cardiff South West (48.9%).
• 50% of the complaints within the Ely area were in relation to anti social behaviour.

• The following information has been extracted from the South Wales Police database system (Niche), for the period 1st to 29th February 2012. The South Wales Police categorise anti social behaviour (ASB) under ‘Environmental’, ‘Nuisance’ and ‘Personal’.

• City & Cardiff South shows the highest number of ASB occurrences(23.7%). The City Centre received the highest number of reported occurrences, which related to the night time activity linked to the number of licensed premises, and various sporting events for this period.
• 86.6% of the ASB occurrences within the City Centre were categorised as ‘Rowdy Nuisance’with the highest number of reported incidents occurring on Saturday, between 19:00 and 03:00.
• Cardiff South East shows the second highest proportion of ASB occurrences (22.7%).
• In relation to the high number of ASB incidents in Cardiff South East,55.8% occurred within the Adamsdown and Splott area of Cardiff.

Health

• The above comparison provides information on allcirculatorymortality (the mortality rate from death of a population in relation to circulatory problems), mortality cancer (the mortality rate from death of a population in relation to Cancer) and mortality respiratory (the mortality rate from death of a population in relation to respiratory problems). The rates shown are based on the European Age Standardised Rate (EASR) per 100,000, 2004 – 2008.
• It is clear from the above chart that Cardiff South East is showing a comparatively high number with regards to mortality caused by respiratory problems and also mortality caused by circulatory problems.
• The mortality rate for Cardiff South East stands at 274for circulatory diseases. This is significantly higher than the Cardiff rate of 198.
• This is also the case for all mortality respiratory where Cardiff South East is also showing a comparatively high rate (115). This figure is once again significantly higher than the Cardiff rate of 74.
• The neighbourhood with the highest proportion of all mortality cancer is Cardiff East which shows a rate of 229 in comparison with the Cardiff rate of 194.

Environment

• Of the 235 reported incidents on the Council database for February,the highest number of fly tipping reports58 (24.7%) were within City and Cardiff Southneighbourhood.
• Searches were completed from the South Wales Police database (Niche) in relation to fly tipping during February 2012, ten fly tipping incidentswere reported to the Police, three of which were reported within the Cardiff East area (equating to 30%).
• The neighbourhood that received the highest number of complaints as per the Cardiff Council database for February 2012 was Cardiff North.
• The ward with the most reported graffiti complaints in February was Trowbridge.However this may not necessarily mean that it has the most graffiti overall for Cardiff.
• Areas that are constantly targeted with graffiti have had anti coating paint applied, which helps stop graffiti sticking to the surface and washes off in the rain on most occasions.
• Murals have also been used as a graffiti deterrent in some areas of Cardiff.
• There have been 9 arrests of the most prolific offenders of graffiti in Cardiff, with many more people being arrested for more minor graffiti offences.
• In 2010 there were approximately 40 arrests relating to graffiti with the now disbanded Operation Grog (GROG) having a profound impact

Employment and Skills

Level 2 English and Maths achievers refers to the current number of students leaving school (aged 15/16) withapproximately equivalent to 5 A* to C Grades including English and Maths

• The above chart provides a snapshot of information relating to unemployment and young people (ages 16-18 years old) who are not in education, employment or training (NEET)for February 2012. Information has also been provided in relation to Key Stage 4, Level 2 (GCSE), English and Maths achievers aged 15/16 years old.

• The chart shows that Cardiff South East has the highest levels of unemployment inCardiff.Cardiff South Eastalso has the lowest overall percentage of Level 2 English/Maths achievers (4.2%) for Cardiff.
• The neighbourhood with the highest percentage of level 2 English /Maths achievers is Cardiff West withWhitchurchHigh School holding the highest percentage within this neighbourhood (27.3%)
• Similarly, Creigiau and St Fagans which are also in Cardiff West, show the lowest levels of unemployment (1.5%).
• Within Cardiff as a whole, LlanrumneyHigh School has the lowest percentage of L2 English/Maths achievers (12%).
• There are no figures for Level 2 English/Maths achievers within City and Cardiff South, due to there being no secondary schools within this neighbourhood.
• The neighbourhood showing the highest number of NEET (not in education employment or training)young people (age 16-18 years old) is Cardiff South West (22.7%).
• Cardiff North shows the second highest number of NEET (not in education employment or training) young people (age 16-18 years old)at 19.4%.
