BOARD OF DIRECTORS’ MEETING

MINUTES

Present: Vernon Presswood, Randy Schiamara, Rene Castilla, Mike Miller, John Neukom, Gerald Cochran, Ken Harvey, Maurice Stephens, and Connie Saxton

Absent: Jim Pool

I. CALL TO ORDER-OPEN SESSION – ADJOURN TO EXECUTIVE SESSION -

President Presswood opened the session and immediately adjourned to Executive

Session at 1:30 p.m.

II. EXECUTIVE SESSION – PROPERTY OWNER & LEGAL

III. CALL TO ORDER - OPEN SESSION – President Presswood reconvened open

meeting at 4:00 p.m.

IV. INVOCATION – Director Miller prayed over the meeting.

V. SUMMARY OF EXECUTIVE SESSION – President Presswood stated a property

owner talked with the Board. The Board also went over a contract for the future.

VI. APPROVAL OF AGENDA – Director Stephens motioned to approve the Agenda;

Director Cochran seconded the motion. All voted in favor.

VII. APPROVAL OF MINUTES FOR March 24, 2016 – Director Harvey motioned for

approval of the Minutes; Director Stephens seconded his motion. All voted in

favor.

VIII. NEW BUSINESS

A.  DISCUSSION & POSSIBLE ACTION – Property Owners Pumping Water from Lakes – Director Cochran stated it is still illegal (state law) to pump water out of the lakes. The water is for recreational purposes only without right of diversion. That means no one can pump water out of any lake for any purpose. If we get a report of any pumping, we will notify TCEQ to come out and talk with the offender. We also have the right to suspend the property owner’s privileges to use Hilltop’s amenities. Hopefully, the word will get out.

B.  DISCUSSION & POSSIBLE ACTION – Guest Pass Policy – Property owners need to be with their guests. This is a problem when property owners cannot be with their children and/or guests especially at the pool. Director Stephens made a motion to enforce the rules (property owners accompany their guests) or come up with an alternative. Director Harvey seconded the motion. A committee will be formed to discuss solutions and present these to the Board at the next meeting.

IX. COMMUNICATIONS

A. REPORTS

1. TREASURER’S REPORT – Director Castilla reported for March:

a. $7,331 income for trail fee account,

b. $209,266 income for March; $173,249 expenses,

c. $36,018 net income but have payables of $35,755 so really only

$263 cash flow.

2. ACC – Director Cochran reported for March:

a. Seventeen (17) active permits---

b. Four homes, 6 lot clearings, 3 storage buildings, 2 septic

systems, 1 water well, 1 fence.

c. Seven permits were issued; five were closed.

d. Seven violation letters were sent out.

3. LAKES REPORT-Director Cochran reported:

a. Will begin feeding fish next week.

b. Heard someone caught 100 crappie which is past the bag limits.

We have a Lake Marshall so please report any such abuse.

4. EMS/FIRE - President Presswood reported Hilltop Lakes Volunteer Fire

Department Ash Kickers participated in the Buffalo cook-off. Linda

Lovett Field and Janey Shannon placed in the pinto bean category.

Fire Department won the best hospitality team.

5. AIRPORT - No report except the gazebo is finished other than electricity.

6. GOLF COURSE-Director Schiamara reported for March:

a. Income from cart rentals of $3,620,

b. Merchandise $2,177, driving range $1,432, green fees $2,430,

vending $1,554, pavilion rental $40.

c. 1793 property owners played; 304 guests,

d. 129 non-property owners played as guests of free sections.

e. Trail fee collected in March was $7,875.

f. Pro Shop hours at this time are 7:30 a.m. – 6:00 p.m. Rental carts

have to be returned by 7:00. Driving range closes at 6:30 p.m.

g. Thank you to Curtis Donaho and Floyd Garrison for installing the

new floor in the men’s restroom at the Pro Shop.

h. 2016 cart stickers are now required on your golf carts. First one

costs $125; second golf cart sticker is $75.

i. Tournaments in April:

1. Nucor Relay brought in $1,578,

2. 2AA district brought in $356,

3. Kappa Alpha was $608,

4. Leon Project Graduation brought in $1,574,

5. Hilltop Lions Club was $1600.

j. Upcoming Tournaments:

1. April 29 & 30-Oaks Baptist Church-call the Pro Shop for

best time to play since this is a big group.

2. May 7-Buffalo Lions Club

3. May 21-MGA Play Day

4. May 23-Lady of the Lakes Tournament

k. Congratulations to the Normangee Golf Team winning state

second year in a row. Logan Young placed first in state and

Austin Aguirre placed third.

7. PATROL-Director Schiamara reported from January 15th - April 18th:

a. Vehicles driven total of 11,397 miles,

b. 185 traffic stops,

c. 146 warnings issued,

d. 67 citations,

e. 4 arrests,

f. 68 Sheriff Department calls, deputy self-calls 360,

g. 306 Hilltop calls, public assist calls 44.

h. There were 17 Sheriff calls off the Hill which included 16 assists

with Normangee, 7 vehicle accidents on Hwy 3, 6 calls on cows

out on Hwy 3,

i. 8 bank runs,

j. 9 ambulance runs,

k. 209 house checks from 32 requests.

8. STABLES-Al Hooper reported nothing has changed; there are still 20

horses with 10 owners. John Kirk, son of Tim and Dee Kirk, was

awarded his Eagle Scout. His project has been the most expensive,

more intensive project not only raising money to construct the stable

windows but then doing the construction and installation.

B. PRESIDENT’S REPORT-President Presswood reported:

1. We now have a refrigerator in the Community Center. He thanked John

Shockey for his donation towards that purchase.

2. Swimming pool will open May 27th if repairs continue to go smoothly. A

valve needs changing out and the pool company has been checking the

chemicals three times a week.

3. Wall was put up in the Teen Center so restrooms are available to

swimmers.

4. Vendors are needed for July 4th which actual events will be held July 2nd.

There will be fireworks.

5. Thanked men working on bathroom at the Pro Shop.

6. Annual picnic is scheduled for May 23rd at 6:00 p.m. at the Community

Center.

7. May 6th is Senior Games Day.

8. Congratulated Normangee Golf Team for their State Championship win!

X. MEMBERS TO BE HEARD

Herman Sullivan-Entrance looks good after trimming the trees.

Ella Bishir-Thanked the board especially Vernon for the answer concerning the

rental of the golf pavilion.

Linda Lovett: Who owns pavilion? It is on common ground.

Charlotte Waddill-When is the judging on the flower beds?

Jim Thornton-Thanked maintenance for taking care of brush pile.

XI. ADJOURN-Director Castilla motioned to adjourn; Director Stephens seconded his

motion. Meeting was adjourned at 4:45 p.m.
