Private Hire Vehicle Application

On 24th January 2018 the Council’s Licensing Committee approved revised Vehicle Testing Standards and from the 1st March 2018 all private hire and hackney carriage vehicles will be assessed against these standards.

All applicants that wish their vehicle to be licensed by Wakefield Council must make sure the vehicle meets the requirements set out in the Private Hire & Hackney Carriage Testing Standards.

You may wish to pay particular attention to the sections on Emissions and Age.Vehicles will now be required to meet Euro 6 for diesel vehicles, Euro 5 for petrol, and Euro 4 for petrol-electric hybrids. This means to be licensed, diesels will have to be registered after 1 September 2015; petrol after 1 January 2011; andpetrol-electric hybrids after 1 January 2006. If your vehicle falls outside of these dates but you think still meets Euro requirements then you must provide evidence to support this.

A copy of the standard can be found at and there will be hard copies available to reference at Wakefield One Customer Access Point and Newton Bar Testing Centre.

Gov.uk will be checked for valid Tax and MOT before any plate will be issued. If gov.uk shows no tax or MOT then you will be required to provide proof that you have tax or MOT the vehicle (e.g email from DVSA or receipt).

2. How we use your data:

The Licensing Office may need to collect the following information about you. The Licensing Officer has obtained your personal data from you to provide their service:

Name, address, date of birth, contact telephone number, email address, DBS information, Right to Work in the UK evidence, medical information, national insurance number, any offence and conviction details.

We use this information to process your application for a licence.

Should you decide not to provide any of the information we request from you we will not be able to process your application and a licence will not be granted or renewed.

3. What authority does the Council have to collect and use this information?

The information is processed under the Miscellaneous Provisions Act 1976.

4.How long will we keep your data?

We will keep your personal information collected for the purpose(s) detailed in section 2 for a period of 6 years after which time it will be deleted from our systems. Retention is 99 years for anyone who has had their licence revoked, refused or suspended. The reason for keeping information for this period of time is due to financial regulations.

You have a right of access to the personal information that the Council holds about you, and/or the right to be given a copy of the data undergoing processing.
