NEPALI LADY TRAVEL AGENT, MS.KAVITA (AGE 27 yrs) ARRESTED FOR HUMAN TRAFFICKING OF GIRLS TO KUWAIT ON THE BASIS OF

FORGED DOCUMENTS BY IGI AIRPORT POLICE

IGI Airport Police has arrested a Nepali lady travel agent, Ms.Kavita (age 27 yrs) r/o Nepal who used to send Nepali girls to gulf countries on forged Nepali passport.

On 19.8.2010, two complaints were received from the Immigration at IGIAirport with two girls suspected to be in possession of forged Nepali passport with substituted photographs. Accordingly, two criminal cases were registered at PS IGI Airport and the investigation was taken up by a team under the leadership of Inspr. SatpalGupta, SHO/IGI Airport, SI Devender Kaushik and W/HC Soshan.

The initial inputs during investigation revealed that the journey was facilitated by a Nepali travel agent Ms.Kavita who operates from some hideout in Outer Delhi area. On the basis of credible information, Kavita was apprehended by the police on 22.8.10. The police has also recovered several incriminating documents including forged nationality cum character authentication and progressive serial number stamp of Home Ministry, Govt. of Nepal from her possession. The detailed interrogation of Kavita also revealed that she herself had gone to Kuwait earlier and came in contact with an Event-cum-Placement Agency in Kuwait. She entered into an agreement with the Placement Agency for supplying young Nepali girls. On her return from Kuwait to India, she started luring innocent Nepali girls promising them job at Kuwait. Her modus operandi is to substitute the original photograph pasted on the original passport belonging to someone else with the photographs of a prospective passenger. She has been running this racket alongwith two other associates (who are on run) fromDelhi as well Nepal.

The initial questioning has revealed that in the instant cases, Kavita had charged Rs.50,000/- each from both the girls. She used to charge extra commission from the Placement Agency based in Kuwait. She has been staying on rented premises in the outer Delhi. She had studied up to Class-11th. She has been changing her hideouts quite frequently to avoid easy police detection. Both the victims are in the age group of 21-27 years. They are semi-literate and come from lower middle class family.

Further investigation of the case is in progress. She is being produced in ACMM Courts, Dwarka.

Whereas reports have been received that PanCigarette and aerated water-shops are kept open till late in the night and the same attract gathering of persons who cause annoyance to the neighborhood and indulge in quarrels having the potential of escalating into riotous situations and also disturb the public tranquility and endanger human life.

2.And whereas to prevent annoyance to public, human life and disturbance to public tranquility, it is necessary to take speedy measures to prevent the forming of such gatherings of persons in the late hours of the night.

3.Now, therefore, in exercise of the powers conferred upon me under Section – 144 CrPC, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s notification No.11036/1/2008-UTL dated 31.10.2008, I, N.S.Bundela, DCP/North-West District, Delhi do hereby make this written order, prohibiting Pan, Cigarette and aerated water shops being kept open after 1:00 AM in the jurisdiction of North West District, Delhi.

4.The order shall come into force with effect from 20.08.2010 and shall be effective for a period of 60 days up to 18.10.2010 (both days inclusive) unless withdrawn earlier.

5.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

6.As the notice cannot be served individually on all concerned, the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of the offices of all the DCsP, Addl.DCsP/ACsP, Tehsil offices of the Districts, all Police Stations concerned and the offices of the NDMC and MCD.

Whereas a large number of commercial places/shops have come up in Delhi which are popularly known as Cyber Cafe and a large number of people visit them to use the facilities available in such places including e-mail facility.

  1. And whereas it has come to notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions, and help in the terrorist activities directly affecting the security of the State.
  1. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the state and disturbance of public and tranquility.

Now, therefore, in exercise of the powers conferred upon me under Section – 144 CrPC, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s notification No. F-11036/1/2008-UTL dated 31.10.2008, I, N.S. Bundela, DCP/North West District, Delhi do hereby make this written order, for strict compliance by the owner of such Cyber Cafés in the entire jurisdiction of North-West District, Delhi:-

a Prohibiting the use of CyberCafé by unknown person and whose identity has not been established by the owner ofthe café.

b Maintaining a register for identity of the visitor/user.

CMake an entry in the handwriting of the visitor/usermentioning name, address, telephone No. and identity proof.

The visitor/user shall also sign. the register kept for this

purpose.

d The identity of the visitor / user shall be established

through Card, V. Card, R. Card, D. License, Passport and

Photo Credit Card (anyone of them).

e The users of cyber cafe are photographed on continuous basis

and a record of the same is maintained properly.

f Activity server log should be preserved in main server and

its record should be preserved for at least six months.

g If any activity of the visitor is of a suspicious nature, theowner of cyber café will immediately inform the P.S.and

h Record be maintained about the specific computer used by the

person.

4. The order shall come into force with effect from 21.08.2010 and shall be effective for a period of 60 days up to 19.10.2010 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

6. As the notice cannot be served individually on all concerned, the order is passed ex-parte. Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.

2.And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.

3.Now, therefore, I, N.S. Bundela, Deputy Commissioner of Police, North-West Distt., Delhi in exercise of the powers conferred upon me by Section 144 of Code of Criminal Procedure, 1973 by clause (b) of sub-Section (I) of the Section 70 of the Delhi Police Act, 1978 (34 of 1978) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. 11036/1/2008 UTL, dated 31.10.2008, do hereby order that no landlord/owner/person of any house/property which falls under the jurisdiction of area of Police Stations specified in the schedule appended to this order, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.

4.The order shall come into force with effect from 21.08.2010 and shall be effective for a period of 60 days up to 21.10.2010 (both days inclusive) unless withdrawn earlier.

a. prohibiting the use of CyberCafé by unknown person and whose identity has not been established by the owner of the Café.

b. maintaining a register for identity of the visitor/user,

c. make an entry in the handwriting of the visitor/user mentioning name, address, telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

d. the identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport and photo credit card (any one of them)

e. activity server log should be preserved in main server and its record should be preserved for at least six months.

f. if any activity of the visitor is of a suspicious nature the owner of Cyber Café will immediately inform the police station ; and

g. record be maintained about the specific computer used by the person.

h. It must be made obligatory on the CyberCafé owners to ensure that the users of CyberCafé are photographed on continuous basis and a record of the same is maintained properly.

5.This order shall come into force with effect from 23/08/2010 and shall remain in force for a period of 60 days i.e. upto 21/10/2010 (both days inclusive) unless withdrawn earlier.

6 Any person contravening this order shall be punishable under Section 188 of Indian Panel code.

TWO SNATCHERS ARRESTED
INTRODUCTION :
The police staff of PS Saraswati Vihar, North West District have
arrested two snatchers namely (1) Deepak, aged 22 years S/o Ramesh
R/o L-413, J J Colony Shakur Pur, Delhi and (2) One juvenile in
conflict with law on 22.08.10 while they had snatched Rs.500/- Cash &
one mobile phone from a labourer namely Mohd. Gulab S/o Mohd. Latif
R/o WZ-289, Vill Shakur Pur Delhi when he alongwith his friend Vipin
was moving in the Vasudha Enclave Park after taking meal at about 2
PM.
INVESTIGATION AND INTERROGATION :
During the course of investigation police have recovered Rs.500/- Cash
from the pocket of one of the accused Deepak who had been over powered
by the complainant on the spot itself after chasing him. The mobile
phone of the complainant was thrown by the accomplish of Deepak to of
their accomplishes waiting outside the park. That juvenile in conflict
with law also fled away from the spot from the clutches of Vipin but
he was finally apprehended at the instance of accused Deepak and on
the identity of complainant & witnesses. The remaining two
accomplishes are Rikky & Ashwani @ Ashu who are at large and likely to
be arrested very soon. Accordingly a case FIR No.323/10, U/S
356/379/34 IPC, Dated 22/08/10, was registered in PS. Saraswati Vihar.

1. Rs 500/-Cash.

ILLEGAL LIQOUR RECOVERED BEFORE FESTIVE SEASON , ONE PERSON ARRESTED
INTRODUCTION :
The police staff of PS Saraswati Vihar, North West Distt., has
arrested one bootlegger namely Dharmender Singh, aged 35 years s/o
Ram Sudhar Singh r/o T-6 Vishanu Garden IIIrd Floor Delhi while the
was transporting illegal liquor on a scooter. Total 242 quarters of
liquor were recovered from his possession.
INVESTIGATION & INTERROGATION :
During the intervening night of 22/23.8.10, Ct. Rajesh, PS Saraswati
Vihar was on night patrolling duty. During his patrolling in the area
he apprehended one person on a scooter carrying five cartoons at
backseat of the scooter. On suspicion, those cartoons were checked and
total 242 quarters of illegal liquor were recovered which were being
transported for the coming festive season. Accused Dharmender is
residing atVishnuGarden area. The Source of the liquor is being
verified. Accordingly a case FIR No.325/10, U/S 61/78 Excise
Act, Dated 22/08/10, was registered at PS. Saraswati Vihar.
RECOVERY :
1. Total 242 Quarters of illegal liquor.
2. One scooter used in the commission of crime.
