Project description

Established in 2013, British Council’s Punjab Education and English Language Initiative (PEELI) focuses on improving English language skills, teaching methodology and school leadership to support the CM Roadmap’s quality drive in education. PEELI uses a holistic approach towards teacher education by providing face-to-face training, online learning and self-access platforms based on world class teaching resources.By 2019, PEELI aims to enable more than 300,000 primary and middle school teachers to deliver high-quality activity-based, child-centered lessons to nearly 10 million children across Punjab.

The overall aim of this consultancy is work with the PEELI team to understand current practices of school leadership in Punjab, both within the public and private sector and identify ways in which education managers and head teachers can be empowered to support the implementation of English Medium Instruction (EMI) at the school level.

Role description:

We will need research personnel to provide the following services:

  1. Read all relevant contextual documentation provided by the PEELI team and become fully familiar with the project objectives and methodology
  1. Attend all required briefings and fully understand thescope of the research study
  1. Create a detailed research plan including research methodology, timelines and budget
  1. Develop research tools in collaboration with PEELI team
  1. Carry out fieldwork as required and ensure collection of accurate and objective data
  1. Timely submission of collated dataand reports according to standards and deadlines set by PEELI team

Qualifications and experience required:

Expressions of interest are invited from consultancy groups with research personnel that meet the following criteria:

  • Two years’ full-time experience of conducting research within the education sector (essential)
  • Two years’ full-time experience of collating data and report writing (essential)
  • Knowledge of the Pakistani government education system (essential)
  • Experience of conducting large-scale research projects in Pakistan (desirable)
  • Bachelors’ degrees or equivalent in public administration or a relevant field (desirable)

The expression of interest should include the following:

  • Organisational profile
  • A short statement (maximum 500 words) describing your approach and methodology to the consultancy
  • Up-to-date CVs of consultants
  • A daily fee for desk-based work and in-country field work
  • Availability of research personnel 1September 2016 to 31 March 2017
