Discussion Topic / Action Items
Campus Background
The College has a current enrollment of approximately 40,000 students
There is a current payroll of approximately 800 full-time employees.
Bond money will be utilized by the Mt. SAC District Board of Trustees to aid in the funding of a $221 million expansion for the College. / Jeff Holstein, Director of Facilities Management, will be contacted by Kimley-Horn regarding details of the campus Master Plan.
The expansion, which will include a new sports complex, is estimated to increase enrollment capacity to approximately 60,000 students. This expansion is not expected to occur until about the year 2015, therefore, it will not be considered in the conceptual design of the PVITS project.
The expansion will include a new on-site signage program, including site maps at strategic locations with lighting.
The campus has not considered any change or addition to the current limited number of off-site directional signs.
One electronic message sign exists on the northeast corner of Grand Avenue & Temple Avenue / Amar Road.
Traffic Issues
Commencement ceremonies draw an attendance of 8,000 to 9,000 each year in May.
The college stadium (Hillmer Lodge Stadium) has a capacity of approximately 18,000 people. It lies on the south side of Temple Avenue, on the east side of the campus extents.
The stadium is linked to parking lots that lie on the north side of Temple Avenue via an underground pedestrian tunnel.
Traffic impacts on Grand and Temple Avenues are significant during the morning peak and lunchtime hour. The first two weeks of classes for both semesters - middle of August for Fall semester and middle of January for Spring semester - create significant traffic impacts.
The northbound right turn from Grand Avenue onto eastbound Temple Avenue creates large traffic queues on Grand Avenue during the peak morning hour. A bike lane striped within the roadway is sometimes at conflict with the high right-turn volumes.
Southbound traffic queues on Grand Avenue, heading towards Temple Avenue, can be significant, but traffic has options to enter campus at two other locations before Temple Avenue.
Traffic Management
The Dorothy Clark Theatre, on the west side of campus, has two theaters that provide approximately 400 seats each. The facility is shared with the City of Walnut. Overall, the facility generates few significant traffic impacts.
The largest on-campus event is the Mt. SAC track and field relays event, which draws competitors and visitors from throughout California. This occurs annually during one weekend (Friday through Sunday) in April.
During a major on-campus event, the Public Safety Department of the College will assign 3-4 security officers and 4-5 parking employees to manage traffic flow and parking supply.
Off-duty Los Angeles County Sheriffs, and the Gormax private security firm, are often utilized to help supplement College Public Safety staff during large events.
All signals that front the campus on Temple and Grand Avenues are maintained by Los Angeles County for the City of Walnut.
The signal at Temple Avenue & Bonita Avenue (near the east side of campus) is manually controlled via the controller computer by County Sheriff personnel. The southbound queue from the campus parking lots usually requires extra green time.
Transit / Shuttle Issues
The College and the City of Walnut have invested in new transit shelters on both Grand Avenue and Temple Avenue, at stops near their intersection point.
The City of Walnut has proposed a shuttle service from campus grounds to the commercial centers to the west of campus (at the northwest corner of Grand Avenue & Temple Avenue / Amar Road, and along the north side of Amar Road, further west of this intersection).
A disabled student transportation program for the college has four designated stops on campus, but no public transit carriers come on-site to serve the campus.
Stakeholder Objectives
The campus would like to see a solution for the conflict between northbound right turns and northbound bike movements at the Grand Avenue & Temple Avenue / Amar Road intersection.
