Zoning Commission Members Present: Carlos Nieves, Len Hall, Jerry Jacobs, Freeman

Miller, Robert Hershberger and Jan Helt, Secretary

Not Present: James Vaughn

The meeting was called to order at 7:00 PM by Len Hall.

A motion was made by Len Halland seconded by Carlos Nieves to approve the minutes of the January 24, 2017 meeting. The motion passed unanimously.

Everyone welcomed our new members Freeman Miller and Robert Hershberger to our Zoning Commission.

First Item on agenda:

Lemon Chello Amendment:

Len Hall made a motion and Carlos Nieves seconded the motion to remove Lemon Chello Amendment from our agenda. Dave Dietrich has recommended that Ms. Ross should request a Conditional Use Variance from the Board of Zoning Appeals. Ms. Ross has decided to go to the BZA for a Conditional Use Variance.

Massage Therapy:

Mr. Hall explained to our new members the process for the Massage Therapy Amendment we have on our agenda right now. We are adding this Amendment to our Zoning Resolutions and our Home Occupations. Parkman Township Zoning Commission will now summit our recommendation on this Amendment, and recommendations of our County Planning Commission to our Parkman Township Board of Trustees.

Mr. Hall moved the adoption of the following Motion:

That the Parkman Township Zoning Commission, recommend the approval of the proposed Amendment to the Parkman Township Zoning Resolution. Mr. Nieves seconded the motion and the roll call being called the vote of the Parkman Township Zoning Commission was as follows:

Len Hall – YES, Jerry Jacobs – YES, and Carlos Nieves –Yes.

Next on the agenda “Agritourism” information sent to us by Dave Dietrich. “Agritourism” falls under the general exemption in any zoning district. Townships may elect to regulate Agritourism as far as Size of structure, Setback building lines, Egress and ingress, and size of parking lot. With some discussion it was decided that it is not something that is a concern at this time in Parkman Township. Mr. Hall stated we would have further discussion on “ Agritourism” next month.

Next of the agenda is medical marijuana. Dave Dietrich also sent information onrules and regulation suggestions for Medical marijuana. .Ms. Helt showed everyone a letter she received

from a group recommending we proceed with a resolution against allowing growing marijuana in our community.

It was suggested that we check with Russell Township who have already implemented Medical marijuana resolutions in their township and get a copy of theirs. Ms. Helt stated she would check into and bring info to out March meeting. The fact was discussed that medical marijuana is being used for certain illnesses like Parkinson’s disease and for children who have seizures.

The committee will next meet on Tuesday, March 28, 2017 at 7:00 PM. The agenda for the meeting includes:

Mr. Nieves made a motion to adjourn the meeting at 8:30 PM. Mr. Hall seconded the motion. All were in favor.
