15/017OPEN MEETING.

Four residents attended. One resident asked whether Council had made a decision on Parish Council meeting dates being advertised in the Banbury Guardian. The resident was informed that this would be dealt with as soon as possible.

15/018.1 Applications

S/2014/2481/FUL – 42 & 44 The Avenue

Two storey extension to side/rear of 42 and garage, first floor extension to 44.

Councillors had no comments to make provided there were no issues raised by neighbours.

2015/06

S/2014/2408/FUL - TE Car Park High Street

3 terraced houses and associated parking – Old Red Lion Car Park

Councillors had no objections to the application. Cllrs also felt the revised drawing to be submitted incorporating a minor amendment to the current application realigning the boundary and detailing additional landscaping and removal of 3 elder trees would improve the visual aspect at this location.

15/019WW1 Memorial – Update – Cllr. C. Stacey

Cllr. C. Stacey had no updates at this time other than a further meeting would take place on 27th January 2015.

15/020Future Portfolios – Update– Cllr. A. Youel

Councillor Youel asked all Councillors to prepare a brief update on their specific Portfolios, providing details on activities and contribution to the effective operation of the Parish Council. Councillors were asked to forward their written report to the office ready for the next full meeting on Monday the 2nd February 2015.

15/021Security – Amba Defence Solutions - Cllr. C. Stacey/Clerk

  • Installation, Maintenance, Monitoring, Costs

A proposal from Amba Defence Solutions had been sent to all Councillors to review. To comply with our Standing Orders, it was agreed two further quotes should be sought. The Clerk was asked to enquire whether the initial costs submitted could be reviewed as on-going costs would appear to be high.

Cllr. Youel asked Cllr. Stacey if she would follow through with other companies and said he would send details of local companies to her.

15/022New Homes Bonus –Clerk

The Grants panel would be reviewing the four application submitted and successful applicants would be notified. The Clerk suggested funding could be sought for new seating at Astrop Road Play Area and the Cemetery. In addition, new play equipment for both play areas could be incorporated in the application. Cllrs. agreed that the Clerk could action when appropriate.

15/023ICC Report

  • Help at Hand - Grant request from Precept for year 2015/16

It was agreed that the insurance premium would be viewed favourably, on the assumption that there were no significant increases. It was agreed to contact Chenderit to see if they could assist.

2015/09

15/024Covenant Meeting – Remembrance Day

Cllr. Stacey had attended the meeting on 13th January and reported the outcome of the meeting on whether a Committee should be formed. It was felt that if the Parish Council/Clerk felt it necessary to involve a Committee then the Covenant Team would offer assistance. However, they felt the present pattern was established through consultation with representatives of various church and secular organisations in the village and is only held in All Saints church as being the largest community venue. Following lengthy discussion at the previous meeting in October, the Covenant Team felt that Remembrance was an all faiths occasion and the Team should not take on overall responsibility for the organisation. This topic would be discussed and reviewed again at a further meeting of the Parish Council.

15/025Cheney Chatter – Future Management

The Clerk said she had received an email from a resident outlining his concerns as he had heard the Parish Council would no longer be producing the leaflet and it would only be on the website. The resident had questioned whether it was due to printing costs. Further discussion is needed on how matters can be taken forward. Cllrs. to consider options/suggestions for the next meeting. Note to be placed on the websiteasking whether anyone interested.

15/026Clerk/RFO Report

  • VAT - Reclaim application

The Vat claim for the last quarter had been submitted - £608.01

  • Notification to residents regarding Council Tax/Precept 2015/16

A second draft had been sent to all Cllrs. The Clerk was asked whether it could be reviewed again and possibly shortened although Cllrs. preferred the new content.

  • South Northants Brackley Safer Community Team/Police – Update

There had only been 3 incidents during the month.

  • WW2 – Relics from the era

The information given to the Clerk regarding activities during WW2 had been relayed to the police and also to the Army. As no specific date could be given and the Army had no records this item needs to be closed.

2015/10

  • Parish Elections 2015

The Clerk will issue notes regarding the process.

  • Housing needs survey/Strategic Housing Plans

SNC had received a good response to the website entry for applications regarding affordable homes on the David Wilson site due to be ready for occupation mid-March.

  • Kings Stile – Update

Details are with contractors who will notify Bovis as soon as possible.

  • Parish Assets – Update

These have been reviewed/updated and amended. Internal/External Auditors will need to be informed at Year End and advice sought.

  • Street naming – Road off Millers Way – Update

A request has been sent to District Councillors asking their views on the suggested name.

  • E-on – Western Power – Unmetered inventory

2 posts need to be repaired at a cost of £750 + VAT. The unmetered inventory would be sent to E-on for their help.

  • Missing Sign – Astrop Road

Cllr. Jerrams Coughtrey would investigate and report back to the Clerk. It was felt there was a sign there.

  • Elite Motor Homes

Highways are in the process of handling the request made by Elite for a sign directing traffic to them and not through the village.

  • All Saints Church

A request had been sent regarding the church wall as 2 stones had fallen out. The Parish Council waiting to hear from the PCC regarding responsibility for maintenance.

  • Stanwell Lea Road Sign

This would be replaced in a couple of weeks. The sign had come out when the hedge had been taken down.

2015/11

  • Banbury Memorials

A request had been sent to the office asking the Parish Council to allow a memorial stone to be produced that did not comply with our regulations. They have been asked to let their customers know that the rules cannot be withdrawn.

  • Playbus Request

Although we had not been able to fund this organisation last year they had asked if there were funds available this year. Cllrs. asked the Clerk to write and suggest they could submit an application for funding from the Precept but this would not indicate that a favourable response would be received.

  • Cemetery – Burial Records

The office had received a request for the burial records to be copied and sent to the Archivist. The Clerk said she would look into the legal issues as burial records contained personal information that would/could come under Data Protection. The Clerk’s preference would be for the Archivist to send in her requests to be handled by the office or alternatively visit the office where the details are held.
