GENERAL INFORMATION AND APPLICATION FORM

Mission: The National Latino AIDS Action Network (NLAAN) mobilizes, educates, and advocates on national, state and local levels in collaboration with Latino-serving organizations and communities to prevent HIV infection, increase access to care and treatment, and inform research efforts that address the needs of diverse Latino communities.

Vision: NLAAN seeks a coordinated, culturally relevant andeffective public health response to the Latino HIV/AIDS epidemic.

NLAAN Leadership Committee Overview: The governing body of NLAAN is known as the Leadership Committee (LC). The LC is responsible for the ongoing development, implementation, and evaluation of NLAAN programmatic and advocacy efforts.

The LC is composed of representatives of organizations and independent individuals. Diversity will be achieved through encouraging the election of broad-based representation from a variety of organizations (e.g., state and local health departments, and private, nonprofit, advocacy, and research organizations) and focus areas/populations (e.g., sexual orientation, gender identity, people living with HIV/AIDS, population served, geographic, socio-economic, health disparities).

The LC is comprised of up to twenty-one individuals. Vacant seats for the 2011-2013 LC elections are bolded and blue.

The LC reserves 10 seats for representation from each of the ten regions of the United States Department of Health and Human Services (HHS). Currently these eight seats are open for two-year terms (2011-2013)and the LC is looking for applicants from these regions.

    Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin
  • One seat for Region 6 - Dallas– Currently this seat is not available

Eight seats are reserved for jurisdictions with the highest cumulative AIDS diagnoses rates.* There are fourjurisdictions currently eligible for inclusion in the 2011-2013 NLAAN LC elections. The eligible jurisdictions are bolded and blue.

One LC seat is appointed to the Past Chair of NLAAN for a one-year seat to serve in an ex officio capacity for the purpose of continuity and communication, unless the outgoing chair is elected to a regular seat on the Leadership Committee;

Two permanent LC seats are reserved for BIENESTAR and the Latino Commission on AIDS by virtue of being the two founding organizations of NLAAN.

Term of Office for the Leadership Committee: The elected LC members will serve two–year terms, which may be renewed if membership requirements continue to be met and if reelected by the NLAAN membership. No Leadership Committee member may hold the same post for more than three consecutive terms (a total of six consecutive years).

Roles and Responsibilities for the Leadership Committee: Each LC member shall attend all regularly scheduled meetings (i.e., teleconference calls, webinars or in-person). LC members are responsible for demonstrating commitment to NLAAN’s mission and vision.

LC members shall work to:

  • Secure and administer the necessary human, material and financial resources needed to develop and sustain NLAAN;
  • Develop and monitor NLAAN’s priorities and activities, adhering to the mission and vision;
  • Provide leadership and policy direction for NLAAN;
  • Participate in 80 percent of NLAAN meetings and activities;
  • Serve on one or more NLAAN Work Groups;
  • Represent and communicate established NLAAN priorities and recommendations at local, state and national meetings;
  • Review and approve all NLAAN Work Group recommendations; and
  • Review, periodically, the NLAAN bylaws and ensure compliance.

No Leadership Committee member shall be compensated for serving on this committee.

Eligibility to Serve on NLAAN Leadership Committee: General NLAAN members with at least three months of active NLAAN membership are eligible to apply and run for the LC. Active membership is defined as having been involved in NLAAN LC or Work Groups or having participated in any of the 2011 Webinars or NLAAN events. Organizational/institutional representation on the LC is limited to one (1) individual at any given time. The sole individual who receives the highest number of votes in representation of an organization/agency will be eligible for election.

To Apply for the 2011-2013 Leadership Committee Elections: Submit the attached NLAAN Leadership Committee Application and include your bio (limited to 250 words or less) via e-mail by September 30th (5 pm EST) to the NLAAN Nominations and Election Committeeat . Applications and bios will be available for review and voting online from October 6th 2011 (10 am PST/1pm EST) until October 12th 2011 (3 pm PST/5pm EST) by NLAAN eligible members and elected winners will be announced on our website on October 14th, 20011 (1pm PST/4pm EST).

Voting:. The Nominations and Elections Committee shall review all the nominees and prepare a slate of candidates for each of the regions to be filled.Names of all those who wish to serve shall be placed on the ballot for positions on the Leadership Committee. A ballot shall be made available NLAAN General Members in good standing. All NLAAN General Members in good standing are entitled to one vote for each of the vacant seats. All voting for the NLAAN Leadership Committee election will occur online. Voting instruction will be released on October 6th2011when candidate applications and bios become available to review online

Note: Eligible Voters are casting their ballots across state and regional boundaries as NLAAN is a national entity and membership is electing leadership for a national network.

Leadership Committee members are elected by a majority vote of the NLAAN membership. In the case of a tie, a runoff election will be held between the eligible candidates who tied with the highest number of votes. The Nominations and Elections Committee will certify the results of the election to the Officers.
