NOTICE OF RACE

1.RULES

1.1.This regatta will be governed by theRacing Rules of Sailing and US Sailing Prescriptions[BS1], except as modified by this NOR, the ISSA Procedural Rules, the Laser Class Rules, this NOR, and the Sailing Instructions.

1.2.US SAILING Prescriptions to RRS 60, 63.2 and 63.4 shall not apply.

1.3.Under rule 70.5(a), there shall be no appeal of the decision of a protest or request for redress. However, a decision following a hearing under rule 69.1(a) may be appealed.

1.4.In case of conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will prevail. This changes RRS 63.7.

2.ELIGIBILITY

2.1.All competitors must be members of their high school sailing team and currently eligible to participate in high school sports based on their high school’s regulations.

2.2.Teams shall be members of ISSA, currently registered with dues paid to NWISA for 2016-2017 school year, with dues paid.

2.3.No student below the level of 9th grade shall be eligible to compete in the Radial or Full rig fleets.

2.4.Competitors must be accompanied by a designated adult team leader/chaperone, who may be an advisor, coach or a parent recognized by the school.

3.BOATS AND PRIZES

3.1.All sailors must bring their own class legal Laser with Full, Radial or 4.7 Rig and all related equipment. There will be no boat rotations.

3.2.Entrants must declare their fleet, Full, Radial or 4.7 Rig, with their registration and may not change fleets after 1000 on Saturday, the 5th of September 3rd.

3.3.3.2.Prizes will be awarded to the top three finishers in Full, Radial and 4.7 Rig. .

3.4.The top eligible finisher in the Full and Radial Rig divisions shall qualify to represent NWISA at the ISSA High School Singlehanded Championship for the 2017 Cressy Trophy October 28-30, 2016 at Sea Scout Base Galveston, Texas.

4.REGISTRATION– Competitors may register in advance by completing the online registration available at ( Competitors that who intend to participate but are unable to register online are encouraged to notify the Regatta Chairman of their intentions in order for proper arrangements to be made.

5.ENTRY FEES– The entry fee is $35.00 per sailor, which includes dinner Saturday night. - There is NO entry fee for this event. A food truck will be onsite each day for sailors, coaches and parents to purchase lunches. Otherwise pack your own. Lite snacks and refreshments will be provided after racing each day.

7.RACING AREA– Racing will take place on the Columbia River to the east ofadjacent to the Cascade Locks MarinaMarine Park. Spectators will be able to view racing from the public beach. Lake Washington.

8.COACHING– Race Committee may designate an area where on the water coaching may take place, provided at least one coach from each team has equal access to the area, which may be a boat or float.Coaching can be done from the SSP pier. No coaches shall go on the water during the regatta unless approved by the Regatta Organizer.When a coach is also acting as a member of the race committee, contact with a competitor shall also be limited to a designated area; otherwise that coach shall be allowed to perform duties necessary in running the regatta.

9.SAFETY

Boats shall not impede the passage of commercial vessels and shall comply with the U.S. Inland Navigation Rules Act of 1980. Boats that fail to comply promptly with signals from a committee boat to alter course, or that receive a 5-blast warning (5 short sounds) from a commercial vessel, will be subject to protest and possible disqualification.

9.1.All competitors shall wear, while on the water, other than brief periods while adding or removing clothing, aUS Coast Guard or Canadian approved life jacket.

9.2.A boat retiring from a race shall attempt to notify a race committee vessel before leaving the course or, when that is not possible, a race official, immediately after arriving on shore.

10.HOUSING–Camping will be available for all sailors, coaches and family at the far west end of the park next to the Port Community Building. The rate will be $10 per tent, per night payable to the Port of Cascade Locks at the campground kiosk. Please be aware that campgrounds are in close proximity to active train lines. Additional housing is available at a number of hotels and campgrounds in Cascade Locks. For more information on nearby accommodations, please see housing will be available for High School Sailors at SSP or in Magnuson Park. Limited housing will be available with local sailing families.

11.RISK, DISCLAIMER OF LIABILITY, PERSONAL CONDUCT

11.1.Competitors participate in the regatta at their own risk. See Rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

11.2.Competitors shall accept full responsibility for all their actions during any activity related to this event. This includes on-shore activities before, during, and after the regatta.

Competitors are expected to abide by the Marine Park Rules as stated in Attachment C.

11.12.IMPORTANT NOTICE– No competitor shall use, either on or off the water, marijuana or any other controlled substance, as defined in 21 U.S. Code 802, the possession of which is unlawful under U.S. Code 841, or alcoholic beverages (distilled spirits, wine, and beer, each as defined in Chapter 51 of the U.S. Internal Revenue Code and intended for beverage use). An alleged breach of this procedural rule shall not be grounds for a protest. However, when a report is received from any source alleging such a breach a protest committee consisting of the regatta chairperson, a member of the ISSA Board of Directors, and the chairperson of the protest committee, shall follow the process described in RRS 69.1. If a hearing under RRS 69.1 is held, a competitor found to have breached this procedural rule shall be excluded from the remaining races of the series and, where practical, be removed from the regatta venues and sent home. Additional penalties consistent with RRS 69.1(b) may be imposed on the competitor or the competitor’s team. This regulation is in effect during the entire event from the date and time of arrival through the date and time of departure from the regatta site.

Welcome to Cascade Locks Marine Park. This is a public facility that CGRA shares with other visitors, so please be courteous and respectful to other park and beach users. Also, please obey all posted signs and regulations. By following these guidelines you will help to ensure that we may continue to hold regattas at the Marine Park.

Parking

Park only in designated (striped) parking spots in the beach parking lot.

Do not park in spaces marked for marina patrons.

Do not park in the area marked for boat trailers.

Do not park on either side of the access road leading to the beach.

Do not park in the parking lot adjacent to the Visitor Center. This is exclusively for use by patrons of the Sternwheeler Cruises.

Do not block aisles or access ways with cars, boats, trailers or gear.

RVs and campers are not allowed to park in the beach parking without a special permit.

Overflow parking will be available in area A (see map) if beach parking lot is full. Please see the race management office or notice board.

Trailer Parking

Trailers must be parked in the designated area only (Area A on map).

Trailers may not be left in automobile parking spaces.

Overflow trailer parking will be available if trailer area is full. Please see the race management office or notice board.

Boats may be left in the moorage pen only with the permission of the CGRA facilities manager. See the regatta office for more information.

Trailer fee of $5/day can be paid either at the Port office (see map) or upon event check in at CGRA office. Trailer tag must be affixed to the trailer.

Camping

On most weekends camping is available at the Marine Park. Check in with camp host to get a camping spot. Campground pricing is as follows:

Sites 1-12: $28/night (hookups)

Sites 13-16: $18/night (2 tents per site)

Reservations are accepted for campground only.

Overflow camping area is for sailing events only (no reservations). Fee: $12/tent.

Camping must be in designated areas only. No camping in parking lots or beach area.

No campfires.

Showers/restrooms are open to public. Restrooms are located in three areas:

Boat Launch area

Marine Park (middle)

Campground (with showers)

Trash receptacles are provided for garbage.

RV dump station is located in the campground.

Miscellaneous

Please keep personal gear and boat equipment together, out of the way and safe at all times. CGRA and the Port of Cascade Locks are not responsible for lost or stolen items.

Bins are available for secure, overnight storage in the CGRA container.

Pick up all trash.

Do not prop open the gate to the Marina.

Park hours: No person shall remain in the Port Marine Park between the hours of 10 pm- and ½ hour before sunrise unless the person is a camper in an authorized Port campsite.

Unauthorized vehicles, trailers, or boats left unattended are left at their own risk and may be subject to towing and/or a fine.
