BE IT REMEMBERED THAT on the 19ththday of August, 2010, there was begun and held a meeting of the Nueces County Juvenile Board at 12:00 p.m. in the Fourth Floor Conference Room at the Nueces County Courthouse of Corpus Christi, Texas, wherein the following members were present:

I.Call to Order
Judge Shamsie, Juvenile Board Chair, called the meeting to order at 12:13p.m.
II.Approve Minutes of Nueces County Juvenile Board meeting of July 15, 2010
Judge Longoria made a motion to approve the minutes of the July 15, 2010 meeting. Judge Watts seconded the motion. All were in favor, motion carries.
III.Director’s Report
Caseload Supervision: For the month of July434 cases were supervised. Of his number, 205 were Court ordered, and 229 were deferred with averages of 50 cases for Court, 24 for Field, 12 for ISP and 40 for Deferred Prosecution.
Referrals for June: There were 176 referrals processed by the department in July. Of that number 72 were formal referrals.
Diversion Services: Prevention calls and visits included the type of activity that is handled on a monthly basis.
MAP: The Make Amends Program has been working on various landscape projects throughout the summer and will resume graffiti cover up once again.
Detention: The average daily population for July was 15 and the average length of stay was 10. There was one restraint in July and one report to the abuse and neglect department at TJPC by way of an escape. A child escaped from the court room but was discovered in the neighborhood across Ayers Street and returned to the facility.
Boot Camp: There were two admissions for July, for a total population of 25. There were 13 restraints for the month of Julywhich is a very high number but involved two individuals with six restraints each. Both those individuals have been unsuccessfully discharged from the program. There was one allegation of abuse/neglect for the month of July. One female reported that she was grabbed too tightly around the middle and was thrown to the ground. Video showed that the girl resisted violently with both staff and the child falling to the ground. This accusation was unfounded by our investigation.
JJAEP: School starts next week.
Vacant Positions and New Hires: There are currently two vacancies in boot camp, one in detention and three in probation.
Department Initiatives: Mr. Flores advised that the gym has been completed as to the insulation.
Mr. Flores advised that Charly Skaggs, former Chief Probation Officer of Williamson County, has contracted with TJPC to provide independent assessments for facilities. He recently visited our department where he took surveys from all staff and all juveniles in the facilities at the time. We look forward to his feedback so as to make ongoing improvements.
IV.Approve Modification of Performance Bond Requirement for RFP #2808-09 – Meal Service – Juvenile Detention
After a discussion concerning the performance bond requirement for meal services , Judge Watts made a motion to approve changes in RFP #2808-09 to state that the current contractor shall furnish a Performance Bond and a Payment Bond, as required by law, each in the amount of $15,000 and each in the form promulgated by Nueces County, for one (1) year to be renewed each year of the existing contract, at the discretion of the Nueces County Juvenile Board. Judge Greenwell seconded the motion. All were in favor, motion carries.
V.Approve or Reject Recommendation of Service Provider for Multisystemic Therapy (MSD) Services (RFP #2855-10)
Mr. Flores advised that the currently two-year contract for our MST services expires at the end of the month. On August 4th the department received proposals from the RFP for both MST services for our kids in the community and aftercare services for our kids in placement. The current provider, Liberty Resources, scored on top and was also the lowest bid. Judge Galvan made a motion to approve the recommendation made by the evaluation committee to award the RFP 2855-10 to Liberty Resources, Inc. for Family Preservation Program Services (MST). Judge Watts seconded the motion. All were in favor, motion carries.
VI.Approve Contract for Liberty Resources, Inc. to provide Multisystemic Therapy services.
Judge Ramos made a motion to authorize the Juvenile Board Chair to execute the contract upon completion. Judge Watts seconded the motion. All were in favor, motion carries.
VII.Approve Amendment Eight to the State Financial Assistance Contract 2010-2011 Biennium
Mr. Flores explained that the Nueces County Juvenile Department is one of three counties chosen in the state to receive money for a two-year pilot to administer evidenced based assessments. This is basically validated online risk/needs assessment which is linked to a case planning system. The system is able to analyze individual and aggregate data and productively measure outcomes. The department will receive $160,000 for the two year period. These dollars need to be encumbered by the end of the month due to the fact that they are monies from current state fiscal year. After the two year pilot, it is estimated to cost approximately $16,000 a year to maintain. Judge Watts made a motion to formally authorize and approve execution of Amendment Number Eight to the State Financial Assistance Contract for the 2010-2011 Biennium with the Texas Juvenile Probation Commission. Judge Hasette seconded the motion. All were in favor, motion carries.
VIII.Approve Contract for Assessments.com (ADC) for assessment services.
Mr. Flores explained that as previously stated, the $160,000 from the State Financial Assistance Contract needs to be encumbered by the end of the month due to the fact that they are monies from current state fiscal year. Judge Watts made a motion to approve the Nueces County Juvenile Probation Department to enter in to a contract with Assessments.com (ADC). Judge Hasette seconded the motion. All were in favor, motion carries.
IX.Public Comment
There was no public comment.
X.Executive Session in Accordance with the Authority of the Government Code, Vernon’s Texas Codes, Sections 551.071, 551.074, 551.0745 and Other Sections Regarding Personnel and Other Matters
The Juvenile Board went into Executive Session at 12:35 p.m. The Juvenile Board returned to open meeting at 1:11 p.m.
The meeting adjourned at 1:13 p.m.
