As many as 20 police Medals i.e. 03 President’s Police Medal for Distinguished Service and 17 Police Medal for Meritorious Service have been awarded to the officers and men of Delhi Police on the eve of Republic Day 2014. Shri Sandeep Goel, Jt.CP/Central Range, Shri Tajender Singh Luthra, Jt.CP/South-Western Range and Shri Priya Mitra Kaushik, ACP/C&T/PHQ have been awarded President’s Police Medal for Distinguished Service. WhileShri. Atul Katiyar, Additional Commissioner/Armed Forces, Shri Sanjay Kumar, Additional Commissioner/Outer Distt. Shri Sheel Nidhi, ACP/Spl.Cell,Inspr. Ravinder Soni(Technical Traffic), SI (Exe) Sube Singh and ASI (Dvr.) Ram Karan are among those who have been awarded Police Medal for Meritorious Service.

PRESIDENT’S POLICE MEDAL FOR DISTINGUISHED SERVICE

Shri Sandeep Goel,Jt. CP:Shri Sandeep Goel, a 1989 batch AGMU Cadre officer who and served in Chandigarh in the days of Sikh-terrorism as Assistant Superintendent of Police. He is presently Jt.CP/Central Range, Delhi. After completing his hard posting tenure at Mizoram where he served in surcharged atmosphere of the tribal issues and local problems of the hill area people. In Delhi, as DCP, he headed the North-West and North districts. Shri Sandeep Goel went on deputation with the Intelligence Bureau for five years where he handled the challenging assignments of Immigration Control and North-East Insurgency. During this tenure, he got the Police Medal for Meritorious Service in 2007. In Delhi, during the Commonwealth Games, 2010, he handled the Licensing Branch and his contribution in the preparations of the mega event were appreciated in ensuring timely compliance of various safety/security requirements onthe same venues.

During his tenure as Jt. CP/Crime, he handled number of highly sensitive cases with great ability and supervised operations for the arrest of desperate criminals. As Joint CP/EOW large number of Cheats and Economic offenders were arrested before his present posting as Jt.CP/Central Range detections were made.

Shri Tajender Singh Luthra, Jt.CP: Sh. Tajender Singh Luthra, a 1990 batch AGMU Cadre officer, is currently Jt. CP/South-Western Range joined Delhi Police. After completion of training, he was posted as ACP/Chanakya Puri and later served as SP/Pondicherry where he hadan opportunity to be part of the security scheme of the President of India, Vice-President of India, Prime Minister of India and other VVIPs. In Arunachal Pradesh he played commendable role regarding law enforcement, crime investigation, collection of intelligence, general financial and personnel administration.

As DCP/ Crime from the year 2004 to 2006 he was assigned the responsibility of supervision and guidance of the investigation of bizarre and sensational crimes busting organized, financial and cyber crimes haunting national capital. He had successfully supervised the administrative affairs and law and order situation and monitored the investigation of cases effectively as DIGP/Daman Diu & Dadar & Nagar Haveli, during the year 2007 to 2009. As Joint CP/ Special Branch from 2011 to 2012 he successfully handled all intelligence matters. He had awarded Police Medal for Meritorious Service on the occasion of Independence Day, 2007.

He has also written many cogent and meaningful articles and essays on professional issues of security, elections, investigations and law and order which have been published in reputed national dailies and journals.

As Joint CP,he is successfully maintaining law and order, monitoring of investigation and maintaining communal harmony and tranquility in the National Capital.

Sh. Priya Mitra Kaushik, ACP: The officer was enlisted in Delhi Police as Sub Inspr. (Executive)
in 1980 and was posted in Police Control Room where his performance remained outstanding particularly during 1984 riots. From 1985 to 1989 during his posting in Traffic Unit he was adjudged Best Zonal Officer of the year by Automobile Association of Upper India and was rewarded by the then L.G, Delhi.
He was also deputed for U.N. Mission in Bosnia and Herzegovina in 1996 where he was decorated with U.N Medal for excellent performance. On his return from U.N assignment he was chosen as Staff Officer to the Joint Commissioner. He was awarded with Police Medal for Meritorious Services in Jan, 2006. His performance remained outstanding particularly during Common Wealth Games as well as in coordinating the Security arrangements during the
visits of various foreign dignitaries viz. US and China. After promotion
to DANIPS in 2012 while posted as ACP/HQ (Crime & Traffic),
he remained instrumental in preparation of reports particularly to
assist Justice J.C Verma Commission, Justice Usha Mehra Commission and reports of Parliament Standing Committees. Besides these he simultaneously worked as ACP/Election Cell and ACPIO/PHQ and nodal officer/ACP/RTI Cell, Delhi Police and showed exceptional caliber.

POLICE MEDAL FOR MERITORIOUS SERVICE

Shri Atul Katiyar, Addl.CP : Shri Atul Katiyar joined AGMU Cadre as an IPS in the year 1997. After successful completion of training he took charge as ACP/East District on 13.09.1999. After that, he served in Arunachal Pradesh. He was also awarded Police (Special Duty) Medal with bar for rendering continuous two year service w.e.f. 30.12.1999 in the qualified area of Arunachal Pradesh.

During his posting in South District, his organizing capabilities were highly appreciated by the then C.P., Delhi for peaceful conduct of Assembly Elections in Delhi in Dec. 2003.

As Addl.DCP/North Distt. in 2007, he was appreciated for working out a mysterious and brutal murder case of one Sona Devi, aged 60 years registered with PS Timarpur. Thereafter, he was posted as DCP/Outer Distt. where he was instrumental in working out a sensational case of kidnapping of a student of G.D.GoenkaSchool. The boy was safely rescued and ransom money of about Rs.1.5 crores was recovered in full.

In 2010, Sh. Atul Katiyar was transferred to Puducherry as SSP/Law & Order where he handled various Law & Order arrangements and checked the organized crime. He also handled State Legislative Elections without any law & order problem by detaining many anti-social elements under NSA and other local Act. Presently, the officer working as Addl.CP/Armed Police is organsing all DAP Bns. in a systematic manner and closely monitoring their work. On welfare front, he has started many welfare schemes for the DAP staff.

Sh. Sanjay Kumar, Addl.CP : Shri Sanjay Kumar joined IPS in the year 1998 (AGMU Cadre). He worked as under trainee ACP of Sultanpuri Sub-Division, one of the heaviest sub-divisions of Delhi. In the year 2001, the officer has also served Arunachal Pradesh various capacities of SDPO/Addl. SP in District Papum Pare, Itanangar. The split of NSCN (NSCN-K NSCN-IM) triggered a spate of violence and factional clashes. He took numerous initiatives not only from the law and order point of view but also to keep police force and community intact. He also handled the CHAKMA problems very efficiently in his area. He was awarded Police (Special Duty) Medal with bar for rendering continuous two years service in hard area.

In the year 2008, the officer was promoted as DCP and posted as DCP/IGI Air Port, there were more than 100 VVIP programmes/arrangements. In 2010, he was posted as DCP/Security (HQ) and worked as CampCommander at Hotel Maurya Sheraton where the US President was staying. In 2011, Sh Sanjay Kumar was transferred to Daman & Diu as SP he also demonstrated his scientific investigation ability in the national fame, when he solved HDFC Bank robbery case of Rs 77 lakhs in which all the accused persons were nabbed within 24 hours of the occurrence of crime and each penny was recovered.

In May, 2013 he took over charge of Addl. Commissioner of Police, Outer District, Delhi where he formulated a strategy to nab criminals indulges in street crime and under his supervision as many as 85 robbers, 82 snatchers, 95 auto-lifters, 67 burglars and 96 proclaimed offenders including one Neeraj Pal, a notorious dacoit, who escaped from custody were apprehended. One desperate car robber who fired on chasing police party was also died during police action and robbed car was recovered.

Sh. K.Jegadesan, Addl.CP: The officer was initially appointed Asstt.Commissioner of Police (IPS) in the cadre in the year 1998. Initially while he was posted in A&N Administration in Port Blair, introduced same-day licensing scheme for drivers. This earned lot of goodwill for the police department. He has introduced various welfare measures for the Trivals communality in the Nicobar District and also trained and motivated the tribals for recruitment in Police Department and consequently lot of Nicobarese joined the India Reserve Battalion. This was also highly appreciated by the tribal population.

He had played pivotal role in the aftermath of Tsunami, and he was deputed from Pondicherry city to Karaikal, to co-ordinate the relief and rehabilitation efforts. Under tiring circumstances, around 600 bodies were recovered, most of them positively identified and buried.

While posted as DCP/South-west Delhi, he took stern action against criminals. The dreaded criminal, Kishan Pahalwan was arrested under the stringent MCOC Act. Due to his meticulous planning, the sexual assault case involving a minor British student, who had come on a study tour was solved in a very short span of time.

He has successfully led investigation in a professional manner in a sensational corruption case involving a District Court Judge while deployed on UN Mission in Kosovo. This was one of the rare cases in which a high ranking dignitary of the host Government was involved. He was commended by International Prosecutor Gianfranco Gallo for this act.

In his present assignment in Prime Minister Security unit, he is making foolproof arrangements for the protection of the most important dignitaries of the country. He is making useful contribution in this sensitive unit by streamlining the procedures and modernizing the unit. He is presently working on introducing biometrics in the issue of weapons and other equipments.

Sh. Sheel Nidhi, ACP : Sh. Sheel Nidhi, ACP, joined Delhi Police in 1978 as Sub Inspector (Executive). He was promoted to the rank of Inspector in 1994 and subsequently to the rank of ACP Police w.e.f. 12.08.2010. He served in various Distts./units. During his posting at IGIAirport in Foreign Regional Registration Office (FRRO) as Immigration Officer from 1987 to 1991, he dealt with passengers courteously while detecting many cases in which passengers tried to travel abroad on the basis of forged travel documents. On promotion to the rank of Inspector, he performed the security duties in security of PM of India from 1994 to 1998 and with the President of India during 2004-2005 respectively with utmost alertness, extraordinary sense of devotion and responsibility. He worked in Anti-Corruption Branch in GNCT of Delhi from 2000 to 2004 and was instrumental in apprehending many accused persons red handed while found demanding and accepting illegal gratification and investigated several cases relating to Prevention of Corruption Act. In the year 2008, while posted in the newly carved South-East District, he assisted in establishing the new offices of the District and also handled the work of Election Cell during the Assembly Elections, 2008 & Lok Sabha Elections, 2009, in the District, excellently. Presently, he is working in Special Cell and providing valuable assistance in dealing with anti-terrorist activities, threat-assessment and intelligence reports. As a result of his consistent hard work, devotion to duty and dedication in execution of assigned job, he earned many commendation cards/certificates with cash rewards including commendation roll for excellent duties by Commissioner of Police, Delhi.

Inspr. Ravinder Soni(Technical Traffic): Shri Ravinder Soni, Inspr.(Tech.), No. D-I/637 was appointed in Delhi Police as SI(Exe.) on 22-10-1982. After completing his basic training he remained posted in various Distts./Units.

He was re-appointed as Inspector (Junior Traffic and Transportation Engineer) w.e.f 14.09.1988 in Delhi Police. During his posting in Traffic Engineering Cell, he was instrumental in conducting volume count surveys, parking surveys, planning for new traffic circulations schemes, accident and statistical research etc. He was part of the project team that worked since 1989 to bring the technology of Computerized Area Traffic Control System from abroad into the country and was instrumental in implementing and planning the SCOOT based Computerized Real Time Online Area Traffic Control System for Delhi in 1999, which was first time introduced in the country. He was also sent to the United Kingdom for special training for running the ATC System. Simultaneously, he also looked after the Signal Cell/Traffic and strived towards modernization of traffic control system in Delhi through introduction of LEDs, Digital Electronic Reverse Counters, solar technology for traffic signals which were experimented and implemented successfully.

He was awarded in appreciation of valuable services rendered to promote Road Safety by Automobile Association of Upper India in 1991 and further awarded Certification of Appreciation for outstanding contribution to the community (Vocational Service Award) by the Rotary Club of Delhi Garden City in 1992.

Inspr.Dara Singh: Throughout his service carrier Inspector (Exe.) Dara Singh, No. D-I/976 has been performing his duties with a missionary zeal and maintained excellent conduct. He is dedicated to his work and imbibed with a spirit of service. He is a very disciplined, intelligent, sincere, punctual and hard working officer. He is extremely conscientious and looks forward to update his knowledge of Police work.

During his service, he earned promotion to the rank of Inspector after joining as Head Constable. He has served the department for more than 36 years till up to date, with an unblemished record. He’s upright & honest and posted in PCR.

W/Inspr. (Min.) Manju Lata: W/Inspr. (Min.) Manju Lata No. D-I/86 (PIS No. 27830001) was enlisted in Delhi Police w.e.f. 6.1.1983 as temporary Head Constable (Min.) She was promoted to the rank of ASI(Min.) on 5.7.1988, SI (Min.) on 19.10.1989 and as Inspr. (Min.)on 3.7.2006. During her posting in various Districts/Units of Delhi Police she had performed duties with utmost sincerity, extra zeal, keen interest, hence his performance was appreciated from time to time by the senior officers She has earned 08 Commendation Roll, 12 Commendation Certificate and 73 Commendation Card with cash reward of Rs. 14620/- , for her excellent work on various occasions. She is well disciplined police officer who performed his duty with keen interest, devotion to duties assigned to her from time to time. She is presently posted in Prov. & Logistics Delhi and performing her duties as Accountant with honesty & dedication. She was granted five special increments on account of winning Gold Medal in various sports events.

Inspr.(F.P.B) Nagesh Kumar: Inspector (F.P.B) Nagesh Kumar, No. D/192 PIS No.24850005 was enlisted in Delhi Police as ASI (F.P) on 16.10.1985. He had undergone Finger Print Proficiency training at CFPB Calcutta from 01.01.1986 to 31.12.1986. He appeared in All India Board Examination for Finger Print Expert in Dec.,1988 in which he secured second position among 107 candidates, for which he was appreciated by DCP/Crime giving Commendation Card-I with cash reward. He was promoted to the rank of SI (F.P) w.e.f 26.07.1991. He successfully imparted training to the recruits, Lower Subordinates, Upper Subordinates and DANIPs. He linked Crime & Criminals through his opinions on Finger Print. He is expert in handling & using all type of Finger Print equipments, AFPIS, CRIS and computer. Over the period he has been instrumental in linking crime with criminals in many heinous cases. He is versatile in developing, lifting and matching of chance prints. He was promoted to the rank of Inspector (F.P) w.e.f 09.08.2012 and performing his duty very effectively and honestly. He has been awarded 01- Recommendation Roll, 07- C. Certificate & 16- C. Card with cash of reward of Rs.6895/-.

SI(Exe.) Sube Singh: SI(Exe.) Sube Singh, No. D-2620 (PIS No. 28730254) joined Delhi Police as Const.(Exe.) on 16.04.1973. He was promoted to the rank of HC(Exe.) on 07.07.1980, ASI(Exe.) on 28.08.1989 and SI(Exe.) on 13.09.1999. During his service he remained posted in IInd Bn. DAP, IVth Bn, DAP, Police Training School, Traffic, East Distt. and Security, Unit Delhi.

He was awarded 103 Cash/without Cash Rewards for having good and hard work with high sense of responsibility. He possesses refined qualities of good officer who is not for his discipline, devotion to duty, unflinching loyalty and purity of character and honesty of all purpose.

SI (Exe.) Ram Kumar : Sub. Inspr. Ram Kumar, No. D/3823 joined Delhi Police on 19.2.1975 as Constable (Exe.). He was promoted as Head Const. in 1980, ASI on 8.2.1990 and Sub. Inspr. on 22.8.2001. He performed duties in different Units/Branches of Delhi Police and has outstanding, meritorious and clean service record. His performance has always been appreciated by senior officers and he has earned number of Commendation Rolls, Commendation Certificates and Commendation Cards with cash reward of Rs. 32,355. His work has been appreciated by the Commissioner of Police, Delhi for his outstanding devotion towards his duties during Asian Games in 1982 as well as in Common Wealth Games in 2010.

While posted in Special Branch has rendered excellent service to the public while doing passport verifications; disposal of Character and Antecedents verification reports received from various Govt. agencies as well as duty on the eve of Common Wealth Games held in Delhi in 2010.

SI (Min.) Satbir Singh : He Joined Delhi Police as Head Constable (Ministerial) on 05.07.1977. During his service, he earned promotion to the rank of Sub-Inspector. Throughout his service career, S.I. (Min.) Satbir Singh, No. D-165 has been performing his duties with a missionary zeal and maintained excellent conduct. He is dedicated to his work and imbibed with a spirit of service. He is a very disciplined, intelligent, sincere, punctual and hard working officer. He is extremely conscientious and look forward to update his knowledge of Govt. work.

He has served the department for more than 36 years with an unblemished record. He is upright, honest and posted in P.Br./PHQ.
