Position Title: Newton County Regional Water & Sewer District Manager

Education: High School Diploma/GED

Preferred course work or degree field(s):

Bachelor’s degree in engineering, technology, management or related field required. Licensing in Water Works and Waste Water preferred. Equivalent combination of education and experience will be considered.

Experience:5 years

Five years of experience in supervision required. Previous experience in water systems, and mechanical crafts/construction required.

Knowledge, Skills, Abilities:

Strong leadership and rapport building skills required. Strong ability to analyze situations to determine root issues required. Demonstrated use of judgement required. Demonstrated knowledge of mechanical construction or repair required. Must be able to analyze client needs, develop creative solutions and consult with others on multi-discipline problems. Experience with utility metering preferred. Strong organizational, verbal and written communication skills required. Ability to acquire: 1) Indiana Water Works Operator Certification WT3 (Water Treatment) and DSS (Distribution System Small), 2) Class IV Wastewater Certification. Demonstrate ability for continuing education, and training. Valid driver’s license is required. Experience using PC spreadsheets, such as Microsoft Excel, and word processing skills required. Experience with computerized management systems preferred.

POSITION SUMMARY:

Manage and supervise the Waterworks/Wastewater Department and oversite of Equipment Maintenance Program. Coordinate work schedules with other departments and inspect work to ensure compliance with regulatory, and safety standards. Maintain documentation to meet regulatory and business requirements. Administer water treatment program. Provide technical information and advice to staff, outside agencies, contractors, and inspectors to aid in problem solving and troubleshooting. Administer work budgets and approve equipment budget recommendations. On call 24 hours – irregular planned and unplanned overtime required.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following:

Supervise Waterworks staff (operators, technicians); administer water treatment program, schedule water main flushing, maintain wells, hydrants, and pumphouses; oversee water and sewer billing. Oversee waste water systems and structures, inspections, and repair decisions. Counsel and maintain employee performance records; maintain discipline, conduct performance evaluations, select and recommend employees for promotions, wage and salary levels and termination. Maintain the Water Works/wastewater skills inventory program. Oversite of Equipment Maintenance Program. Represent the department in personnel matters (grievance hearings, unemployment compensation cases, etc.); approve overtime.

Work closely with Water and Wastewater Operators in directly supervising maintenance operations in Equipment Maintenance Program, installation and troubleshooting systems, assigning work orders and determining material and staffing needs. Assist in problem solving and checking for proper work methods and materials. Develop, recommend, and implement organizational and operational policies and procedures. Plan and coordinate work schedules with other departments. Monitor expenditures to prevent cost over runs and reduce costs.

Establish testing and sampling requirements, procedures and schedules to comply with environmental regulations. Locate competent and certified laboratory facilities to perform analysis. Responsible to assure testing and sampling has been performed, samples have been sent to the lab and results are obtained. Maintain adequate, complete and accurate records and documentation as prescribed by the regulations and as necessary. Collect and assemble information necessary to file reports required by environmental regulations. Review for completeness and accuracy reports developed by other staff prior to submittal to environmental agencies. Prepare and apply for various permits and/or variances as required by environmental regulations.

Recommend equipment, materials, and operations to reduce cost and/or failures. Evaluate and determine the extent of repairs or replacement of equipment and systems. Review project drawings. Consult and provide technical advice to staff, contractors, and outside organizations regarding Water Works/Waste Water projects including time, cost estimates, material questions and other specific inquires. Inspect work for compliance with the various County, State and Federal Codes, Standards and specification. Assist inspectors in evaluating new and existing equipment/systems.

Develop good working relationships with local, state, and federal environmental agencies and other technical and legal resources. Acquire a competent knowledge of local, state and federal environmental regulations as related to waterworks/wastewater.

Develop, update and present safety/training programs. Review and revise these programs to reflect changes to Federal, State and Newton County codes, and work method/equipment changes.
