Council Minutes

January 22, 2013

Regular meeting was called to order by Mayor Royal J. DeVaney at 7:37 p.m. All Councilmembers were present. A moment of silence was observed followed by The Pledge of Allegiance.

·  Minutes of the January 7, 2013 regular Council meeting were approved on a motion by Hawks, and seconded by Olin. Unanimously approved.

·  Accounts Payable for $21,081.48 (Open Period ASP Wts. #14352 – 14356 for $4,645.47 and 2013 BIAS Wts. #15201 – 15221 for $16,436.01) were approved for payment on a motion by Huber and seconded by Munson. Unanimously approved.

POLICING REPORT / HUMANE SOCIETY REPORT

A written 2012 4th Quarter Report was submitted by the Wenatchee Valley Animal Control listing 16 incidents investigated, 1 dangerous dog, 1 stray and 1 owned dogs received, 4 stray cats and 1 owned “others” received.

LIVESTOCK PERMITS

·  Olin moved to approve the following livestock permits, with a second from Huber. Unanimous vote.

#2013 – 06: Jacque Clements – 7-9 Hens (Renewal)

#2013 – 08: Pam Wright – 6 Hens (Renewal)

#2013 – 09: Shelley Day – 8-10 Hens (Renewal)

#2013 – 10: Maggie Jones – 4 Hens (Renewal)

#2013 – 11: Andrea Toomey – 3 Chickens (Renewal)

#2013 – 12: Dan & Misha Borden – 6 Hens (Renewal)

IOOF LIBRARY LEASE RENEWAL

·  Huber moved to approve the new two-year library lease with the IOOF for $235.00 per month pending approval of the lease language by Town Attorney Steve Smith. Seconded by Hawks. Unanimous approval.

CELL TOWER LEASE BUY-OUT

Council reviewed information submitted by Unison offering a one-time buy-out of the cell tower lease with SBA Communications.

·  Hawks moved to decline Unison’s offer with a second from Olin. Unanimous vote.

COMMITTEE REPORTS

Alternate Link Representative Wayne Hawks informed Council that Link Transit plans to trade three trolleys for a cutaway bus.

Two gamma chargers for the new e-buses have now been approved by ULC with delivery projected for March/April 2013.

MAYOR’S REPORT

……A teleconference with Ian Laeske, Environmental Engineer and Richard Marcley, Environmental Specialist from Department of Ecology (DOE), regarding lining the lagoons will take place January 29th. Eric Smith, Project Engineer from Erlandsen, Alan Schroeder, Project Engineer from Anderson Perry, Mayor DeVaney, and Utility Superintendent Marty Ramin will participate.

……Adysen Warner, Student Council Representative from Waterville School, shared results of a survey asking fellow students for their top three preferences for spring sports. Soccer appeared to be the most popular choice.

……Town Attorney Steve Smith reminded Council that the Town should review the lease with the ski hill and request proof of insurance.

·  The meeting was adjourned at 8:08 p.m. on a motion from Olin and a second from Huber. Unanimous vote.
