Position: fire fighting &safety engineer

Company: Cairo Oil Refining Company

Duration: from 11/2004 to present.

Scope of work: I joined CORC at 2004 as trainee safety engineer where I have got on job training for one year then I have assessed by competency panel and I got the competency level to work as safety engineer, my responsibility to implement the following tasks:

  • Participate in implementation of HSE management system elements.
  • Conduct frequent audits and inspections to ensure the effectiveness of HSE programs and procedures. Present recommendations for improvement and follow-up their implementation.
  • Facilitates and/or participates in multi-disciplinary team in safety reviews e.g. HAZID, HAZOP study
  • Regular checks of working sites and activities to ensure that Hazards and Risks are identified (e.g. Task risk assessment). Provide technical safety advice to prevent or mitigate their impacts.
  • Promote safe working systems and procedures .Issue and monitor application of the permit to work system (PTW) and carries out gas tests where necessary; such as hot tapping, mechanical sealing/plugging, entry into dangerous confined spaces and ensuring that all Safety regulations and practices are adhered to.
  • Maintain and Recalibrate different types of portable gas monitors.
  • Conduct regular inspection/maintenance (Preventive maintenance) and testing programs for all safety, fire and lifesaving equipment to ensure that maintain readily and available.
  • Specify the personal protection equipment to be used by all employees in normal and hazardous conditions, and ensure that specifications are enforced. Ensure availability of the fire, safety, lifesaving, environment, emergency equipment and personal protective clothing to meet possible requirements.
  • Prepares specifications for PPE, safety, fire and lifesaving equipment.
  • Investigate accidents, incidents, near misses to submit reports and recommendations including action plan to prevent or reduce these occurrence in future.Prepare and maintain statistical records of all incidents.
  • Studying, reviews and commenting on engineering designs, specifications and drawings for modifications/new projects to ensure adherence to HSE rule, standards and codes of practice

  • Ensure that HSE programs, regulations, procedures and guidelines are understood to all personnel participated in giving toolbox talk and bi-weekly meeting. As well as audit continuously their effectiveness.
  • Coordinate, monitor, prepare agenda and follow-up the implementation of recommendations raised from the Site HSE committees, other HSE related meetings, and HSE audit surveys by third parties.
  • Participate in promoting occupational health programs with all its aspects.
  • Participate in Emergency team and prepare, review emergency preparedness by conducting planning scenarios & hold out practical exercises (Drills) for emergency teams.
  • Communicate company’s HSE management system with contractors. Participate in contractor pre-qualifying system from HSE point of view.
  • Ensure all procedures regulations and data related to hazardous substances (e.g. Chemicals, Radioactive, Explosive…etc) are available and all necessary precautions had been implemented while handling, storing and transportation.
  • Co-ordinate environmental programs on Site, Ensure implementation of Waste management system.
  • Prepare annual budget for HSE equipment to maintain adequate stock.
  • Arranging and participate on regular safety meeting.

    Prepare and perform testing protocols per NFPA relevant standards for all fire related equipment such as but not limited to: All types of fixed firefighting systems, fire water systems, fire pumps, foam pumps, smoke and fire detectors systems.
  • Participate in fire risk assessments and pre-incident plans as-needed.

  • Review drawings of plant area layouts for new developments, fire prevention/protection issues including recommending best methods on fire protection systems.
  • Prepare fire fighting studies as required by fire chief.
  • Participate in the management of change process.
  • Participate in incident investigations as guided by the fire chief
  • Establish and lead Fire Equipment Inspection and Testing Programs, this includes supervising day fire technicians, setting achievable inspection and testing schedule, record keeping, and data analysis of all performance tests.
  • Provide technical recommendations and support to fire department customers to help them achieve high fire prevention and protections standards. All fire related activities shall meet or exceed NFPA requirements, API and international best practices.
  • Assume responsibility for promoting, implementing, and administering the fire fighting and intervention programs.
