CLOSING OF OFFICES OF THE DIHLABENG LOCAL MUNICIPALITY DURING THE 2012 FESTIVE SEASON (CS4/7/1)

RESOLVED:

1. that the municipal offices be closed on 21 December 2012 at 13:00 and re-open on 2 January 2013.

1. that the Municipal Manager ensure that skeleton staff be available in critical departments in order to maintain the basic level of service delivery and provide essential and emergency services.

1. that the community, sister departments and other relevant stakeholders be informed timeously by way of public notices and the local press.

1. that the skeleton staff who will work during December 2012 be given leave credit for the 4 days’ work.

DIHLABENG LOCAL MUNICIPALITY ROADS AND STORM WATER PRIORITY LIST (PW16/3/1)

RESOLVED:

1. that the Dihlabeng Local Municipality Roads and Storm Water Priority List be finalized by the Executive Mayor after consultation with Ward Councillors and the MMC for Public Works.

1. that the priority list for Mashaeng/Fouriesburg, Paul Roux/Fateng-Tse-Ntsho and Rosendal/Mautse be submitted in time for the budgetary review process in January 2013.

EXPANDED PUBLIC WORKS PROGRAMME POLICY (PW17/17/P)

RESOLVED:

that the Expanded Public Works Programme Policy be recommended for submission to the Policy Committee.

ITEM 204/2012

(DEPARTMENT: PUBLIC WORKS AND RURAL DEVELOPMENT)

APPLICATION FOR REZONING OF ERF 899 BETHLEHEM (PW15/4/1/7)

RESOLVED:

1. that the application for the rezoning of Erf 899 from Single Residential to General Business be approved subject to the following conditions:

1.1No land uses not related to approved land uses will be allowed from any building on the site,

1.2The proposed development must adhere to the development controls as provided in the Bethlehem Town Planning Scheme,

1.3No construction work can commence on site prior to approval of the Building Plans by the Building Inspectorate.

1.4Any other conditions, amendments or restrictions that COGTA advises may be included in the application on the condition that Dihlabeng Local Municipality should be given a copy of the final amended application as approved by COGTA.

APPLICATIONS FOR LEASE OF COUNCIL PROPERTIES WITHIN DIHLABENG LOCAL MUNICIPALITY (HS7/2/3/1/1)(HS7/1/4/1/1)

RESOLVED:

1. that Council takes note of the report of various applications that were received by the Human Settlements Section for the lease of various properties within Dihlabeng Local Municipality.

1. that the period of lease in respect of the following properties be three years:

2.1Lease of open land between Erf 152, Bethlehem and Jordan River.

2.2Lease of grazing camps within Dihlabeng as per the list, a copy of which is attached to the minutes.

2.3Lease of Old Council building in Vogelfontein.

2.4Lease of municipal land opposite the scrap-yard in the industrial area.

1. that competitive bids be invited for the properties in 2 above in terms of Section 14 of the MFMA within two months of the Council Resolution.

1. that the correctness of the site in 2.1 viz the open land between Erf 152 Bethlehem and Jordan River be verified prior to implementation.

REQUEST TO REPOSSESS DERELICT SITES IN MASHAENG, FOURIESBURG (HS7/2/3/2/4)

RESOLVED:

1. that Council takes note of the list of derelict sites in MashaengFouriesburg, a copy of which is attached to the minutes.

1. that an advertisement to inform owners of the sites in 1 above about Council’s intention to sell the sites and afford owners the opportunity to submit reasons why their sites should not be sold, be placed in the newspapers.

1. that the sites referred to in 1 above be sold by way of public tender.

1. that the advertisement be placed within three months after the Council Resolution.

REQUEST FOR A SITE FOR A NEW PRIMARY SCHOOL IN PHASE 7 BOHLOKONG, ERF 9255 (HS7/2/3/2/2)

RESOLVED:

1. that Council takes note of the application that was received from the Free State Department of Education to build a new primary school in Phase 7, Bohlokong.

1. that Council alienates Erf 9255, Bohlokong to the Free State Department of Education for establishment of Kgothalang Primary School in Phase 7, Bohlokong.

1. that it be noted that section 14 (6) of the MFMA states that a municipality may transfer a capital asset to another municipality or municipal entity or to a national or provincial organ of state in circumstances and in respect of categories of assets approved by the National Treasury, provided that such transfers are in accordance with the prescribed framework.

APPOINTMENT OF PHETOGO CONSULTING FOR PLANNING AND SURVEYING OF 300 SITES IN KGUBETSWANA BY THE DEPARTMENT OF HUMAN SETTLEMENTS (HS15/3/3)(HS15/1/2)

RESOLVED:

1. that Council takes note of the appointment of Phetogo Consulting by the Department of Human Settlements to plan and survey 300 erven in Kgubetswana, Clarens.

1. that Council takes note of the fact that the project was moved to FatengtseNtsho because Emendo has already submitted draft township applications for Kgubetswana.

1. that Council takes note of the fact that a portion of the farm Sekoko 1504 was identified for planning and surveying of 300 erven in FatengtseNtsho.

RESOLVED:

1. that objectives and strategies be developed by all departments.

1. that constituency meetings on objectives and strategies to address the issues affecting their respective areas, be held by Ward Councillors.

1. that the proposed schedule of dates for stakeholders meetings be approved and that the use of venues combining different wards be done as per the previous schedule as reflected below:

RESOLVED:

1. that the DRAFT Government Notice regarding the determination of upper limits of salaries, allowances and benefits of different members of Municipal Councils, a copy of which is attached as Annexure A, be noted.

1. that it be delegated to the Municipal Manager to implement the upper limits of Councillors as soon as the Government Gazette and the approval from the MEC has been received with retrospective effect from the date as determined by the Minister for Co-operative Governance and Traditional Affairs and promulgated in the Government Gazette.
