4.1 Items not on the agenda

All other items taken in the allotted section apart from:

Defib Training occurred on the 15th April as was attended by 18 residents. The course was warmly received and a big thankyou to Dave Jones from the Yorkshire Ambulance Service who helped ensure it was an enjoyable experience for all.

4.2Police matters

A written report was provided in absentia by PCSO James Walshaw and read to members for consideration by the clerk. There was 1incident of ASB, 1 burglary and 1 violent actto report. The report went on to highlight its action on rural crime. 6 arrests have been made on one evening in March and three poachers were arrested near to East Harlsey. In total 97 vehicles were stopped across the whole of the north of England area.

4.3 Highways

Further damage to bollards in the village has resulted in the suggestion to purchase 4 replacements for future issues and instruct those damaged to be repaired/replaced. It was reported that yellow and white lining had taken place in the village but some additional help is required near the Catholic Church to deter parking. A white line had been put near the road crossing at the Queen Catherine and Church entrance to restrict parking but it was agreed to be too long. Highways would be requested to attend for a site meeting to discuss further.

4.4 NYCC

The funds secured from the NYCC Locality Budget (£1000 for the CCTV scheme, with 3 day cameras being purchased, and a further bid for £1500 as a contribution towards the disabled access bridges at Sheepwash, which is still to be spent).

It was further reported with much sadness that the schools at Swainby and Ingilby Arncliffe were closing.

4.5HDC and NPA

The clerk reported that dog bins at Sheepwash were overflowing and this had been reported to HDC, which resulted in a reply that resourcing issues around Easter were to blame and would be rectified. DM went on to report similar issues in the village with the public bins.

The Western Parish Council Forum was held in Osmotherley on the 18th April and the National Park officers reported on a number of issues including the Local Plan and LEADER grant opportunities. A local resident raised the issue of vacant properties in Westfields, which it is understood to be due to problems with the heat exchange system. The chairman confirmed he would contact Broadacres.

4.6 Maintenance
The bus noticeboard had been repaired but other small vandalism issues were presenting throughout the village. The damaged cemetery headstones, reported to earlier meetings, were being systematically repaired, with the easier more modern repaired first. The interior toilet wall was reported as needing work now that damp damage had been reduced.

4.7 Village Hall

Nothing to report.

4.8 Playground Lease

Nothing to report further to last month.

5. Correspondence

Most correspondence is now electronic and is forwardedwhen received so Members can therefore raise concerns or comments by email to the Clerk should it need to be an agenda item. These items will only be minuted if they are discussed at a meeting.

A thankyou letter had been received from the couple who run the Osmotherley Community Bus thanking the members for the financial help towards the running of the bus.

The subject of wheelie bins being left out; either permanently or too long, was discussed once more following a letter from a concerned resident. It was agreed that a further mention in the Messenger would be useful to reiterate that this is an issue.
