PRESENT Cllr Hair (Chairman), Cllr’s Dolman, Merry, Matkin, Warwicker, Mole, Morris-Chapman, Mr George Mawby – Member of Public

APOLOGIES received from Cllr Hart & County Councillor Sheahan prior to meeting.

DECLARATIONS OF INTEREST

Cllr Merry declared a prejudicial interest in Agenda item 12b. Cllrs Hair and Dolman declared a prejudicial interest in Agenda item 8 – 15 New Street Donisthorpe, 05/00241/FUL

QUESTIONS FROM MEMBERS OF THE PUBLIC

Mr George Mawby expressed concern over Planning 04/01162/OUT which has gone to appeal – Mr Mawby represented a large body of the public who also felt very concerned over the planning appeal, including MP David Taylor who objected to the planning application. Mr Mawby will keep Cllrs informed of progress. Clerk to tell Mr Mawby that Bryan Wolsey will attend the PC meeting to discuss planning matters on March 21st 2005, 6pm.

15MINUTES OF THE MEETING HELD ON 17th JANUARY 2005 AND MATTERS ARISING

The minutes of the meeting held on the 17th January, were signed as a true record of the proceedings by the Chairman.

16 REPORT UNDER CRIME AND DISORDER ACT INCLUDING POLICE REPORT

PC Trower reported on the following via Clerk:

Cllr Hair reported that a quad bike and motorbike were being ridden over recreation ground in Ramscliffe, causing damage and distress to local residents. Clerk to contact Police and request they visit Numbers 95 and 97 Ramscliffe to discuss this . Clerk to obtain quotes for a new 5 bar steel gate, Cllrs agreed to payment, Chairman to sign off final agreed quote. Clerk to contact Hall Farm, Hall Lane Donisthorpe DE12 7PZ 01530 270197 ref purchase of gate.

Cllr Matkin reported that a van constantly parked on the corner of New Street/School Street, Oakthorpe, was causing a hazard as this is a blind spot. Cllr Matkin to inform the Police.

17CHAIRMAN’S REPORT

a)Apologies and 6 month rule for Councillors – Cllr Hair read out the updated rules issued by Ron Simpson, Chief Executive of LRAPC, each Cllr received a copy. PC meetings to start with a book showing declarations of interest and apologies.

b)Moira Road car park – Cllr Warwicker requested that the PC write to the County Council objecting to the proposed closure of the car park – this will lead to parking along Moira Road, which is dangerous. Cllr Warwicker asked if he could take the plans to show to interested residents – this was refused for this occasion. Clerk to discuss with Cllr Warwicker prior to issuing any correspondence.

c)Macmillan Cancer Relief, request for donation to support the local community in cancer care. Cllrs agreed to donate £50.00. Clerk to include cheque in March payments.

d)Recycling request from NWLDC – the Masons Arms, Donisthorpe are removing the recycling bins, and NWLDC have requested a replacement area for them. Cllrs cannot assist with this – there is no suitable area available at present. Clerk to respond in writing.

e)LCC informed the PC that there were traffic issues in School Street, Oakthorpe – however a

one-way order cannot be implemented. Noted.

f)Best Village Competition – Noted.

g)DEFRA – Update on local environment quality – Noted.

h)Deployment of Community Police Support Officers – Noted.

i)Coalfields Trust – Cllr Merry brought the questionnaire to the meeting – Cllr Merry to complete

on behalf of the PC. Clerk to read the literature then return to Cllr Merry.

Cllr Mole left the meeting at 7pm

18SPORTS & LEISURE CENTRE REPORT

a)Tiles have fallen off the walls in changing room 2. Clerk to contact Architects again.

b) Cllr Merry reported that some L/Centre users expressed concern reference security of their belongings. Noted.

c)Some matches have been cancelled due to poor weather conditions. Noted.

d)Fire equipment has been tested. Electrical and Emergency Lighting testing has to be carried out every 3 years, Cllr Merry to ensure this is carried out in 2005. All agreed. Clerk to obtain detail from John Richardson ref rules for Leisure Centre equipment testing.

g)2001/0451/07 – KSD Haulage Ltd, request for extension of works until 31st August 2005, Acresford Quarry, Donisthorpe – Cllrs felt there was too much disruption to the area, and too many accidents reported – they strongly disagree to an extension. Clerk to write to LCC expressing concerns and also requesting a forfeit per day of £5k if the agreement is not adhered to. PC will monitor this.

a)Newsletter – Cllr Hair read out the letter from Steve Berrill. Cllrs agreed to pay the £150 fee

for past newsletter production and printing. Clerk to include in March payments. Cllrs had responded to a questionnaire and voted 6-2 against continuing to support the newsletter in its present format. However, Cllrs did state they appreciated the hard work and commitment shown by Mr Berrill. Clerk to contact Steve Berrill and arrange a meeting to discuss how to take the newsletter forward (33 Ashby Road, Donisthorpe).

b)Donisthorpe Miners Welfare Club – Spring Fair – request for a donation – Cllrs

agreed to donate £100.00; made out to First Donisthorpe Brownies. Cllr Matkin to provide receipts. Clerk to include cheque in March payments.

c)Parish Paragons in The New Forest – Cllr Hair proposed Ivor Popejoy – Cllrs agreed to take

this to next PC meeting for further recommendations from all Cllrs. Clerk to include in March PC meeting.
