MINUTES

The minutes of the Parish Council meetings held 8th June 2016, which had previously been circulated to all councillors, were approved and signed by the Chairman.

POLICE/CRIME and DISORDER

Cllr. J.Maskell presented the crime report in the absence of the PCSO (appendix 2). The question was raised as to the suitability of cases being ‘CLOSED’ with ‘ADDRESS SANITISED’ as residents have genuine concerns regarding incidents within the village.

The clerk requested to contact PCSO and new police Inspector regarding a plan of action within the parish. Also regarding attendance at future parish council meetings.

FYLDE BOROUGH/LANCASHIRE COUNTY COUNCILS

a)  Borough Cllr. F.Andrews reported the following :-

Police incident on field day at 02h20. Noise from amplifiers in terraced house. Cllr. F.Andrews contacted PCSO and Phil Dent.

Increase in fly-tipping around neighbouring parishes – especially area of Ballam Road, Westby.

Development of Richmond Ave – concern over the ditch to take water. There is activity whereby a French drain is being constructed alongside one property. A.Stell is aware of the situation and will be paying a site visit on Monday 18th July.

MEETING CLOSED AT 19h44 in order for public to respond to 17/39.

Mr. E.Murphy questioned where the water from above-noted French drain will be diverted to. Cllr.F.Andrews indicated it will collect in the main drain. This was disputed. Cllr. F.Andrews to contact A.Stell regarding the matter for confirmation.

MEETING RECONVENED AT 19h46.

b)  County Cllr. P Rigby reported the following:-

The mini-roundabout by the Green will remain and continue to be monitored as no accidents have been reported to date.

Ribby Road excavation – Cllr. P.Rigby reported that the project is on-going and will continue for at least 22 weeks. Cllr. P.Rigby was unable to explain in full the reasoning behind the delay as he was restricted in relaying all information. As a consequence, resurfacing planned for 12/9/2016 is now doubtful. Cllr. Mrs.J.Wardell requested Cllr. P.Rigby to follow-up on the resurfacing with chief executive. Cllr. J.Maskell reported that a resident from 89 Ribby Road has difficulty in exiting their property because of the temporary traffic lights.

Cllr. Mrs.P.Naylor reported that Mr.A.Greening has concerns regarding access to the pavement from Wray Crescent to Browns Lane. Cllr. P.Rigby to investigate. Cllr.J.Maskell asked if the pavements will be addressed with resurfacing of Ribby Road – cllr. P.Rigby confirmed that only the road will receive attention.

Cllr.Mrs.J.Wardell noted that the bus shelter to the end of Wray Crescent is in a state of disrepair. Cllrs. F.Andrews and P.Rigby to ascertain as to responsibility of maintenance and report.

CAPOW

Mr.John Rowson presented the CAPOW report and asked if there were any queries. (Appendix 3) In addition Mr.J.Rowson reported on his attendance at Warton enquiry – he noted that FBC withdrew within first hour.

Mr. J.Rowson reported that the clearance of the conditions will NOT be an agenda item at the

forth-coming DMC meeting. However, demolition will be on agenda. The parish council

continues to support CAPOW in this matter. In addition the clerk to correspond with FBC regarding

concerns over the proposed Zebra-crossing being within the conservation area, wrong positioning,

inadequate for amount of school children.

16/0349 MARTINDALE, MOSS SIDE LANE, RIBBY WITH WREA

REMOVAL OF CONDITION 4 ON PLANNING PERMISSION 15/757 REGARDING REMOVAL

OF PD RIGHTS

The opinion of the parish council was that the planning conditions must be adhered to and no precedent set to opt out. Cllr. Mrs.J.Wardell proposed refusal. Seconded by Cllr. J.Maskell – carried unanimously.

RECREATION GROUNDS and OPEN SPACES

Play area at Wray Crescent – clerk confirmed at finish date of 26/08/2016

Village hardware – repair to bench on The Green noted. The Grapes to be approached regarding replacement / repairs to fence by public toilets and chain.

Remembrance Garden – Cllr.J.Maskell and the clerk reported on the progress to date and on-going matters. Clerk to source a bench from new supplier. Wording for plaque – This tree was planted in memory of councillor Jack.W.Dodson B.E.M. – 2016. Cllr. Mrs.J.Wardell to obtain approval from family members. Plaque to be slate Mrs. J.Cookson to donate.

Cllr.Mrs.J.Wardell reported 40 poppies already knitted for Remembrance Sunday. Suggestion that donations made to purchase a poppy with funds to be donated to Royal British Legion.

The orchard – Presently locked. Cllr.J.Maskell to unlock. Fruit yield to be monitored this year for possible distribution next year – fruit belongs to village.

Field Day – Cllr.J.Maskell reported that the organisers of the fair did return to dispose of refuse and repair damage to the Green. Cllr.C.Wheatman reported that there was a lack of support for the Field Day committee this year.

Wildflower Area – established enough NOT to rope off.

Cllr. J.Wardell requested that FBC be contacted regarding supply of litter bins on the Green toward Moss Side Lane.

VILLAGE ACTIVITIES/HIGHWAYS

NWIB – 3 judges attended earlier today.

Senior Villagers party – cancelled this year due to lack of numbers. However, the W.I. requested that the parish council donation be held as restricted reserve for a future afternoon tea function. All councillors approved. Cllr.Mrs. J.Wardell to organise acknowledgment of Mrs. Alice Parkinson reaching 100 years of age - Chairman’s allowance to be utilised.

FINANCIAL AND STANDING ORDER MATTERS

a)  All payments and receipts were outlined within the clerk’s report (appendix 1). These were explained in detail by the clerk and approved by the council.

b)  106 monies – clerk still awaiting reply from Mr. P.Drinnan regarding meeting on site. Clerk to finalise date.
