MINUTES

The Board of Aldermen of the City of Springhill, Louisiana met in regular session in the Council Chambers at Springhill City Hall on Monday, July 14, 2014 at 5:00 P.M. with Mayor Carroll Breaux presiding.

PRESENT:D. Nicole Frazier, Dennis Smith, Ronnie Dees, and Martha Edens, Aldermen.

ABSENT:Ross Fleming.

Mayor Carroll Breaux opened the meeting with prayer.

Ronnie Dees, Alderman led the Pledge of Allegiance.

MOTION was made by Dennis Smith, seconded by Martha Edens, to approve the minutes of the last regular meeting held June 9, 2014.

MOTION CARRIED.

PUBLIC COMMENT: None.

OLD BUSINESS: None.

MOTION was made by Ronnie Dees, seconded by Dennis Smith, to adopt an ordinance entitled “A Bond Ordinance Authorizing the Issuance and Sale of not exceeding Three Million Two Hundred Thousand Dollars ($3,200,000) Sales Tax Revenue Bonds, Series 2014, of the City of Springhill, State of Louisiana, payable solely from a one percent (1%) sales and use tax levied by the City and authorized at an election held on November 16, 1991; prescribing the form, fixing the details and providing for the payment of principal and of interest on such bonds and for the rights of the registered owners thereof; and providing for other matters related thereto”./(A copy of Ordinance #491 is attached hereto and made a part hereof).

MOTION CARRIED.

Motion was made by D. Nicole Frazier, seconded by Martha Edens, to adopt an ordinance entitled “The City of Springhill hereby abandons and closes to public traffic that portion of South Giles Street beginning at a point where said South Giles Street intersects with Ensey Street and the running South two hundred and fifty feet”. (A copy of Ordinance #492 is attached hereto and made a part hereof).

MOTION CARRIED.

MOTION was made by D. Nicole Frazier, seconded by Dennis Smith, to adopt a Resolution with the Webster Parish School Board for the exchanging of school/city properties.

MOTION CARRIED.

MOTION was made by D. Nicole Frazier, seconded by Martha Edens, to authorize the Mayor to obtain quotes for repairs/renovations to the DMV (Dept. of Motor Vehicles) Office.

MOTION CARRIED.

MOTION was made by Martha Edens, seconded by Ronnie Dees, to accept the Police Chief’s recommendation to hire Brenda Stewart as a part-time dispatcher.

MOTION CARRIED.

Mayor Breaux at this time asked that the agenda be amended for this one item of city business that was not included on the original agenda. Airport bids for the shade ports to be built at the airport.

MOTION was made by D. Nicole Frazier, seconded by Dennis Smith, to amend the agenda to include this item of city business.

MOTION CARRIED.

The bids were as follows:

Charles Wes Taylor bid .05 per year

Ray Powell bid .05 per square foot

MOTION was made by Ronnie Dees, seconded by D. Nicole Frazier, to accept the bid from Ray Powell at .05 per square foot and table the other bid from Charles Wes Taylor as it was bid out at .05 per year and the minimum bid requirement was .05 per square foot. The property will be advertised again and bids will be opened at the next Council Meeting on August 11, 2014.

MOTION was made by M. Edens, seconded by Dennis Smith, to pay the bills for June 2014 totaling $220,001.04.

Carl V. Thompson, Deputy Assessor/Project Coordinator with the Webster Parish Assessor’s Office was present to give the Mayor and Council an update on the new website, property owner assistance, and community relations and outreach.

Police Chief Will Lynd announced that on Tuesday, August 5, 2014 the City of Springhill Police Department will be hosting National Night Out at the Springhill Football Stadium at 7 PM.

There being no further business, the meeting was adjourned.
