MINUTES OF THE CONFERENCE

(November 16, 2009)

I. Invocation

The invocation was led by NUP MANUEL PANGANIBAN, C, PDMD.

II. Call to Order

The meeting was called to order at 0930H. It was presided by PSSUPT JEROME P PAGARAGAN, COS, LSS.

IV. Review and Approval of the November 9, 2009 Minutes of the Conference

The minutes of the previous conference were declared approved without correction from the attendees.

V. Matters Discussed

AGI-ORSITE

The inspection was concluded November 11, 2009. The C,IO reported on the result of the inspection and disclosed that the inspecting team was very particular with the proper implementation of the LOI Tamang Bihis. Common defects noted during the inspection- in- ranks were the unshined buckles( 20 personnel) and black socks(12 personnel). Those with defects noted were required to attend the formation right after the flag raising ceremony to check if they have corrected the defects. The C,IO likewise expressed that the general impression on the conduct of scenarios was that it was well taken cared of saved for the fire drill scenario wherein there was delayed reaction from the first responder. He added that some NUPs were even laughing and joking around on their way to the ground floor. With this observation, the C,IO suggested that the fire drill will be conducted once a month.

Relative to this, the C,IO conveyed that they have prepared recommendation and NUPs will be reminded on the proper actuation to be observed during fire drill and other scenarios . He added that mandatory trainings and eligibility will be tackled during the PICE.

ARMORER’S COURSE

The Chief PTRM Officer , PSUPT JAIME CADATAL related that the action plan for the Armorer’s Course was already presented by the Asst. PTRM Officer in the previous staff conference.

PNP RECRUITMENT

The C,PTRM Officer conveyed that he had seek assistance from his brother regarding the poster , the final draft of which will be presented in the next staff conference.

LATERAL ENTRANTS

Previous coordination regarding the matter proved futile according to the C,PTRM Officer as concerned offices were just ignoring our request hence suggested for the revision of the LSS Table of Organization as this move might open the gate for our request.

TMD CAPABILITY and QUARTERLY INSPECTION OF VEHICLES

The C,TMD related that they have encountered manpower problem during the dry run as personnel manning the area were likewise called to man the vulcanizing shop hence suggested that other personnel will be trained to do the job.

EOD COURSE UPDATES

PCINSP JINTALAN gave updates on the on going EOD Course.

TIR (PACER VEHICLES)

The C,TMD conveyed that all available personnel capable in conducting TIR were detailed with the PDMD . He added that the forms will be consolidated first before it will be turned over to the PDMD.

The C,IO voiced out and questioned the legality of LSS conducting TIR of this PACER vehicles citing SOP # 7 of the HPG regarding vehicles used in the commission of a crime. He likewise added that the responsibility lies with the arresting officer if the vehicles were not cleared by the court.

The DD,LSS replied that these vehicles were in the hands of LSS for safekeeping purposes and suggested that coordination be made with TMD on its final disposition.

In connection with the discussed subject, the C,PDMD said that as per coordination with Major Wesley, nationwide publication of the item shall proceed if there was no claimant for a certain period of time and disposal of this items can thenproceed.

The CDS,LSS was ordered to fast track the TIR of this vehicles as no available documents were presented. The documents if possible shall be reconstructed and reproduced.

BIDDING OF DISPOSABLE ITEMS

The C,PDMD related that the Notice of Award is awaiting for TDL’s signature after which the hauling of items will proceed.

LSS CANTEEN

The NUP President came up with a suggestion that LSS NUPs will man the canteen on rotation basis providing them with free meals in exchange . Other LSS personnel can also convert their meal allowance into free lunch if they desired.

The DD,LSS butted in and said it might be improper to require the NUPs to man the canteen and suggested that the business name should be checked with SEC.

FREE RIDE

The C,TMD reported that acquiring additional signatures for the proposed free ride is still on going and that they have concentrated on the NCRPO for the matter

OJT

The C,PCRO conveyed that the draft of the OJT Guidelines will be forwarded to the PMO.

In answer to the query of the DD,LSS, the C,PCRO replied that barangay clearance, police clearance, NBI clearance and biodata with picture will be required from the applicants.

The C,SAMD suggested that the applicants shall be required only the endorsement from their school since they are still on OJT.

The DD,LSS said that before accepting the applicants they should be checked first with the DI and for security purposes it is but normal for us to require clearances as these applicants might be noted activists in their schools. He added that the schools can be compelled to state in their endorsement that said student is not an activist in their school.

CHRISTMAS PARTY AND BADMINTON TOURNAMENT

SPO4 Puddao suggested that the awarding of the Badminton Tournament be done during the Christmas Party. Meanwhile, all personnel were required to submit to the BFO number of their dependents to arrange for the food, drinks and other activities during the Christmas party and all committees were once again reminded to submit their request to BFO.

GENERATOR SET

The C,CGS reported that the generator set delivered last week was tested and found out that there were no batteries and have minor defects. It was eventually turned-over to the TMD for functional evaluation.

BAR CODES AND ACCEPTANCE AND DELIVERY SYSTEM

The C,SSDD related that the draft for the acceptance and delivery system will be forwarded to the PMO next week.

LISTING OF CEP 2010

No updates were given on the CEP 2010 listing.

COA FINDINGS

The C,SAMD reported that he will be attending a meeting with COA to discuss on the refurbished M16s. The items were questioned by COA as these were not recorded in their book and were issued to the region without passing through their account.

GUIDANCE( D, LSS)

AGI-ORSITE

The D,LSS congratulated everyone for the good performance during the concluded AGI-ORSITE . and set up some corrective measures and guidelines on the following:

DOCUMENTARY TEMPLATE

The C, OIPO was directed to prepare a documentary template, one which can be used by the succeeding Directors complete with documents from beginning to end enhanced by video coverage, photos, and similar presentation.

EOD DEMONSTRATION

The EOD was instructed to indicate that what they were doing is just a demonstration. Vehicle, sandbags, and other demonstration paraphernalias shall be visibly marked DEMO to refrain from any unlikely accident. One month was given by the D,LSS to conduct another demonstration. Personnelwearing the bomb suit was likewise advised to anticipate when to enter the scene.

ABSENCES

The officers was advised to relay in advance to the D,LSS those personnel who were absent, those rendering duties at the Bicutan warehouse and those on DS to properly account all LSS personnel during the AGI-ORSITE. In doing so, he can render proper report on the status of LSS personnel to the inspecting team.

FIRE DRILL

The C,OIPO was instructed to conduct another fire drill preferably before the Christmas Party. The fire drill team shall be revised in such a way that all floors shall have its respective teams with roles specified for each member including the name of the first responder and the things each personnel should bring during the fire drill.

TMD LOG BOOKS

The C,TMD was instructed to find out the specific log books for the AGI-ORSITE. The inspecting team was looking for a different log book during the inspection when the TMD “baby book” was properly presented during the inspection according to the C,TMD.

ARMORER’S COURSE

The PTRMO was advised to review the action plan for the next Armorer’s Course and for the new graduates. All officers were urged to join the D,LSS for a “walk through” at the Bicutan Warehouse on Friday morning.

The D,LSS gladly informed the conferees of the on going project at the 2nd floor of the Bicutan warehouse which will serve as billeting quarters for personnel assigned therein. A class room for the Armorer’s Course shall likewise be constructed at the ground floor.

WAREHOUSE STOCKS

The SSDD was instructed to prepare a one (1) page report of all stocks at the warehouse specifying therein the date of delivery, expiry date, quantity and other pertinent information about the stocks. They were likewise advised to conduct demonstration on the proper usage of the equipment upon issuance to the end user. For other items, coordination with the supplier is imperative among which is the demonstration on the use of the GPS.

BIDDING SAMPLES

The PD was tasked to coordinate with the BFO on the procurement of cabinet for an orderly arrangement of all bidding samples stockpiled at the office of the C,PD.

ITEMS FOR DISPOSAL

The C,PDMD was instructed to make a report to TDL (copy furnished PNP-SSS) on all items/equipment for disposal found inside the LSS premises.

LATERAL ENTRANTS

The PTRMO was urged to make simultaneous coordination with DPL and DPRM regarding our request for LSS lateral entrants and to tackle this matter lengthily in the Personnel Board meeting.

LSS CANTEEN

The D,LSS expressed that the canteen is primarily aimed to earn and not just to serve the LSS personnel hence advised the C,PDMD to tap individuals to manage the canteen ( a cook and 2 helpers to start) and to refrain from using organic LSS personnel to man the canteen. The free meal suggested by the C,PDMD should be at the discretion of the concerned personnel, he added.

The C,PDMD replied that they will be procuring the needed equipment to start the operation of the canteen within the week.

QUARTERLY INSPECTION OF VEHICLES

The TMD was required to reduce into a sort of policy all guidelines/ procedure and point system in the conduct of the quarterly inspection.

FREE RIDE

Personnel complement for the proposed free ride should be fixed as suggested by the D,LSS. TMD should come up with designated drivers and trucks solely intended for the free ride hence TMD was directed to come up with a “paper plan”.

TABLE REPAINTING

The SSS was instructed to resume with the table repainting on the SAMD, TMD and CGS so as to have uniform facilities in the LSS.

EOD BARRACKS

The structure inside the EOD classroom which served as temporary barracks for EOD personnel was ordered by the D,LSS to be transformed into a Training Staff Room. SSS was given the task to make the necessary coordination to secure barracks for the EOD personnel affected. He likewise suggested that the barracks presently occupied by the drivers be utilized for the purpose.

There being no other matters for discussionthe conference adjourned at 1130H of the same date.
