Equipment Grants for Schools providing Leaving Certificate Vocational Programme and/or Leaving Certificate Applied

1.Introduction

Following a review of supports for the restructured Leaving Certificate Vocational Programme and Leaving Certificate Applied, an integrated equipment strategy was introduced which includes a number of improvements in previous grant support arrangements.

2.Details of Grant Structure

Subject to the following conditions and arrangements, grants as set out hereunder will be provided for schools following their introduction of the restructured LCVP and/or the Leaving Certificate Applied. The range of grant supports is as follows;

2.1a once-off "general equipment" maximum grant of €16,506.60 (£13,000) for the purchase by schools of computer and communications equipment needed for the implementation of the restructured LCVP or the Leaving Certificate Applied or both (i.e the same grant applies to both programmes; it is paid only once to any school);

2.2a once-off maximum grant of €5,078.95 (£4,000) for the purchase of equipment related to the teaching of the subjects selected by the school from the LCVP Vocational Subject Groupings (this grant does not apply to schools which previously received equipment support under the "Old" LCVP);

2.3a once-off maximum grant of €1,269.74 (£1,000) for start-up resources (e.g computer paper, ribbons, toner etc.) for schools providing the restructured LCVP;

2.4a once-off maximum grant of €5,078.95 (£4,000) for the purchase of equipment related to the teaching of the Subject Specialisms provided by the school under the Leaving Certificate Applied;

2.5an annual per capita resource grant of €158.72 (£125) per pupil for schools providing the Leaving Certificate Applied.

3.Summary of Grant Structure

3.1A summary of the Grant structure is given in the Table following.

4.Illustration of individual schools' eligibility for grants

4.1Schools providing the restructured LCVP and not providing Leaving Certificate Applied.

There are two main scenarios under this heading:

Schools which have not been providing the "old" LCVP are eligible for the grants at 2.1, 2.2 & 2.3 (see Table).

Schools which received equipment support under the "old" LCVP are eligible for the grants at 2.1 & 2.3 but not 2.2 (see Table).

4.2Schools providing the Leaving Certificate Applied and not providing the restructured LCVP.

These schools are eligible for the grants at 2.1, 2.4 and 2.5 (see Table).

4.3Schools providing both Leaving Certificate Applied and the restructured LCVP.

There are three possible scenarios.

Schools which did not receive equipment support under the "old" LCVP are eligible for the grants at 2.1, 2.2, 2.3, 2.4 and 2.5 (see Table).

Schools which received equipment support under the "old" LCVP are eligible for the grants at 2.1, 2.3, 2.4, and 2.5 but not 2.2 (see Table).

Schools currently providing either of the above Programmes (LCVP or Leaving Certificate Applied) and considering joining the other, will be eligible, on admission to the second programme, for the relevant additional grant(s).

5.Conditions

5.1The amount of the grant for each element is set out in the previous paragraphs. The amounts are to some extent indicative and schools have discretion to vary their equipment grant expenditure, in liaison with the LCVP Office or the Leaving Certificate Applied Support Service as appropriate, subject to the total overall grant available.

5.2Where a school has already been provided with relevant equipment under a Capital Programme administered by the Building Unit of the Department, such provision may be taken into account in determining the level of support under these arrangements.

5.3 Payment of grants will be subject to validation of enrolment on each of the programmes as provided in the school's "October List" returns.

5.4Only schools within the Free Education Scheme will be eligible for these grant supports.

5.5Full details of the arrangements and procedures regarding the grants will be provided at the induction seminars and at inservice arranged by the Leaving Certificate Applied Support Service and the LCVP Office. Support and assistance will be provided by these agencies to schools in identifying and procuring equipment which will best meet their needs within the grants available. Payment of the grants will be subject to compliance with the tendering, tax clearance and other procedures which will be outlined by the LCVP Office/Leaving Certificate Applied Support Service.

5.6The Leaving Certificate Applied per capita resource grant is paid following receipt of the necessary details in schools' "October List" returns. Expenditure of this grant is not subject to the requirements referred to in paragraph 5.5.
