General Summary:

Responsible for the overall direction of a discrete laboratory unit or institutional core facility.

Essential Job Functions:

Responsible for overall operation and administration of the laboratory, including employment of competent personnel to perform testing, reporting and compliance with regulations.

May perform all duties of any laboratory personnel or delegate these responsibilities to qualified personnel.

Ensure that delegated duties are properly performed.

Be accessible to the laboratory to provide onsite, telephone or electronic consultation as needed.

Direct no more than five (5) laboratories.

Ensure that testing systems provide quality services for all aspects of test performance including pre-analytic, analytic and post-analytic phases of testing.

Ensure that the physical plant and environmental conditions of the laboratory are appropriate for the testing performed and provide a safe environment for employees.

Ensure that the test methodology provides the quality of results required for patient care.

Ensure that adequate procedures are used to verify the accuracy, precision and other pertinent performance characteristics of the method.

Laboratory personnel are performing to the level required by the job description, providing accurate and reliable results.

Ensure that the laboratory is enrolled in an appropriate proficiency testing (PT) program, including: timeliness of completion of the PT samples, review of PT results by appropriate staff to evaluate performance and take corrective action if necessary.

Ensure that Quality Control and Quality Assurance programs are established and maintained to assure quality services and identify the failures in quality as the occur.

Endure the establishment and maintenance of acceptable levels of performance for the test system.

Ensure that patient results are only reported with the system functioning properly and that remedial action is taken and documented when system failures occur.

Ensure that result reports include pertinent information required for interpretation.

Ensure that consultation is available to the clients relating to the quality of the reported results and their interpretation.

Ensure that personnel meet the qualifications and demonstrate the ability to meet the responsibilities of the position occupied, and have documented the appropriate training or proficiency.

Ensure that policies and procedures are established to monitor personnel performance and identify remedial training or continuing education to improve skills.

Ensure that an appropriate procedure manual is available to all personnel.

Specify in writing the responsibilities of all personnel.
